President Luong Cuong receives Credentials from new Ambassadors

WVR - On the morning of March 18, at the Presidential Palace, President Luong Cuong received the Ambassadors Extraordinary and Plenipotentiary of the Kingdom of Cambodia, the Kingdom of Saudi Arabia, and the Commonwealth of Dominica on the occasion of presenting their credentials to take up their duties in Vietnam.

In receiving Jean-Francois Harvey, the first Ambassador Extraordinary and Plenipotentiary of Dominica to Vietnam, President Luong Cuong stated that Vietnam values Dominica's role in the Caribbean and Latin America. He expressed a desire to enhance bilateral cooperation, particularly in the fields of economy, trade, investment, culture, and people-to-people exchanges.

The President suggested that both sides should increase delegation exchanges and interactions between ministries, sectors, and businesses, seeking measures to boost the modest bilateral trade turnover. He also requested Dominica's support in strengthening Vietnam's relations with the Caribbean Community (CARICOM).

The President also emphasized the importance of establishing legal frameworks to facilitate business cooperation and investment between the two countries, while coordinating and supporting each other in international organizations and multilateral forums.

Ambassador Jean-Francois Harvey expressed gratitude for the warm reception from the President and shared his delight at taking up his duties in Vietnam. He noted that Vietnam is the first Southeast Asian country where Dominica has established an embassy, reflecting the importance placed on Vietnam's role and position.

Building on the strong relationship between the two countries, the Ambassador affirmed his commitment to promoting and expanding cooperation with Vietnam across various fields in the coming time.

In welcoming Cambodian Ambassador Touch Pharat, President Luong Cuong congratulated the Ambassador on his new role in Vietnam and expressed confidence that with his diplomatic experience, the Ambassador will make significant contributions to fostering the good neighborly relations, traditional friendship, comprehensive cooperation, and long-term sustainability between the two countries.

Affirming that Vietnam and Cambodia are close neighbors with a tradition of solidarity and attachment, the President highlighted that nearly 60 years since the establishment of diplomatic relations (June 24, 1967), the two countries have always stood side by side, supporting each other in the struggle for national independence and in the current process of building and developing the nation.

The President recalled the state visit to Cambodia by General Secretary To Lam in early February, shortly after the successful 14th National Congress of the Communist Party of Vietnam, and the high-level cooperation mechanisms between Vietnam, Cambodia, and Laos. The visit held deep political significance, affirming Vietnam's consistent policy of prioritizing the development of traditional friendship with Cambodia and strengthening solidarity among the three countries.

The President suggested that during his tenure, the Ambassador should closely coordinate with Vietnamese ministries, sectors, and localities to continue strengthening political trust, promoting high-level delegation exchanges and Party, State channels; enhancing defense-security cooperation, and building a peaceful, stable, cooperative, and developing border.

Both sides need to boost economic connectivity comprehensively and sustainably, considering it a crucial driver of bilateral relations; promote cooperation in trade, investment, infrastructure, finance, and supply chains, aiming to soon achieve a bilateral trade turnover of 20 billion USD.

The President also proposed increasing communication and education about the traditional friendship; promoting cooperation between border localities, people-to-people exchanges, especially among the younger generation; and coordinating to organize activities commemorating the 60th anniversary of Vietnam-Cambodia diplomatic relations in a solemn and practical manner.

Ambassador Touch Pharat thanked President Luong Cuong for the meeting and conveyed greetings from King Norodom Sihamoni and Cambodian leaders to the President and Vietnamese leaders. The Ambassador congratulated Vietnam on successfully organizing the 16th National Assembly and People's Council elections on March 15, and commended Vietnam's development achievements, particularly the stable economic growth of over 8% in 2025, aiming for double-digit growth in the coming years.

Emphasizing the relationship under the motto "good neighbourliness, traditional friendship, comprehensive cooperation, long-term sustainability", the Ambassador affirmed that the state visit to Cambodia by General Secretary To Lam and meetings between the leaders of the three Parties of Vietnam, Cambodia, and Laos are important foundations for continuing to consolidate and develop the relations between the two countries in the future.

The Ambassador expressed deep gratitude for Vietnam's assistance to Cambodia in escaping the genocidal regime in the past as well as in the current process of building and developing the country. He also appreciated Vietnam's support in training human resources, providing scholarships, and facilitating Cambodian students to study in Vietnam. The two countries have always supported and assisted each other in regional and international forums.

In receiving the Ambassador Extraordinary and Plenipotentiary of the Kingdom of Saudi Arabia to Vietnam Thamer Mohammed al-Gosaibi, President Luong Cuong congratulated the Ambassador on his new role and expressed hope that the Ambassador will actively contribute to promoting the multifaceted friendship and cooperation between Vietnam and Saudi Arabia.

The President affirmed that Vietnam highly values Saudi Arabia's role and position in the Middle East as well as in the Arab and Islamic world, and congratulated Saudi Arabia on its developmental achievements in implementing Vision 2030.

Addressing the tensions in the Middle East, the President expressed hope for peace and stability to be restored in the region soon and thanked Saudi Arabia for ensuring the security and safety of Vietnamese citizens and facilitating the evacuation of Vietnamese citizens transiting through the country.

From the foundation of strong bilateral relations and significant cooperation potential, the President suggested that the Ambassador work to promote measures to soon elevate the bilateral relationship to a strategic level; expand defense-security cooperation, particularly in defense industry, cybersecurity, and addressing non-traditional security challenges.

Both sides also need to promote economic cooperation, leveraging the complementary strengths of their economies to serve each country's long-term development strategies; facilitate the access of strong goods to each other's markets, including Vietnam's agricultural and aquatic products.

With a favorable geographical location and developed port and logistics systems, the President proposed that both sides study the establishment of a strategic crude oil reserve for Southeast Asia in Vietnam to store and transship crude oil and petrochemical products for the regional market.

The President affirmed that Vietnam is ready to cooperate with Saudi Arabia and partners to seek peaceful solutions for regional conflicts and hopes to work closely with Saudi Arabia in efforts to rebuild the Gaza Strip.

Ambassador Thamer Mohammed al-Gosaibi expressed gratitude for the warm reception from the President and affirmed that during his tenure, he will strive to promote cooperative relations between the two countries. The Ambassador praised Vietnam's development achievements and noted that there is still much potential for cooperation between the two countries that needs to be effectively tapped.

The Ambassador stated that he will prioritize promoting exchanges of delegations at all levels, especially high-level ones, and act as a bridge to support Vietnamese businesses in expanding their operations in the Saudi Arabian market. Saudi Arabia is also ready to support Vietnam in developing the Halal sector and other suitable areas of cooperation.
