Challenges and solutions for development rights
In the context of strong globalization and digital transformation, human development rights have become an urgent requirement for every nation and people. This is not only a demand for development and human civilization but also an affirmation of the respect and appreciation for humans. Only when humans are prioritized and given opportunities to develop can communities and societies truly become territories for humans, by humans, while affirming the aspiration to reach the civilization of humanity.
Our Party and State have repeatedly affirmed that, apart from the people's interests, the Party has no other goals. This reflects the good and superior nature of the regime, always emphasizing human development rights.
Currently, human development rights face two major challenges from both beneficiaries and those facilitating development. At the national level, some public sector officials have not fully understood civil and human rights, leading to limitations in implementing development rights. This results in significant restrictions for citizens in accessing and exercising development rights. Therefore, administrative reform, public service ethics education, and the application of information technology in government work are necessary.
In reality, beneficiaries, especially in remote areas, have not fully utilized the opportunities provided by the State. Awareness and methods of exploiting development rights are limited, requiring stronger support from state policies.

Education is the most crucial factor for individuals to access common resources and utilize development rights. When educated and trained, individuals will recognize their opportunities within state and societal policies, thus maturing and awakening. Good education policies will provide the State with a quality workforce, serving citizens and the country with practical and progressive agendas. Education creates new, advanced individuals in the current volatile context.
Therefore, it is necessary to prioritize policies in this field. If education policies are well-implemented, the State apparatus will have many quality personnel, serving their citizens and country with practical and progressive agendas and policies.
Thus, media and communication need to disseminate and expand the space for development rights suitable to the capacity and awareness of society. With guided communication and well-organized state efforts, citizens will confidently express their abilities, innovate, and find solutions for personal development. This is the path for society to have a nurturing ground for ideas, entrepreneurship, and enthusiasm.

The key lies in education and communication
Japan is a prime example with its policy of encouraging lifelong learning and high discipline. Human capacity stems from education, helping individuals understand themselves and their nation, thereby enhancing development rights.
Education will help individuals fully utilize and dedicate themselves, discovering their talents and maintaining discipline and strong will in their careers. Many parents invest in their children's education but still think in terms of “recouping investment”, a short-term mindset that permeates all aspects of social life. Investing in education is a long-term investment, educating children to become capable and sustainable individuals. This requires perseverance and patience to achieve outstanding results, maximizing superiority and sustainable capacity.
Knowledge and information are abundant across all technological platforms, and current state policies cover all subjects, ensuring no group, region, or area is disadvantaged or forgotten. Therefore, in the coming time, we need to prioritize policies on healthcare, education, and culture.
These are areas closely related to life and directly affecting the health, knowledge, and actions of the people. Focusing on culture will shape habits, courage, and the confidence and elegance of future citizens. Focusing on education equips people with tools, “weapons”, and the means to rise with confidence. Focusing on healthcare and medical care for the people prepares a robust, healthy workforce capable of adapting and proactively responding to the times' fluctuations.
Thus, investing in education is a long-term investment, and Vietnam is committed to leaving no one behind in achieving Sustainable Development Goals. In reality, this goal is the dream and aspiration of every citizen in any nation or ethnicity. Vietnam is in the process of economic transformation, shifting from extensive to intensive development, applying science and technology and high-quality human resources in this process. The goal is to ensure future generations are increasingly prosperous, comprehensively developed, with everyone having full access to resources.
To achieve this, all state policies must maximize the benefits for the people, minimizing harm to any vulnerable or minority groups in the community. I recommend harmonizing policies as a crucial solution for people to see their place in the country's development process.
Our Party is making great efforts in leading economic development while continuously seeking solutions to ensure fairness and social welfare. Observing some countries, the hidden corners in even developed nations with wealth disparities and human rights being undermined by materialism highlight the humanity and superiority of our regime.
As I mentioned, we have and are enjoying many human development rights, civil rights, and political rights such as the right to run for office, freedom of religious belief, speech, and press... All these contribute to enriching the development space of each individual in modern society...
