Deputy Foreign Minister Cuong emphasized that the Party Committee of the Ministry of Foreign Affairs fully supports the documents presented by the Party Central Committee at the Congress. “It can be said that these documents are the crystallization of the wisdom and dedication of our entire Party, people, and military,” he affirmed.
On behalf of the Party Committee of the Ministry of Foreign Affairs, he presented a speech with the theme: “Proactively and actively implementing the essential and regular task of promoting foreign relations and international integration to serve the strategic goals of the country”.
He affirmed that under the leadership of the Party, foreign affairs and international integration have always played an important role and made significant contributions.
In the struggle for national liberation and reunification, foreign affairs closely coordinated with political and military struggles, forming a strategy of both fighting and negotiating, contributing to historic victories such as the Geneva Agreement in 1954 and the Paris Agreement in 1973, which opened decisive turning points for the reunification of the country.
Entering the period of renovation, foreign affairs pioneered breaking isolation, promoting deep international integration, effectively leveraging external resources for development, and enhancing Vietnam's position and prestige on the international stage.
Notably, according to Deputy Foreign Minister Cuong, during the 13th Party Congress term, despite complex and unpredictable global developments, foreign relations and international integration achieved significant results: Peaceful and stable environment, independence, sovereignty, unity, and territorial integrity were maintained; the foreign relations landscape became increasingly open, balanced, and harmonious; foreign affairs for development were strengthened; and Vietnam's international role, position, and prestige continued to rise. This is a collective achievement of the entire political system under the Party's leadership, with positive and effective contributions from various committees, ministries, sectors, localities, and the business community.
Our Party has always identified foreign affairs as an integral part with an important role in the overall revolutionary strategy; both contributing to the early and distant defense of the Fatherland and serving as a driving force for development, enhancing the country's position.
“During his lifetime, President Ho Chi Minh, our brilliant leader and also the first Minister of Foreign Affairs, early on pointed out the organic relationship between Vietnam and the world. He said: 'Our country is a part of the world, everything in the world is related to our country, and everything in our country is related to the world.' This idea laid the foundation for our Party's open foreign policy and international integration,” Deputy Foreign Minister Cuong expressed.
Through various congresses, our Party has continuously renewed its thinking and perfected its foreign policy. During the renovation period, we gradually shifted from “wanting to be friends” to “ready to be friends”, then to “being friends, reliable partners, and responsible members of the international community”. From international economic integration to proactive and comprehensive international integration; from participation to active contribution, then to enhancing the core leading role in multilateral mechanisms.
Based on this, the 14th Party Congress Document emphasizes the need for strategic self-reliance and resilience, considering it a foundation for deep integration without dependency; clearly defining the development of foreign affairs in the new era commensurate with the historical, cultural stature and position of the country.

Notably, the Document affirms that along with national defense and security, promoting foreign relations and international integration is essential and regular. It is considered a strategic pillar in the cause of building and defending the Fatherland.
The Deputy Foreign Minister affirmed that identifying foreign relations and international integration as essential and regular stems from the objective requirements in the face of profound, complex, and unpredictable international environmental changes. This is also an important development in thinking, whereby foreign relations and international integration become a crucial method, a continuous regular task in building and safeguarding the Fatherland. It is a common cause of the entire political system, requiring proactive participation, close and synchronized coordination of all levels, sectors, and localities.
In this spirit, according to Deputy Foreign Minister Cuong, the Party Committee of the Ministry of Foreign Affairs has identified several key tasks for the coming period:
First, deeply grasp and effectively implement the foreign policy of the 14th Party Congress, executing a comprehensive foreign policy strategy at a new height in the era of prosperous and powerful national development.
Second, firmly grasp the situation, closely coordinate with relevant forces, especially the People's Army and the People's Public Security, proactively advising to avoid being caught off guard, contributing to maintaining a peaceful and stable environment, resolutely and persistently defending independence, sovereignty, unity, and territorial integrity, and maintaining political stability and national security.
Third, effectively implement the pillars of Party diplomacy, State diplomacy, and People-to-people diplomacy; closely coordinate with parliamentary diplomacy, defense diplomacy, public security diplomacy, and local diplomacy.
Fourth, place foreign affairs for development at the center; promote economic, cultural, scientific, and technological diplomacy, and innovation; use service effectiveness for the people and businesses as a measure.
Fifth, build a comprehensive, modern, and professional diplomacy; accelerate digital transformation; focus on building a foreign affairs team with morality, strength, and talent; uphold the spirit of serving the Fatherland and the people.”
Deputy Foreign Minister Nguyen Manh Cuong affirmed that under the glorious flag of the Party, under the leadership of the Party Central Committee, the Politburo, the Secretariat, the management of the State, and the coordination and active participation of all levels and sectors, the entire cadre and Party members of the Foreign Affairs sector have deep confidence that foreign relations and international integration work will continue to achieve even greater successes, contributing to building a rich, prosperous, civilized, and happy nation in the new era.
