Government meeting on strengthening diplomacy work in the era of national rise

WVR - On the afternoon of May 13, Prime Minister Pham Minh Chinh chaired a meeting of the Government’s Standing Committee to draft a Government Resolution on the action plan for building and developing the diplomatic sector through 2030, with a vision to 2045.

Also in attendance were the Deputy Prime Ministers and leaders of ministries, sectors, and concerned agencies.

At the meeting, delegates listened to a report from the Ministry of Foreign Affairs and discussed the contents of the draft action plan for building and developing the diplomatic sector. Key areas of focus included organizational structure, human resources, infrastructure, and Vietnam’s diplomatic identity.

Prime Minister Pham Minh Chinh commended the Ministry of Foreign Affairs for taking the lead and closely coordinating with relevant agencies to develop the draft action plan.

The Prime Minister emphasized that the plan must concretize all Party policies and guidelines outlined in resolutions, conclusions, directives, and instructions from the Party Central Committee, the Politburo, the Secretariat, and the General Secretary—most notably, Resolution 59 of the Politburo on international integration in the new context. The plan must be practical, action-oriented, bold, specific, and feasible.

The Prime Minister also stressed the importance of elevating the role of foreign affairs in the era of national rise, recognizing diplomacy as a regular and critical task. The goal is to build a modern, professional, comprehensive, and effective diplomatic sector that operates effectively in both bilateral and multilateral arenas.

In addition, the Prime Minister underscored the need to embrace innovation in diplomatic activities, always serving the interests of the nation and the people. The diplomatic sector must contribute to safeguarding national independence, sovereignty, unity, and territorial integrity, while promoting development, domestic stability, and ultimately, the prosperity and happiness of the people.

Commenting on specific aspects of the plan, the Prime Minister stressed the need to uphold the principle of building a streamlined, compact, strong, effective, and efficient organizational structure. He called for the continued development of Vietnam’s network of representative missions abroad, in a manner commensurate with the country’s position and growing stature.

He also emphasized the importance of modernizing and digitizing operations and infrastructure, as well as building a professional diplomatic corps. This includes improving the qualifications of personnel in terms of political acumen, professional expertise, foreign language proficiency, dedication to the profession, and community engagement. The Prime Minister underscored the need for a concrete plan to invest in and efficiently utilize resources for infrastructure, along with the prompt review and improvement of institutional frameworks.

Regarding the operations of Vietnamese representative missions overseas, the Prime Minister highlighted the importance of decentralization and delegation of authority, accompanied by appropriate resource allocation. He called for strengthened inspection and oversight mechanisms, reduction of unnecessary administrative procedures and overlapping functions, and increased authority and accountability for the Minister of Foreign Affairs and Ambassadors, in the spirit of centralized and unified management, while enhancing coordination among relevant stakeholders.

The Prime Minister also emphasized the ongoing need to develop and promote Vietnam’s distinct diplomatic identity. He urged efforts to internationalize Vietnamese cultural values while embracing and nationalizing the essence of global cultural achievements.

On this occasion, he instructed relevant agencies to make thorough preparations for the implementation of Politburo Resolution 59 on international integration in the new situation.
