
Hanoi hosts lifelong learning forum, accelerates efforts to join UNESCO’s Global Network of Learning Cities

On April 26, 2025, at Phan Huy Chu High School – Dong Da, the Hanoi Department of Education and Training officially launched the Lifelong Learning and Building a Learning Society Forum, themed “Lifelong Learning to Become Useful Citizens”.

The forum embodies the commitment of the capital's leadership and people to promote lifelong learning, in alignment with General Secretary To Lam’s directive: “Lifelong learning to dare to think, dare to speak, dare to act, dare to take responsibility, and dare to sacrifice for the greater good.” The event also marks a concrete step towards Hanoi’s goal of joining the UNESCO Global Network of Learning Cities.
A strong commitment towards becoming a Global Learning City
Speaking at the forum, Mr. Tran The Cuong, Director General of the Hanoi Department of Education and Training, emphasized that lifelong learning must not remain a slogan but must become a way of life for every citizen. He reaffirmed Hanoi’s determination to embed lifelong learning as a core cultural value, with every organization, community, and individual playing an active role. The Department, he noted, will continue to spearhead initiatives that expand access to quality education for all citizens, ensuring that learning opportunities are practical, inclusive, and sustainable.

Mr. Jonathan Wallace Baker, UNESCO Representative in Vietnam, commended Hanoi’s efforts to integrate lifelong learning into its broader development strategies. He reaffirmed UNESCO’s support for Hanoi in its journey towards achieving global recognition.

Ms. Vu Thu Ha, Vice Chairwoman of the Hanoi People’s Committee, stressed the city’s resolve to complete its application for UNESCO’s Global Network of Learning Cities in 2025. She highlighted the forum as a strategic initiative aligned with Plan No. 11/KH-UBND, aiming to build Hanoi into a comprehensive learning city where no one is left behind.

Inspirational stories that embody the spirit of lifelong learning
One of the most moving highlights of the Forum was the dialogue session with inspirational individuals — exemplary figures who embody the spirit of lifelong learning across diverse life journeys.
Among them was Teacher Pham Thi Huyen, who has dedicated nearly 30 years to running free literacy classes for underprivileged children; Mr. Pham Quoc Viet, founder of the FAS Angel first-aid team, who continues his studies in 10th grade with the hope of acquiring more knowledge to better serve the community; and Mr. Pham Quang Giang, President of the Ninh Binh Blind Association, who made the courageous decision to return to education after nearly two decades, setting an example for his children and inspiring others facing similar challenges.

Beyond the heartfelt stories shared by these individuals, the Forum also featured a powerful artistic performance by teachers and students from Phan Huy Chu High School. Through a dramatized presentation of the novel "The Secret of the Water" by author Bao Ninh, the students transported the audience back to the poignant and proud memories of Vietnam's wartime and natural disasters.The story profoundly illustrated the value of life, the power of compassion, and the enduring resilience of the Vietnamese spirit — reaffirming the vital role of learning in preserving history, nurturing humanity, and inspiring the strength to overcome adversity.

A strong commitment towards a learning city future
Hanoi is making vigorous and strategic efforts to officially join UNESCO’s Global Network of Learning Cities — a network gathering cities worldwide that are committed to fostering learning opportunities for all citizens across all age groups and social sectors.To realize this vision, Hanoi is not only investing in infrastructure, policy, and technology but is especially focused on awakening a genuine spirit of lifelong learning among individuals and communities.
The Lifelong Learning and Building a Learning Society Forum stands as a vivid testament to this determination. When city leaders and education officials demonstrate strong commitments; when simple but powerful stories of perseverance in learning are shared; when books and knowledge are celebrated; and when lifelong learning pledges are signed under the “Tree of Knowledge” — it paints a picture of collective consensus and determination from all sectors of Hanoi’s political system and its citizens.
With clear political commitment, a sound strategic roadmap, and thorough preparations, Hanoi is moving steadily towards becoming a member of UNESCO’s Global Network of Learning Cities — an important step toward realizing General Secretary To Lam’s vision of building a humane, liberating, and cohesive learning society, where every citizen is empowered and inspired to pursue lifelong learning, holistic development, and active contributions to the prosperity of the nation.
