For political observers and international partners, Hung Yen is sending strong signals that it is not only innovating and developing comprehensively but also leveraging its cultural and human strengths to build a sustainable future.

Growth quality: When "quantity" turns into "quality"
The 2020-2025 term was an unprecedentedly challenging period. The outbreak of the COVID-19 pandemic, along with escalating global geopolitical conflicts and supply chain disruptions, had a negative impact on all economies. In this "fire test", the economic resilience of Hung Yen became even more commendable.
The 2021-2025 period in Hung Yen recorded impressive growth figures in scale, such as a GRDP increase of 9.17% per year, higher than the national average economic growth rate (6.3% per year), ranking 4th out of 34 provinces and cities, with the GRDP scale estimated at 328,283 billion VND, 1.73 times higher than in 2020; state budget revenue in the province is estimated at over 74,432 billion VND, far exceeding the set target. However, from a macroeconomic analysis perspective, the change in "quality" is truly the highlight that convinces potential investors.
The political report of the Hung Yen Provincial Party Executive Committee presented compelling indicators of investment efficiency and productivity: Labor productivity increased by an average of 10.45% per year, significantly higher than the general level, reflecting a real shift from simple labor to skilled and technological labor. Notably, the ICOR (Incremental Capital-Output Ratio) decreased from 7.69 to 7.02. In economics, the reduction of this index indicates that investment capital is generating more effective returns, and the issues of scattered investment and public waste have been thoroughly addressed.
Additionally, the poverty rate dropped below 1%, exemplifying the philosophy of "leaving no one behind". Hung Yen's growth does not create a large wealth gap, but rather fosters inclusivity, ensuring solid social welfare. This is the "people-centered" foundation for the province to confidently enter a new development phase.
Simultaneously, the Provincial Competitiveness Index (PCI) jumped 43 places compared to 2020, reaching 10th out of 63 in 2024, further affirming that local governance thinking has shifted entirely towards creating and delivering services. Hung Yen has proven that a locality rich in cultural traditions can fully possess a sharp and modern market economic mindset.

Leveraging "intrinsic strength": Culture as a development driver
A new and profound point in the thinking of this Congress is the clear identification of the role of culture and people in Hung Yen. Not only focusing on hard economic indicators, but the Congress Resolution also emphasizes awakening the aspiration for development based on the cultural foundation of "Hung Yen's Cultural Heritage".
The cultural traditions, glorious history, and revolutionary spirit of Hung Yen province are not only a source of pride from the past but are also identified as an important "intrinsic resource." The preservation and promotion of the cultural values of Pho Hien and the Red River Delta culture are placed on par with economic development. This strategy aligns with our Party's viewpoint on "Cultural Revival", considering culture as the spiritual foundation of society, both a goal and an intrinsic strength, a crucial driver for national development.
The combination of "modern technology" and "cultural identity" will create a unique brand for Hung Yen: An industrial province that still retains the essence of Northern village life, a smart city rich in humanity.

Vision 2045: Repositioning in the Northern development "axis"
The Congress sets a vision for 2045 to transform Hung Yen into a smart, eco-friendly city under the central government. To realize this vision, the Congress has identified 34 key indicators, but the core strategy lies in "three strategic breakthroughs" and "five economic pillars", thereby repositioning its role not just as a "gateway" but as a "modern industrial, commercial, service, and logistics center of the Red River Delta region".
The three strategic breakthroughs identified are:
- Developing science, technology, innovation, and digital transformation: This closely aligns with the trend of the Fourth Industrial Revolution, using technology as the main growth driver.
- Developing synchronized infrastructure, focusing on digital infrastructure and multimodal transportation: Located in the heart of the Northern Delta, Hung Yen recognizes its "gateway" advantage connecting Hanoi with the Hai Phong seaport. Focusing on inter-regional and inter-provincial connectivity will transform Hung Yen into an important logistics and industrial "hub" for the entire North.
- Developing high-quality human resources, especially a leadership team with strategic thinking: This is a breakthrough mindset regarding human resources from the provincial Party leadership. Hung Yen understands that good institutions and modern infrastructure must be operated by people with sufficient capacity and quality.
The five economic pillars are the concretization of the above three breakthroughs, including: high-tech industry, clean ecological agriculture, smart urban systems, clean renewable energy, and sustainable marine economy, through which Hung Yen is proactively engaging deeply in regional linkages:
• Infrastructure connectivity: Building a multimodal transportation network directly connecting with Hai Phong Seaport, Noi Bai International Airport, and neighboring provinces (Ha Nam, Thai Binh, Hai Duong). Hung Yen will become a massive "transshipment station" for the North.
• Supply chain: Developing high-tech industrial zones to attract new-generation FDI, participating in the global value chain.
This vision reflects an "open" mindset, one that does not develop in isolation but rather places the province's development within the overall planning of the Capital region and the Northern key economic region.

Spirit of "Solidarity - Discipline - Creativity": Key Political Message
The success of the Congress lies not only in the Resolution but also in the atmosphere and spirit of the Congress. The motto "Solidarity - Democracy - Discipline - Breakthrough - Development" was consistently demonstrated.
Regarding personnel work, the Congress elected a 70-member Executive Committee and a 22-member Standing Committee, and continued to entrust Comrade Nguyen Huu Nghia, a Central Party member, with the position of Secretary of the Provincial Party Committee, reflecting the unity and consensus of the "Party's will - People's heart". This is a decisive factor in ensuring political stability, the number one condition for attracting investment.
In Party building, the Congress emphasized the spirit of "self-reflection, self-correction", fighting corruption and negativity with the principle "no forbidden zones, no exceptions". This strengthens the trust of the people and the business community in an honest and action-oriented government apparatus.
Regarding the spirit of action, the Congress spread the spirit of "dare to think, dare to do, dare to take responsibility" for the common good. In the context of many officials still having a mentality of fear of mistakes, this message from Hung Yen is a great encouragement, creating motivation for the government apparatus to operate smoothly and effectively.
At the 80th Anniversary of the August Revolution and the National Day of the Socialist Republic of Vietnam (2/9/1945-2/9/2025), General Secretary To Lam sent a strong message: "No obstacle, no reason can prevent us from reaching peace, prosperity, and the eternal development of our nation".
