Associate Professor Dr. Hoang Huu Hanh, Deputy Director General of the Department of International Cooperation, Ministry of Science and Technology, and Mr. Nguyen Hoang Giang, Assistant to the Director General of the Department of Foreign Policy, Ministry of Foreign Affairs, served as keynote speakers.

The People to People’s External Relations Information Conference has been regularly organized by the Party Central Committee's Commission for External Relations since 2017. Currently, the Ministry of Foreign Affairs has assumed the functions and responsibilities of this Commission and continues to implement this mechanism to provide updated information on global and regional developments, as well as the Party and State’s policies related to foreign affairs in general, and people-to-people diplomacy in particular.

In his opening remarks, Deputy Foreign Minister Ngo Le Van outlined the current global and regional situation, which is witnessing rapid, complex changes and emerging dynamics that are directly affecting the security and development environment of countries.

According to the Deputy Foreign Minister, the domestic context is also posing many new issues and higher demands and tasks for the entire political system, including mass organizations and people's organizations. Ministries, sectors, and localities across the country are actively implementing the "Four Pillars" — four important Resolutions of the Politburo: Resolution 57 on breakthroughs in science and technology development, innovation, and national digital transformation; Resolution 59 on international integration; Resolution 56 on reforming the building and enforcement of laws; and Resolution 68 on developing the private economic sector.

Of particular relevance to foreign affairs, Resolution 59 is expected to elevate international integration through groundbreaking perspectives, positioning it as a crucial driver for the country’s entry into a new era. Alongside defense and security, foreign affairs and international integration are now defined as core, regular tasks requiring proactive, decisive, and innovative participation from the entire political system, as well as from every citizen, business, sector, and field.

Resolution 57 also emphasizes that businesses and citizens are the central actors, resources, and driving forces in the development of science, technology, innovation, and digital transformation, and it calls for greater awareness and breakthroughs in mindset reform.

Deputy Foreign Minister Ngo Le Van stressed that, in the new context, especially in light of new tasks and requirements, those involved in people-to-people diplomacy must adopt new ways of thinking and working, with specific, flexible, creative, and pioneering measures to help open up new opportunities and development spaces for the country.

He called on delegates to reflect and discuss several key topics. First, there is a need to reform thinking and gain a comprehensive understanding of the role and position of people-to-people diplomacy in the current context, along with the requirements and tasks facing mass organizations and people's associations in international integration, science and technology development, innovation, and national digital transformation. Based on that, organizations must concretize the core contents of Resolutions 57 and 59 into their regular programs and operational plans.

Second, it is important to continue promoting the motto of “proactivity, flexibility, creativity, and efficiency” in people-to-people diplomacy, to innovate approaches, and to launch diverse initiatives and activities aimed at expanding external relations, enhancing development cooperation, and fostering international integration, especially in areas such as the economy, trade, science and technology, and digital transformation.

In addition to nurturing bonds of friendship and solidarity between the Vietnamese people and those of other countries, attention must be given to strengthening connections and expanding relations with potential partners in developed nations — especially those with strong capabilities in economics and science and technology, particularly new technologies. It is essential to grasp new global development trends and actively mobilize external financial and technical resources — especially knowledge and development experiences from partners — to enhance professional capacity and international integration capabilities in various fields.

Third, the Deputy Foreign Minister emphasized the need to strengthen networks for connection, information sharing, experience exchange, and coordination among mass organizations and people’s associations to effectively leverage resources, create collective strength, and ensure a more meaningful contribution from the people-to-people diplomacy channel to the country’s socio-economic development tasks.

Deputy Foreign Minister Ngo Le Van reaffirmed that the Ministry of Foreign Affairs is always ready to support, accompany, and facilitate the external activities of mass organizations and people’s associations in service of national development. The Ministry also welcomes proposals from these organizations and will continue working with relevant agencies to support the capacity building of people’s associations in implementing international integration and foreign affairs.

At the conference, Mr. Nguyen Hoang Giang provided an update on the global and regional situation, the Party and State's foreign affairs work during the first half of 2025, the current direction for international integration, and some recommendations for people-to-people diplomacy in the near future.

Assoc. Prof. Dr. Hoang Huu Hanh discussed the breakthrough policy on the development of science, technology, innovation, and digital transformation, aimed at ushering the country into a new era of development, and offered suggestions for the future direction of people-to-people diplomacy.

After listening to the speakers’ presentations, the delegates engaged in active discussions, sharing diverse and practical perspectives from their respective organizations, as well as specific measures to improve the effectiveness of people-to-people diplomacy and contribute more meaningfully to the country’s overarching development goals.
