Could you please share your insights on the preparations for the 14th Party Congress?

The preparations for the 14th Party Congress have been carried out early and methodically, reflecting deep inheritance and a spirit of innovation in the new context. From my observations, I have three key insights:

Firstly, systematic preparation and long-term vision. From the outset, the Subcommittees have worked in unison, closely combining practical summaries and theoretical research. Notably, the preparation is not confined to the 13th Party Congress term but is set within the 40-year Renovation flow, allowing for a profound understanding of the country's opportunities and challenges in the upcoming phase.

Secondly, promoting democracy and collective intelligence. The Party has maximized consultation on draft documents, reaching out to former leaders, intellectuals, and the Vietnamese community both domestically and abroad. The openness to diverse critical opinions on new and challenging issues has fostered high social consensus right from the policy planning stage.

Thirdly, rigorous personnel work with a focus on substance. Identified as the "key of the key", strategic-level cadre planning is conducted meticulously, balancing ethical standards and execution capabilities. A highlight is the priority given to building a team with innovative thinking, capable of adapting to complex geopolitical and global economic changes.

In summary, the preparations are being implemented scientifically and on schedule. Thoroughness in both content and personnel is the crucial foundation for the 14th Congress to make sound decisions, guiding the country into a new development phase.

What are the new points in this Party Congress term, sir?

The 14th Congress takes place amidst unpredictable global changes, necessitating appropriate transformations. From my perspective, the new points in this term are evident through changes in development thinking and approach:

Firstly, establishing new momentum from science, technology, and innovation. Science and technology are seen as decisive factors to help the country escape the middle-income trap. The new focus is on digital transformation and green transition as two new development pillars to optimize resources and enhance competitiveness in the global value chain.

Secondly, a breakthrough in development institutional thinking, focusing on removing systemic barriers to unleash internal resources from the private and public economic sectors, while building a flexible system that adapts well to new economic models.

Thirdly, a comprehensive approach to people and culture. The new point is the concretization of the concept of "people's happiness" into criteria for evaluating governance effectiveness, linking economic development with social equity and genuine environmental protection.

Fourthly, renewing leadership and national governance methods, streamlining the apparatus, and promoting decentralization and delegation alongside power control. Notably, the policy of encouraging and protecting dynamic officials who dare to take responsibility has become a crucial foundation for creating an environment for breakthroughs in the public administration system.

How do you evaluate Vietnam's development goals in the new era under the leadership of the Communist Party of Vietnam?

From a professional perspective, I assess the development goals for the upcoming period as strategically significant, with a fierce aspiration and a very solid practical foundation. This reflects the resilient will of a nation standing at the threshold of a breakthrough. The belief in this success is based on three core aspects:

Firstly, the compatibility between goals and national capacity. After 40 years of Renovation, Vietnam has accumulated significant internal resources in terms of economic scale and human resources. Current governance thinking has caught up with the trend by taking science, technology, and innovation as the main drivers.

The shift to a digital and green economy not only ensures rapid growth but also sustainability, helping the country overcome the middle-income trap.

Next is the strength from political stability and social consensus. In a world still fraught with instability, political stability under the Party's leadership is a decisive factor in maintaining consistency in long-term policies, creating trust for international investors.

When the Party's goals align with the people's aspirations, when the “Party's will” meets the “people's heart”, we will have an endless intrinsic strength to realize the aspiration for prosperity.

Finally, the international position creates a favorable development space. Vietnam currently holds a very high international standing. Upgrading relations to Comprehensive Strategic Partnerships with many countries, including all five permanent members of the United Nations Security Council, not only has diplomatic significance but also opens up resources in capital and technology.

Proactive integration helps us maximize external resources to serve internal development, making Vietnam a bridge connecting economic regions.

I believe that under the Party's leadership, Vietnam is entering a powerful development era based on cultural identity, human intellect, and the aspiration for peace.

The goals for 2030 or 2045, while challenging, are entirely feasible with a scientific roadmap and the unity of the entire nation, providing a solid basis for Vietnam to become a developed country in the near future.
