This morning (November 10), in Hanoi, the Ministry of Foreign Affairs solemnly organized the Patriotic Emulation Congress for the 2025-2030 period. The Congress aims to summarize the patriotic emulation movement of the Ministry of Foreign Affairs over the past five years and set out directions, tasks, and emulation goals for the 2025-2030 period. Attending the Congress were also Party and State leaders, leaders of central committees, ministries, and sectors, along with delegates and exemplary representatives of the Foreign Affairs sector.

Prime Minister Pham Minh Chinh has ordered the diplomatic sector to continue its pioneering role and strongly renew its mindset and approaches in external affairs across all areas, proactively and actively deepen relations with neighbouring countries, major powers, other Southeast Asian nations, key partners, traditional friends, and potential partners to enhance trust and ensure long-term sustainability.
Addressing a patriotic emulation congress of the Ministry of Foreign Affairs for the 2025–2030 period, on November 10, the PM, who is also Chairman of the Central Council for Emulation and Commendation, asked the diplomatic sector to make full use of established partnerships and improve Vietnam’s role and contributions to international politics, global economy, and human civilisation.
He applauded the diplomatic sector’s efforts and achievements in recent years, particularly in initiating and effectively implementing emulation movements. He congratulated exemplary collectives and individuals honoured at the Congress, stressing that they help promote the image of Vietnamese loyal, resilient, disciplined, committed, knowledgeable, and creative diplomats.
Outlining the country’s future development goals, the PM noted that the evolving global context places new demands on the vision, mission, and duties of foreign affairs. He emphasised that emulation efforts should serve political objectives, enhance productivity and effectiveness, and avoid mere formalities. Diplomacy, he stressed, should operate on the principles that international solidarity brings strength, cooperation brings benefits, and diplomacy builds trust; while the diplomatic corps must show their mettle, confidence and innovation.
He underlined the need to improve the effectiveness of economic, science and technology, and cultural diplomacy, information for foreign service, as well as consular and overseas Vietnamese affairs, and citizen protection, in order to attract high-quality investment, promote technology transfer, and expand import–export markets, towards contributing to realising the country’s three strategic breakthroughs and effectively implementing the Politburo’s strategic resolutions.
He requested the Ministry to comprehensively and synchronously implement external activities across the three pillars of Party, State, and people-to-people diplomacy; proactively coordinate with central and local agencies involved in foreign affairs to ensure unified and effective management across all fields; and develop a pool of diplomats with firm political resolve and high professional competence, capable of meeting task requirements and matching international standards, truly serving as pioneers on the Party’s and State’s diplomatic front.
Amid a complex and turbulent world, the patriotic emulation spirit in the diplomatic sector must be more vigorously promoted than ever, he said, demanding every diplomat to be a “pioneer soldier” and an “inspirer” representing a resilient, humane, and modern Vietnam committed to peace, cooperation, and sustainable development, he said.
The Govenrment leader urged officials and staff of the ministry to do better in regular duties according to assigned functions, providing strategic advice and timely policy responses amid a rapidly changing and complex global environment; in strengthening its role as a connector, boosting bilateral diplomacy to link domestic and international spheres, including economic, cultural, digital and technological, and people-to-people connections; and in fulfilling Vietnam’s international mission; elevating the country’s multilateral diplomacy towards enhancing the country’s role and position in actively participating in shaping and reforming global governance, especially in regional and international multilateral forums.
He called on the diplomatic sector to pursue the three emulations in innovating mindset and action; in fostering partnerships, trust, and friendship with international friends; and in promoting national science and technology, innovation, and digital transformation.
Prime Minister Chinh showed his belief that building on its 80-year proud tradition, the diplomatic sector will continue to play a pioneering role, fostering unity and creativity, achieving even greater accomplishments, contributing to the nation’s efforts to firmly enter into a new era of prosperity, civilisation, and happiness./.
Strengthening a stable and peaceful environment
In his opening remarks, Member of the Party Central Committee's Secretariat and Minister of Foreign Affairs Le Hoai Trung emphasized that 77 years ago, in his call for patriotic emulation, President Ho Chi Minh advised: “Emulation is patriotism; to love the country is to emulate; those who emulate are the most patriotic.” Responding to this sacred call, the Foreign Affairs sector has consistently strived for excellence, training, and steadfast dedication in foreign affairs, making significant contributions to national liberation, unification, renewal, development, and the protection of the socialist homeland.
During the 2020-2025 period, the world experienced major, profound, and complex changes, presenting both new opportunities and significant challenges for the country and foreign affairs. Under the guidance of the Party's XIII Congress foreign policy and strategic foreign decisions by the Politburo, the Secretariat, key Party and State leaders, the Ministry of Foreign Affairs, the Party Central Committee's Commission for External Relations, the National Assembly's Foreign Affairs Committee (now the National Defense, Security, and Foreign Affairs Committee), and foreign affairs units of the Ministry of National Defense, Ministry of Public Security, ministries, and localities closely coordinated with relevant agencies to implement comprehensive, creative, and effective foreign affairs work across the three pillars of Party diplomacy, State diplomacy, and people-to-people diplomacy, achieving many outstanding results and making foreign affairs a bright spot in the country's overall achievements.

