Promoting investment cooperation and people-to-people exchanges between Russia’s Far Eastern Region and Vietnamese localities: Opora Rossii

On September 29, at the Viet-Xo Vocational College No. 1, under the Ministry of Education and Training, in Xuan Hoa Ward, Phu Tho Province, Vice Chairman of the Phu Tho Provincial People's Committee Nguyen Khac Hieu received the delegation.
The Vice Chairman introduced the potential, advantages, and development orientation of Phu Tho after the merger of Phu Tho, Vinh Phuc, and Hoa Binh. He cited its strengths in industry, processing and manufacturing, agriculture and forestry, and labour supply, and named vocational training matched to labour market needs as a priority.
Thanking the Phu Tho provincial leaders for their warm welcome, Mr. Dyakov Yuri Ilyich introduced the All-Russian Public Organization Opora Rossii and the Sakhalin Oblast. He stressed that Opora Rossii supports small and medium enterprises in the Russian Federation and serves as a dialogue bridge between the business community and government agencies from central to local levels, with a network of over 80 regional branches across the federation.

Sakhalin Oblast currently has many enterprises operating in energy, logistics, agricultural and food trade; geological engineering, industrial materials, forestry, and trade connections. These enterprises have a high demand for quality human resources.
Welcoming the delegation to Phu Tho, Vice Chairman Nguyen Khac Hieu emphasised that during the country's construction and development, Soviet experts have supported and cooperated with Vietnam in implementing many important projects, laying the foundation for socio-economic development.
In Phu Tho, projects supported by the Soviet Union, such as the Hoa Binh Hydropower Plant, the Soviet Expert Zone, and the Viet-Xo Vocational College No. 1, are testament to the strong cooperative relationship between the two countries.
Many Soviet experts directly trained Vietnamese staff and engineers to participate in building the Hoa Binh Hydropower Plant and supported the construction of the Viet-Xo Vocational College No. 1. This is an important foundation for Phu Tho and Opora Rossii to continue promoting cooperation in vocational training, industrial development, energy, and business connections.
Vice Chairman Nguyen Khac Hieu stressed that Phu Tho wishes to strengthen connections with Russian enterprises and organizations in education, industrial development, agricultural and forestry processing, technology, and trade. The province is ready to facilitate exchanges to identify practical cooperation areas and gradually implement appropriate programs and projects according to regulations.

Principal Tran Duc Tiep of Viet-Xo Vocational College No. 1 stated that with nearly half a century of history tied to the Vietnam-Soviet friendship, the college possesses a solid infrastructure, practical workshops, and comprehensive technical training capabilities. The school wishes to continue collaborating with Russian partners in developing human resources, science, technology, exchanging experts, technology, teachers, and Russian language training, aiming to establish a Russian language training center at the school.
Viet-Xo Vocational College No. 1 proposes researching cooperation in industrial electrical, mechatronics, mechanical, welding, or construction machinery operation and repair; simultaneously piloting basic Russian language and occupational Russian language training linked to job requirements.
Regarding economic cooperation, both sides discussed the potential for business connections in wood processing, forestry products, agricultural products, food; electrical equipment, mechanics, smart metering; geology, and mining technology. The parties plan to start with market surveys, exchange standards, technology, and select suitable content for research and implementation.

The parties agreed to research the establishment of a joint working group between Phu Tho Province, Viet-Xo Vocational College No. 1, and Opora Rossii; exchange information on businesses, human resource needs, training programs, and equipment. Based on survey results, the parties will select some training programs and propose economic cooperation to develop specific plans.
The visit and work of the Opora Rossii delegation, Sakhalin Branch, is not merely a diplomatic exchange event but a testament to a new generation of Vietnam-Russia cooperation: substantive, effective, business-centered, and vocational education as a sustainable foundation.
Mr. Dyakov Yuri Ilyich said that he would report the visit's results to the leadership of the Opora Rossii Organization and the Governor of Sakhalin Oblast about the great potential of cooperation with Vietnam.

He also thanked the Far East investment Group (FEI Group) for initiating and actively acting as a bridge for investment cooperation with the Far East region and expanding relations with Sakhalin Oblast in various fields, especially tourism and education training.
