Conference on enhancing the role of Vietnamese youth and students abroad in national development
WVR - On September 27, the Youth Union of the Ministry of Foreign Affairs, in collaboration with the Vietnamese Students' Association in Australia (SVAU), organized a conference titled “Discussing Several Resolutions and Directives of the Politburo on the Work of Overseas Youth and Students”.

The conference was held in person at two locations: the Ministry of Foreign Affairs in Hanoi and the University of Technology Sydney (Australia), while also connecting online with Vietnamese students and residents in various regions of Australia.
The conference is part of the 2025 Memorandum of Cooperation between the Youth Union of the Ministry of Foreign Affairs and SVAU, aiming to enhance connectivity, provide information, and create a platform for exchange between domestic agencies and members, students, young intellectuals, and the Vietnamese community in Australia.
Attendees included Deputy Head of the Communication and Mass Mobilisation Department of the Party Committee of the Ministry of Foreign Affairs Tran Thanh Hai, Consul General of Vietnam in Sydney Nguyen Thanh Tung; Deputy Chairman of the State Committee for Overseas Vietnamese, Ministry of Foreign Affairs Ngo Trinh Ha; Counselor of the Vietnamese Embassy in Australia Le Thuy Trang; Counselor in charge of Education and Training Nguyen Minh Tam; Counselor, Head of the representative section of the Ministry of Science and Technology, Vietnamese Embassy in Australia Bui Viet Khoi; First Secretary in charge of Science and Technology Nguyen An Tien; Member of the Executive Committee of the Party Committee of the Ministry of Foreign Affairs, Secretary of the Youth Union of the Ministry of Foreign Affairs Nguyen Dong Anh; President of the Vietnamese Students' Association in Australia Huynh Tan Dat, along with representatives from student branches, student associations, students, and the Vietnamese community in Australia.
Leveraging Overseas Vietnamese resources
At the conference, Deputy Chairman of the State Committee for Overseas Vietnamese Ngo Trinh Ha disseminated and discussed Resolution No. 23-NQ/TW dated August 2, 2026, of the Politburo on the work concerning overseas Vietnamese.

Ngo Trinh Ha stressed that Resolution No. 23-NQ/TW inherits the significant directions of Resolution No. 36-NQ/TW from 2004, while introducing new developments in thinking, linking the work concerning overseas Vietnamese with the country's development needs. The overseas Vietnamese community is identified not only as an “inseparable part” but also as a “strategic resource”, a “partner”, and a “bridge” contributing to promoting international relations.
In the context of the growing overseas Vietnamese community, with an increasing number of young people and intellectuals, Ngo Trinh Ha urged Vietnamese students in Australia to actively integrate, study, and work professionally; to leverage their knowledge and skills to contribute to the country from afar and early on; to act as a bridge promoting educational cooperation, scientific research, and technology between Vietnam and Australia; while preserving the Vietnamese language, culture, and national identity.
He also emphasised that the State will continue to accompany, create policies, attract resources through networks, and care for the legitimate rights and interests of the overseas Vietnamese community. Consultation mechanisms and contributions from overseas Vietnamese will continue to be prioritized; meanwhile, the “Technology Train” initiative is being researched to connect domestic needs with young Vietnamese experts and PhDs abroad.

At the conference, President of the Vietnamese Students' Association in Australia Huynh Tan Dat proposed several solutions for implementing Resolution No. 23-NQ/TW, including specifying the consultation mechanism for overseas Vietnamese experts on each policy topic; supporting cultural and Vietnamese language promotion activities; researching the establishment of an Overseas Vietnamese Youth Association in Australia to maintain connections with the second and third generations; regularly compiling research and teaching opportunities in Vietnam to connect with young PhDs; and providing specific guidance on criteria and forms of honoring and rewarding individuals and groups contributing from afar.
Strengthening Vietnam-Australia science and technology cooperation
Discussing science and technology cooperation, Counselor, Head of the representative section of the Ministry of Science and Technology, Vietnamese Embassy in Australia Bui Viet Khoi pointed out that science, technology, and innovation are among the six pillars of the Vietnam-Australia Comprehensive Strategic Partnership.
He introduced several cooperation programs, including the Australia-Vietnam Strategic Technology Center (AVSTC) in Hanoi; and urged student branches and students in Australia to actively propose projects and technological solutions with practical applications in Vietnam.

For his part, Member of the Executive Board of the Party Committee of the Ministry, Secretary of the Youth Union of the Ministry of Foreign Affairs Nguyen Dong Anh emphasised the role of social media in connecting communities and urged the Vietnamese Students' Association in Australia to strengthen coordination with the Youth Union of the Ministry of Foreign Affairs in verifying, handling, and providing transparent and positive information.
He also introduced joint training programs between the Diplomatic Academy and a number of major universities in Australia, and urged Vietnamese researchers and PhDs in Australia to enhance research cooperation, publish internationally, return to work, or participate in teaching and lecturing at the Diplomatic Academy.
Implementing Directive No. 07-CT/TW, promoting Party membership development
Additionally, Deputy Secretary of the Party Committee in Australia Le Thuy Trang disseminated and implemented Directive No. 07-CT/TW dated July 13, 2026, of the Politburo on “Promoting the Study and Practice of Ho Chi Minh's Ideology, Ethics, Methods, and Style in the New Development Stage”, while discussing Party development work among students and the Vietnamese community in Australia.
Le Thuy Trang affirmed that the new point of the Directive is the shift from “studying and following” to “studying and practicing”, using results as a measure; and adding the element of “Ho Chi Minh's methods”, linking theory with practice and ensuring actions match words.
Regarding Party development work, she stressed that the Party Committee in Australia has implemented solutions to promote Party development among the more than 30,000 Vietnamese students in Australia, while addressing some obstacles in the Party development process for Master's students.
At the conference, delegates also listened to contributions from students about integrating overseas Vietnamese work into local development plans, enhancing the role of student associations in connecting generations of Vietnamese, and building mechanisms to support community initiatives and projects proposed by students and young intellectuals.

In his closing remarks, Deputy Head of the Communication and Mass Mobilization Department of the Party Committee of the Ministry of Foreign Affairs Tran Thanh Hai evaluated that the topics at the conference have a close connection between the country's development goals, leveraging overseas Vietnamese resources, and methods of action.
Tran Thanh Hai urged the student branches and Vietnamese students in Australia to focus on turning awareness into specific actions in learning and scientific research; actively connect young intellectual networks to address pressing national issues such as artificial intelligence, semiconductors, and digital transformation; preserve cultural identity, enhance vigilance, and actively counter false views in cyberspace; while focusing on identifying, nurturing, and admitting outstanding individuals into the Party.
Through presentations and exchanges, the conference contributed to strengthening connections between domestic agencies and students, young intellectuals, and the Vietnamese community in Australia, providing information on policies and directions related to overseas Vietnamese work, science and technology cooperation, and Party development work. The conference also continued to concretize the 2025 Memorandum of Cooperation between the Youth Union of the Ministry of Foreign Affairs and SVAU in information work, connectivity, and support for the Vietnamese student community in Australia.