These achievements have strengthened a stable and peaceful environment, creating fundamental changes in ensuring an open and favorable foreign policy landscape for socio-economic development, protecting independence, sovereignty, territorial integrity, and enhancing the country's international prestige and position. Foreign affairs have increasingly been elevated, playing a pioneering role, fostering greater consensus, and achieving new developments in various fields of diplomacy.
Simultaneously, the construction and development of the Foreign Affairs sector continue to be promoted to meet mission requirements, focusing on strengthening Party building, developing a comprehensive, modern, and professional diplomatic staff, and preserving and promoting the unique identity of Vietnamese diplomacy. The Ministry of Foreign Affairs has successfully implemented the "streamlining apparatus revolution," effectively receiving and implementing the functions and tasks of the Party Central Committee's Commission for External re and part of the functions and tasks of the National Assembly's Foreign Affairs Committee, thereby enhancing comprehensive strength and unity in advising and implementing the Party and State's foreign policy.
According to the Minister, the significant achievements of the Foreign Affairs sector are also the culmination of the efforts, emulation, striving, and dedication of the Ministry of Foreign Affairs' officials, Party members, civil servants, and employees, as well as those of the former Central Foreign Affairs Committee. Actively responding to the Party and State's emulation movements during the 2020-2025 period, the Ministry of Foreign Affairs has launched and effectively organized patriotic emulation movements within the sector, creating a vibrant emulation atmosphere, inspiring the aspiration to contribute and pride in the glorious tradition of Vietnamese diplomacy.
Through patriotic emulation movements, many exemplary models have emerged, representing the spirit of overcoming difficulties, daring to think, daring to act, and determined to innovate creatively in performing assigned tasks. Many collectives and individuals have received commendations from the State and Government, serving as exemplary models for officials, civil servants, and employees throughout the sector to learn from and follow.
Regarding the overall implementation of foreign affairs, the emulation work of the Foreign Affairs sector for the 2025-2030 period will take place in a context with many new points. The entire Party, people, army, and political system are decisively and comprehensively implementing strategic breakthrough decisions to lead the country into a new era of prosperity, civilization, and national strength.

