At the meeting, Deputy Foreign Minister Giang welcomed the visit and affirmed that Vietnam attaches great importance to the role of multilateral mechanisms on disarmament and the non-proliferation of nuclear weapons, including the Comprehensive Nuclear-Test-Ban Treaty (CTBT) and the CTBTO. Vietnam remains steadfast in its policy of supporting the universality and full implementation of the CTBT, and continues to be a constructive voice in promoting international cooperation toward this goal.

The Deputy Foreign Minister proposed that the CTBTO enhance its support for Vietnam in strengthening its professional and technical capacities, particularly in the areas of monitoring and response to nuclear incidents; facilitate the participation of more Vietnamese personnel in working at CTBTO bodies; and support Vietnam in successfully assuming the role of President of the 11th Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons in 2026.

Expressing his pleasure to be in Vietnam, Dr. Robert Floyd thanked Vietnamese agencies for their warm and respectful reception, and highly appreciated Vietnam’s role, voice, and contributions to global efforts against the proliferation of nuclear weapons. He noted that with more than 300 advanced monitoring stations, the CTBT plays a vital role in monitoring and preventing nuclear tests, while also providing data for tsunami warnings, environmental research, and radiation security. In the current complex international context, the fact that no nuclear tests have occurred in nearly a decade is an encouraging sign.

During his time in Vietnam, Dr. Robert Floyd and the CTBTO delegation participated in various activities, including chairing the East Asia Regional Workshop on National Data Centres (NDC) organized by the Ministry of Science and Technology; engaging in academic exchanges on nuclear non-proliferation at the Institute for Strategic Studies under the Diplomatic Academy of Vietnam; and visiting and working with the National Data Centre under the Institute for Nuclear Science and Technology, and the Vietnam Atomic Energy Institute.
