The framework is also meant to help Vietnam attain the balance between economic development and sustainable environment, promote equality, and improve state agencies’ capacity and accountability.
It will continue the WB Vietnam’s existing supports in coordination with other development partners while mobilising other resources to boost development.

The CPF prioritises the four areas of inclusive growth and private sector participation, investing in people and knowledge, environmental sustainability and resilience, and good governance. It will be implemented with considerable engagement of local governments.
The CPF also puts forth some strategic shifts, including comprehensive engagement to strengthen private sector development and participation across sectors, support to achieve financial sustainability of public services and transfers, support for ethnic minority poverty reduction through livelihood and income generation activities, multisectoral engagements to strengthen linkages between education and the labour market, support to promote and stimulate low carbon energy generation.
At the launch workshop, WB Country Director for Vietnam Ousmane Dione said the WB Group is honoured to remain at Vietnam’s side as the country strengthens its position as a successful middle-income country and lays out the foundation to advance to high-income status.
Vietnamese Minister of Planning and Investment Nguyen Chi Dung said the country still persists in the target of rapid and sustainable growth associated with growth model reform and economic restructuring towards higher quality and competitiveness, thereby creating resources for realising social development and environmental conservation targets towards sustainable development.
Valuing the close cooperation between the WB and relevant agencies of Vietnam, he voiced his belief that the CPF for 2017-2022 will help achieve Vietnam’s development targets and ambitions not only in the five years but also in many decades to come.