The Minister believes that in the face of unpredictable international changes and challenges, the draft document of the XIV Congress of the Party, reviewed by the Central Committee and the Politburo, has identified "promoting foreign affairs and international integration as a key, regular task," reflecting the Party's new expectations and thinking about the position and role of foreign affairs in the nation's new era. The Central Committee, the Politburo, and the Secretariat have also set important standards and criteria for evaluating officials in the new period, with higher and more specific requirements.
"Faced with the heavy but very glorious tasks of the Foreign Affairs sector, each unit and each official is urged to internalize President Ho Chi Minh's call, taking patriotism as the root of emulation and applying that spirit to every task and work. The implementation of the patriotic emulation movement in the upcoming period must contribute to creating motivation and inspiration for the entire sector to join the nation in entering a new era, as directed by the Prime Minister," emphasized Minister of Foreign Affairs Le Hoai Trung.
For the Foreign Affairs sector to meet these requirements, it is necessary to strive for excellence, maximizing the qualities, intelligence, and fighting spirit of collectives, individuals, and the entire sector to contribute to elevating foreign affairs in the new era to match the historical, cultural, and national stature, effectively leveraging external resources and favorable conditions for rapid and sustainable national development, enhancing Vietnam's role and position in global politics, the world economy, and human civilization, and building a comprehensive, modern, and professional Vietnamese diplomacy.
Vietnamese Diplomacy: Courageous, Professional, Modern, Creative, and Effective
Presenting the summary report on emulation and commendation work for the 2020-2025 period, the Congress highlighted the Ministry of Foreign Affairs' active and proactive participation in movements launched by the Prime Minister, notably the special emulation movement "The whole nation unites, joins forces, and unanimously emulates to prevent, combat, and triumph over the pandemic," as well as movements on innovation and streamlining the apparatus.

Simultaneously, the Ministry effectively launched an emulation movement across the sector with the overarching theme for the period being "Vietnamese Diplomacy: Courageous, Professional, Modern, Creative, and Effective for the Cause of Building and Safeguarding the Fatherland." These emulation movements have contributed to successfully fulfilling political tasks, achieving comprehensive accomplishments across the three pillars: Party diplomacy, State diplomacy, and people-to-people diplomacy, with close and effective coordination.
Key areas have achieved impressive results: Bilateral and multilateral diplomacy has been strengthened with numerous important foreign affairs activities, welcoming many high-level delegations, successfully assuming roles at the United Nations Security Council, ASEAN Chairmanship 2020, and the United Nations Human Rights Council; border and territorial affairs have helped protect the homeland from early on; economic diplomacy has supported localities in signing over 600 international agreements and promoting 17 FTAs; cultural diplomacy has successfully campaigned to increase the number of UNESCO-listed heritages to 75; overseas Vietnamese affairs have contributed to ensuring rights and timely support in difficult situations, while mobilizing resources for national construction; sector development has been promoted (streamlining the apparatus, effective and efficient operations, promoting digital transformation)...
Alongside these achievements, the report candidly acknowledges some existing shortcomings, such as limited detection and nurturing of exemplary models, sometimes imbalanced commendation proposals, emulation launches occasionally being formalistic, and work process inconsistencies leading to unfortunate incidents.

On behalf of the Foreign Affairs sector, Foreign Minister Le Hoai Trung sincerely thanked and deeply appreciated the Prime Minister's directive remarks, affirming that these are important orientations for the entire sector in the next five years. At the Congress, on behalf of the Ministry of Foreign Affairs' Emulation and Commendation Council, Minister Trung officially launched the Emulation Movement for the 2025-2030 period with the theme: "Building a Courageous, Disciplined, Modern, Professional Vietnamese Foreign Affairs Sector; promoting the pioneering, crucial, regular role of foreign affairs and international integration for the cause of building and safeguarding the Fatherland".
The Minister urged units and Vietnamese representative agencies abroad to base their emulation launches on the theme, promoting strong, innovative, substantive, and effective movements within their units. In the immediate future, the entire sector will organize a special emulation drive to achieve the highest achievements in welcoming the XIV Congress of the Party; accelerate and break through to successfully complete the goals and tasks of the Party's XIII Congress Resolution.
The Congress honoured and praised exemplary collectives and individuals with outstanding achievements in the patriotic emulation movement for the 2020-2025 period.
