Governance Innovation, Enhancing Training and Research Quality

Speaking at the conference, Deputy Minister of Finance Cao Anh Tuan emphasized that this is a significant event occurring at a time when the Academy of Finance faces new development requirements, with broader development space, higher governance demands, and greater expectations from the Ministry of Finance and society for a higher education institution with a tradition, position, and unique role in the field of finance and economics.

According to Deputy Minister Cao Anh Tuan, in the new context, the tradition and position of the Academy of Finance also require it to develop more vigorously. Higher education is rapidly transitioning to autonomy and modern governance; competition in training quality, research, and human resources is increasingly intense; digital transformation and artificial intelligence are profoundly changing training, research, and governance methods. The finance sector is also undergoing strong transformation, increasingly relying on data, technology, quantitative analysis, and modern management methods.

In response to these demands, the Academy must proactively prepare human resources for the future; innovate not only to impart knowledge but also to create new knowledge; while enhancing research capacity, consultancy, critique, and providing scientific evidence for national financial policy formulation.

The Deputy Minister also expressed confidence that with its fine tradition, dedicated and intelligent staff and lecturers, and a consolidated leadership team, the Academy of Finance will usher in a new development phase, more modern in governance, more advanced in training, more profound in research, and more practical in contributions to the finance sector, the economy, and the nation.

Three Strategic Breakthroughs for the 2026 - 2031 Period

In his acceptance speech, Assoc. Prof. Dr. Nguyen Dao Tung, Secretary of the Party Committee, Director of the Academy of Finance, shared that the ceremony takes place as the Academy prepares to enter the 2026 - 2027 academic year and a new development phase, with increasing demands for governance innovation, autonomy, enhancement of training quality, scientific research, digital transformation, innovation, and international integration.

Assoc. Prof. Dr. Nguyen Dao Tung affirmed that the Academy's Board of Directors sees this not just as organizational consolidation, but more importantly, as a means to enhance leadership, governance, and task execution efficiency.

“We will continue to maintain unity and consensus; strictly adhere to the principle of democratic centralism; clearly assign people, tasks, responsibilities, authority, and outcomes; enhance coordination, support, and jointly bear responsibility before the Academy's Party Committee and the Ministry's leadership,” stated Assoc. Prof. Dr. Nguyen Dao Tung.

According to the Director of the Academy of Finance, based on the Deputy Minister's directives, the Ministry of Finance's orientation, and the Academy's development requirements, the leadership team has identified three strategic breakthroughs for the 2026 - 2031 period.

Firstly, a breakthrough in governance innovation and university autonomy. The Academy will continue to innovate leadership, governance, and operational methods towards modernity, professionalism, transparency, efficiency, and results-oriented approaches; promote decentralization and delegation linked with supervision, power control, and accountability, suitable for a multi-campus, multi-branch model. University autonomy must be genuine, responsible, and quality-oriented, linked with discipline, transparency, and accountability.

Secondly, a breakthrough in training quality, scientific research, and team development. The Academy identifies quality as the foundation of reputation, brand, and competitive capacity. Therefore, it will continue to innovate programs, training methods, and evaluation towards modernity, updates, practicality, interdisciplinary integration, practice, and adaptability of learners.

Simultaneously, it will focus on building a team of lecturers, scientists, and managers with high expertise, good research capacity, innovative thinking, and a sense of responsibility, creating a healthy academic environment that encourages creativity and dedication. Scientific research will focus more on major, new issues of significance to the finance sector and the economy, enhancing the scientific, practical, and policy value of research products.

Thirdly, a breakthrough in digital transformation, innovation, and international integration. The Academy identifies digital transformation and innovation as crucial drivers to change governance, training, research, and higher education service delivery methods. The Academy will gradually build a digital academy, develop data-driven governance, promote the application of artificial intelligence and new technologies, while ensuring information security, data protection, and legal compliance.

International integration will be implemented in a substantive, effective, and in-depth manner, expanding cooperation with reputable universities, research institutes, international organizations, businesses, and financial institutions; enhancing research cooperation, academic exchange, and exchanges of lecturers and learners.

The goal is to gradually transform the Academy of Finance into a modern higher education institution with high competitive capacity, a solid position domestically, and gradually enhancing its reputation in the region and internationally.
