Building on the new development space, the province is focusing on completing planning, investing in infrastructure, expanding industrial land funds, and promoting a shift in the growth model. The results achieved in the first 10 months of 2026 show that the local economy continues to maintain positive growth momentum while also creating development space for the next phase.
Unleashing potential from long-term planning vision
Hung Yen is entering a new phase of development, with new conditions and advantages following the merger. The expanded development space creates additional opportunities for the locality to effectively exploit resources, strengthen inter-regional connections, capitalize on each area's strengths, and develop new growth drivers.
The advantage of Hung Yen primarily comes from its position in the Northern Key Economic Region, its connectivity with the capital Hanoi, and major economic centers in the North. This provides favorable conditions for the province to expand regional linkages, participate more deeply in production, supply, and distribution chains, and attract both domestic and international investment flows.
Alongside geographical location, the industrial base, the system of industrial parks, industrial clusters, and the active business community are important resources for the locality. Continuing to supplement land funds, complete production infrastructure, and improve the investment environment helps Hung Yen attract new projects, especially those with large scale and high production capacity.
In the context of increasingly evident competition among localities to attract investment, advantages no longer lie solely in land funds or geographical location but also depend on the ability to organize development space, the quality of infrastructure, and the synchronization of conditions that serve production and business. This is also a requirement for Hung Yen as it builds long-term development orientations.

A significant milestone is the completion of the Provincial Planning Adjustment for the period 2021-2030, with a vision to 2050, and the organization of the Provincial Planning announcement. This serves as a basis for the locality to reorganize development space after the merger, shape dynamic areas, allocate investment resources, and more effectively exploit existing advantages.
Planning holds special significance in the context in which Hung Yen needs to integrate economic, industrial, urban, commercial, and service spaces into a unified whole. Organizing development space with connectivity will enable areas to support one another, limit fragmented development, and enhance the efficiency of land and infrastructure use.
Along with provincial planning, the orientation to develop Hung Yen into a modern industrial province, aiming to become a centrally governed city by 2050, sets higher requirements for the quality of growth, the infrastructure structure, and governance capacity. This is not merely a goal of expanding economic scale but also requires a synchronized transformation in urban space organization, industrial development, services, and the quality of the investment environment.
To realize this orientation, Hung Yen is promoting the implementation of major policies on science, technology, innovation, international integration, institutional building, and private economic development. The implementation of Resolutions 57, 59, 66, and 68 is situated within the broader task of laying the foundation for a new development phase, with a focus on science and technology, digital transformation, and the private economic sector.
Notably, the province has submitted a proposal for a free economic zone, thereby continuing to research new development models and spaces. Along with planning adjustments, these orientations demonstrate the locality's efforts to expand resource mobilization methods, create more space to attract investment, and enhance competitiveness.
Transportation infrastructure is also a significant factor in expanding development space. Among these, the North-South development axis is a notable project that has been submitted to the Provincial People's Council for investment approval, with a total investment of over 20,000 billion VND. This is the first project in the province with capital exceeding this threshold.
The implementation of large-scale infrastructure projects is expected to create additional connectivity between areas, support the circulation of goods, and improve access to production and business spaces. For a locality reorganizing development space post-merger, transportation infrastructure plays a crucial role in strengthening intra-provincial linkages while expanding connections with localities in the region.
It can be seen that planning and infrastructure are being identified by Hung Yen as crucial foundations to transform spatial advantages into substantial development capacity. When planning orientations are concretized through projects, resources, and appropriate implementation mechanisms, the potential in industry, commerce, services, and investment will have more conditions to be realized.

Maintaining growth momentum, expanding development space
The movements in planning, infrastructure investment, and the expansion of production space are reflected in Hung Yen's economic development results. In the first 10 months of 2026, the provincial economy continued to grow across many sectors, with industry, commerce, and import-export activities recording double-digit increases.
Industry continues to be a prominent growth driver. The industrial production index (IIP) increased by 15% compared to the same period. Notably, over 10 months, the province established 4 new industrial parks and 4 industrial clusters, continuing to supplement land funds and production infrastructure. This is an important expansion of resources to meet the needs of investment, production, and business, and to create additional conditions for attracting projects in the future.
In October 2026 alone, the Specter Hung Yen 2 Factory in the Song Tra Industrial Park was inaugurated, adding production capacity to the province's industrial sector. This event continues to demonstrate that investment and production expansion activities in industrial parks are being maintained, thereby strengthening the locality's industrial foundation.
In the trade and service sector, total retail sales of goods and services revenue increased by 17% compared to the same period. Total import-export turnover increased by 30%, with exports up by 18%. These results reflect sustained activity in the goods and services market and trade, while also showing that the local economy's connectivity with domestic and international markets continues to expand.
In agriculture, the province completed the harvest of autumn rice and planted about 34,000 hectares of winter-crop vegetables. Alongside production activities, Hung Yen also issued a plan to organize the first Flower and Ornamental Creature Festival, associated with promoting distinctive products and expanding trade and service activities. This activity helps showcase the locality's potential and products, creating additional space to connect production, promotion, and product consumption.
Another highlight in the 10-month economic picture is the investment attraction results. The entire province attracted 262 new investment projects and 179 project adjustments, with a total capital of over 75,000 billion VND and 2 billion USD. The continued increase in investment capital underscores the attractiveness of the local investment environment and supplements resources for production, business, and economic development activities.
Along with attracting projects, the number of newly established enterprises also increased. In 10 months, the entire province saw 4,339 newly established enterprises, with a total registered capital exceeding 46,000 billion VND. The increase in the number of enterprises and in registered capital shows that the private economic sector continues to see more entities participating in the market, contributing to the expansion of the locality's production and business capacity.
In the context of growing demands for innovation in the growth model, Hung Yen is also emphasizing science, technology, and innovation. In 2026, the province ranked 10th out of 34 provinces and cities in the Local Innovation Index. This result is recognized in the context where the locality continues to promote digital transformation, science and technology, and land database construction.
Promoting the application of science and technology, digital transformation, and data completion are considered important tasks to enhance management efficiency, improve operational quality, and better serve people and businesses. These are also necessary factors for Hung Yen to improve the quality of growth, rather than just focusing on expanding production capacity and attracting investment capital.
Overall, the results of the first 10 months of 2026 show that Hung Yen's economy continues to maintain development momentum across many sectors. Industry plays an important driving role; commerce, services, and import-export grow positively; investment attraction and enterprise development activities continue to expand. Meanwhile, provincial planning, large-scale infrastructure projects, and the supplementation of industrial land funds are creating additional foundations for the next development phase.
Notably, the current results are just a part of Hung Yen's development potential. The post-merger space, long-term planning until 2050, the orientation toward developing modern industry, the study of a free economic zone model, and investment in key infrastructure projects are opening up many opportunities for the locality to exploit. Along with that, the increase in investment capital and the number of enterprises provide additional resources to promote production and business.
The challenge is how to transform advantages in location, space, and resources into sustainable competitive capacity; ensure that planning is implemented synchronously, that infrastructure takes a step ahead, and that investment resources are used effectively. These will be decisive factors in maintaining growth speed and improving the province's development quality.
With the economic foundation strengthened, along with long-term planning and infrastructure investment orientations, Hung Yen has ample room to continue exploiting its potential, develop new growth drivers, and enhance its position in the Northern Key Economic Region. The process of expanding development space is thus not only a change in geographical scale but, more importantly, an opportunity to reorganize resources, connect advantages, and lay the foundation for a new development phase.
