Deputy FM Le Anh Tuan: Continued legal consultations deepen Vietnam-Japan relations

WVR - On the morning of July 15, at the headquarters of the Ministry of Foreign Affairs, Deputy Minister of Foreign Affairs Le Anh Tuan received a working delegation from the Ministry of Foreign Affairs of Japan, led by Legal Advisor and Director-General of the International Legal Affairs Bureau Nakamura Kazuhiko, on the occasion of his participation at the Consultation between the two Ministries of Foreign Affairs on international legal issues.

During the meeting, Deputy Minister Le Anh Tuan expressed his delight at the strong and substantive development of Vietnam-Japan relations, especially after the two countries upgraded their relationship to a Comprehensive Strategic Partnership for peace and prosperity in Asia and the world on the occasion of the 50th anniversary of diplomatic relations in 2023.

Appreciating the periodic consultation mechanism on international law between the two Ministries of Foreign Affairs established in 2014, the Deputy Minister emphasized that this is a useful forum for both sides to exchange on new developments in international law in areas of mutual interest, including cybersecurity, maritime law, climate change, state-investor dispute resolution, as well as ensuring the implementation of international treaties and agreements.

In the context of the Asia-Pacific region being a strong economic growth area while also suffering significant impacts from cybercrime, Deputy Minister Le Anh Tuan highlighted the role and significance of the Hanoi Convention in promoting international cooperation in combating cybercrime.

The Deputy Minister highly valued Japan's experience in criminal justice and cybercrime prevention, urging Japan to soon sign and ratify the Hanoi Convention on combating cybercrime and support the initiative to establish a regional center for cybercrime prevention in the Asia-Pacific region in Vietnam.

For his part, Nakamura Kazuhiko, Legal Advisor and Director-General of the International Legal Affairs Bureau, Ministry of Foreign Affairs of Japan, expressed his pleasure to visit Vietnam and affirmed that organizing consultations between the legal departments of the two Ministries of Foreign Affairs contributes to implementing commitments achieved during high-level visits and promoting cooperation in international law.

The representative of the Ministry of Foreign Affairs of Japan congratulated Vietnam's candidate, Assoc. Prof. Dr. Nguyen Thi Lan Anh, on being elected as a Judge of the International Tribunal for the Law of the Sea (ITLOS) for the 2026-2035 term.

Both sides agreed on the necessity of maintaining a bilateral exchange channel on international law between the two Ministries of Foreign Affairs to share, exchange views, and coordinate at multilateral legal forums, contributing to deepening the Comprehensive Strategic Partnership between Vietnam and Japan.

The international law consultation mechanism is a periodic exchange mechanism between the Department of International Law and Treaties, Ministry of Foreign Affairs of Vietnam, and the specialized legal departments of the Ministries of Foreign Affairs of other countries to discuss international legal issues of mutual concern.

To date, the Ministry of Foreign Affairs of Vietnam has established regular consultation channels with many important partners such as Australia, Russia, Japan, and Laos.
