Commenting on the forums and mechanisms for the overseas Vietnamese community to contribute to national development, Mr. Phan Kien Cuong, Economic Arbitrator in Czech, Slovakia, and Wien, and Deputy Director of the Vietnam Economic – Trade Development Consulting Center (VICENDETI), affirmed that the Party and State's proactive organization of forums to gather opinions from overseas Vietnamese on the draft documents of the 14th Party Congress, constitutional amendments, and the development of resolutions and laws clearly reflects innovative thinking in people-to-people diplomacy and the policy of great national unity.
According to Mr. Phan Kien Cuong, these activities consistently affirm the Party and State's viewpoint that overseas Vietnamese are “an inseparable part of the Vietnamese national community and a crucial resource for national development”.
The invitation and listening to the opinions of overseas Vietnamese are not merely formalities but are placed within an official policy framework with clear institutional characteristics.
Besides direct conferences, forums for overseas Vietnamese, and high-level meetings, the State has diversified and expanded consultation channels through Vietnamese representative agencies abroad, the State Committee for Overseas Vietnamese, online platforms, and association systems. This approach allows overseas Vietnamese in various geographical areas, with different expertise and conditions, to “contribute opinions conveniently, timely, and effectively”.
Notably, the scope of opinion gathering is not limited to external affairs or community work but extends to fundamental and strategic areas such as national development orientation, Party building, institutional improvement, science and technology, education, and culture. According to Mr. Phan Kien Cuong, this shows that the Party and State “do not merely see overseas Vietnamese as subjects of mobilization but as participants in policy-making and critique”, leveraging their knowledge, international experience, and diverse perspectives.
He emphasized that the forums and opinion-gathering sessions also convey a clear message that the Party and State always listen to, value, and create conditions for overseas Vietnamese to connect with their homeland and contribute to national development. This is also an important method to “strengthen trust, enhance social consensus, gradually narrow psychological and historical gaps”, while fostering a sense of responsibility and national pride among the overseas Vietnamese community.
Mr. Phan Kien Cuong assessed that creating forums for overseas Vietnamese to contribute opinions on major documents, resolutions, and policies is a vivid expression of the policy of great national unity in the new context. Although there is still room to further improve the feedback and opinion-gathering mechanisms in a more specific and transparent manner, the general trend is “increasingly open, substantive, and in-depth”, contributing to the sustainable implementation of policies for overseas Vietnamese.
Regarding the response of the overseas Vietnamese community, Mr. Phan Kien Cuong noted that overseas Vietnamese generally respond positively, becoming increasingly proactive and substantive in the face of the Party and State's policies, forums, and opinion-gathering sessions, clearly expressing their desire to accompany the country's development.
According to him, during the opinion-gathering sessions on the draft documents of the Party Congress, major resolutions, and policies, a large number of overseas Vietnamese, especially intellectuals, entrepreneurs, and experts, have seriously studied the materials, submitted written contributions, and participated in seminars and thematic discussions. This shows that overseas Vietnamese “are not only concerned with the specific interests of their community but are increasingly focused on the strategic, long-term issues of the nation”.
Regarding their desire to contribute, overseas Vietnamese express a priority for transferring knowledge, management experience, science and technology, and innovation, especially in areas where Vietnam has significant needs such as digital transformation, green economy, healthcare, education, and high-tech industry. Additionally, there is a desire to invest, connect markets, and expand international cooperation networks, contributing to “integrating Vietnamese products and businesses more deeply into the global value chain”.
Many opinions from overseas Vietnamese stem from a constructive, frank, and dedicated spirit, reflecting a desire for sustainable national development, effective governance, a stable legal system, and a transparent investment environment. According to Mr. Phan Kiên Cường, this shows that despite living and working abroad, overseas Vietnamese “always keep an eye on domestic developments and wish to contribute in a long-term, in-depth manner”, rather than engaging in short-term activities.
Alongside the positive response, overseas Vietnamese also expect the Party and State to continue improving the mechanisms for receiving and responding to opinions clearly; creating a more favorable legal environment for overseas Vietnamese to return to work, invest, and conduct research; and establishing strong enough connections to effectively utilize the intellectual resources of the overseas Vietnamese community.
Mr. Phan Kien Cuong affirmed that overseas Vietnamese are not only responding in spirit but are increasingly showing a desire to contribute substantively, persistently, and responsibly to the country's development. This is a “particularly important resource”, which, if effectively mobilized and utilized, will make a significant contribution to the construction and development of Vietnam in the new phase.
