Attendees included: Palestinian Ambassador to Vietnam Saadi Salama, Japanese Ambassador to Vietnam Ito Naoki, President of the Diplomatic Academy of Nguyen Hung Son, Director of the Middle East - Africa Department Nguyen Phuong Tra, Chief Representative of JICA Vietnam Office Kobayashi Yosuke, along with Palestinian officials participating in the course.

In his opening speech, President of the Diplomatic Academy Nguyen Hung Son stated that the course is designed to provide a comprehensive perspective on foreign affairs, economic development, and Vietnam's cultural heritage.
The participants will attend lectures and discussions led by former ambassadors, lecturers, and Vietnamese experts. The content will cover a wide range of topics, from negotiation skills and diplomatic protocol to public diplomacy and international cooperation.
Additionally, the Diplomatic Academy will organize various field trips and visits to Vietnamese government agencies and enterprises, allowing the Palestinian delegation to explore Vietnam's history, culture, and economic development through these practical experiences.
According to the President of the Diplomatic Academy, Vietnam and Palestine share a history of struggle for independence, dignity, and national development. Both peoples understand the value of solidarity and mutual support. Therefore, this program is not just a training course but a bridge of friendship, an opportunity to learn from each other, enhance understanding, and strengthen the relationship between the two nations.

Palestinian Ambassador to Vietnam Saadi Salama emphasized that the Palestinian people always value education as a foundation for preserving identity, enhancing resilience, and shaping the future even in the most challenging circumstances.
According to the Palestinian Ambassador, over more than eight decades, Vietnam's diplomacy has become a model of resilience and determination, showcasing Vietnamese intelligence. The Diplomatic Academy of Vietnam has played a central role in training generations of diplomats, harmonizing patriotism with professionalism, resilience with flexibility, and national interests with international responsibilities.
Ambassador Saadi Salama affirmed: “The achievements of Vietnamese diplomacy over the past 80 years are not only historical successes but also vivid evidence of the power of strategic vision, solidarity, and skillful diplomacy in safeguarding sovereignty while promoting peace and cooperation.”

Japanese Ambassador to Vietnam Ito Naoki stated that Japan initiated the Conference on Cooperation among East Asian Countries for Palestinian Development (CEAPAD) in 2013 as a regional cooperation framework to support Palestine's state-building efforts by mobilizing resources, knowledge, and economic development experience from East Asian countries.
The Japanese Ambassador is confident that the core strength of CEAPAD lies in the capacity of East Asian countries, each with diverse experiences, to leverage their unique advantages to cooperate not only in humanitarian aid but also in every stage of Palestine's reconstruction and development.
“I believe that participating in this course will be a valuable asset for your future careers, as well as for the country's reconstruction and peacekeeping efforts,” said Ambassador Ito Naoki.

Chief Representative of JICA Vietnam Office Kobayashi Yosuke stated that under the guidance of the Japanese Government, JICA is supporting the Palestinian people in education, healthcare, social welfare, agriculture, the private sector, and various other fields through diverse projects.
JICA's mission stems from the belief that comprehensive and dynamic development is the foundation of peace and stability. This principle guides all of JICA's efforts to ensure that no one is left behind and that cooperation brings tangible benefits to all parties involved.
