Agribank and Hanoi Public Administrative Service Center collaborate to implement a model supporting citizens in accessing public services

On behalf of the Hanoi Public Administrative Service Centre, Mr Cu Ngoc Trang, Director and leaders from various departments within the Centre attended. Representing Tran Anh Law Firm LLC was Mr Nguyen Thai Viet, the Director, along with staff involved in implementing the cooperation.

Representing Agribank were Mr To Huy Vu – Chairman of the Members' Council of Agribank; Mr Pham Toan Vuong – Member of the Members' Council, General Director of Agribank; members of the Members' Council, Deputy General Directors, Head of the Supervisory Board, Chief Accountant, leaders of units at Agribank's headquarters, and leaders of Agribank branches in Hanoi.
Cooperation for the people – connecting finance with public administration
According to the cooperation agreement, Agribank will allocate space at its transaction points in Hanoi to serve as "Consultation, support, and reception points for PASC administrative procedures", facilitating quicker and more convenient procedures for citizens and businesses in the city.
Speaking at the signing ceremony, Mr To Huy Vu – Chairman of the Members' Council of Agribank affirmed: This is not just a cooperation agreement, but a convergence of the aspiration for innovation, the spirit of accompanying the Government, and Agribank's mission to serve the people. Over 37 years of building and development, Agribank has played a pioneering role, accompanying the country through each stage of renewal. The public service model at Agribank is a practical step towards bringing public services closer to the people, reducing procedures, cutting social costs, and enhancing trust in the State and the Vietnamese banking system. More importantly, it strengthens social trust, tightening the bond between the State, the Bank, and the People in a shared aspiration: "For a developed, civilised, and happy Vietnam". This operational model vividly conveys the image of "Serving Government – Accompanying Bank – Benefiting People", which is not only innovative but also carries profound political significance: bringing the Government closer to the people and making the bank an extended arm of the State in administrative reform.

With the business philosophy "Bringing prosperity to customers" and over 40,000 employees, more than 2,300 transaction points covering 100% of communes nationwide, Agribank carries a unified belief: "Every Agribank employee is an ambassador of trust, accompanying the Government in the journey to serve the people".
Based on the needs of the people and the practical activities of the bank, at transaction points, Agribank will collaborate with PASC and Tran Anh Law Firm to support citizens and businesses in carrying out 8 groups of procedures including: Registration of secured transactions (mortgages); Deregistration of secured transactions (mortgage release); Provision of land information and data; Registration of changes in land use rights, ownership of assets attached to land; Registration of changes in case of name change or change of information of land users, owners of assets attached to land; Issuance of new certificates of land use rights, ownership of houses and assets attached to land; Business registration, household business registration; Civil status administrative procedures…
A step forward in administrative reform and digital transformation
With the cooperation model of three pillars "Finance - Administration - Legal" at one transaction point, citizens can be guided, consulted, submit applications, and receive results for administrative procedures right at the bank. Consequently, the processing time for administrative procedure applications is reduced from 10-30 days to 5-10 days; the guidance on applications is consistent, minimising errors that require multiple submissions and reducing the rate of returned applications; customers (individuals and organisations) do not need to travel to multiple locations… These positive outcomes will enhance customer satisfaction with public services and banking. This is the first interlinked model of the three pillars "Finance - Administration - Legal" implemented in Hanoi, aimed at reducing procedures, saving time and costs for citizens, and providing transparent, efficient access to public services.
According to Mr Cu Ngoc Trang, Director of the Hanoi Public Administrative Service Centre, the signing ceremony with Agribank to implement transaction points at the bank is a practical action that realises the motto: bringing administrative procedures anywhere, anytime to serve citizens and businesses outside administrative offices and beyond administrative hours.

Mr Truong Viet Dung, Vice Chairman of the Hanoi People's Committee, assessed that the cooperation model will be highly effective, aligning with the Central directive to place citizens and businesses at the centre.
In his directive speech at the signing ceremony, Mr Pham Tien Dung, Deputy Governor of the State Bank of Vietnam, also expressed appreciation for the spirit of the units participating in implementing the integrated model "Finance - Legal - Administration" to bring practical benefits to citizens and businesses, significantly contributing to promoting administrative reform in the banking sector. With the integration of administrative data between the public administrative service centre's system and Agribank, the results will be very positive. The Deputy Governor of the State Bank of Vietnam suggested that, after the pilot implementation period, participating units in the model should summarise and evaluate the results achieved, using specific data, to improve and enhance the quality of operations.

Pilot implementation at 5 initial transaction points
In the initial phase, the model will be piloted at 5 Agribank transaction points in Hanoi, including: Soc Son Branch - Phu Lo Transaction Office; Ha Tay I Branch - Tan Linh Transaction Office; Ha Tay Branch (Branch Headquarters); Hanoi I Branch (Branch Headquarters) and Tam Trinh Branch (Branch Headquarters).
On the same day, October 8, 2025, Agribank, in collaboration with PASC, held the opening ceremony of the Consultation, Support, and Reception Point for Public Services at the Hanoi I Branch Headquarters (90 Nguyen Tuan, Thanh Xuan Ward, Hanoi).
