Speaking about the conference, Deputy Minister of Foreign Affairs Le Thi Thu Hang stated that summarizing over 20 years of implementing Resolution 36-NQ/TW is particularly significant as the country enters a new development phase, with increasing demands for strengthening national unity and effectively mobilizing all resources for national development, including the substantial resources from the Overseas Vietnamese community.
According to the Deputy Minister, under the Party Central Committee's Secretariat's directive, the Ministry of Foreign Affairs is closely coordinating with various committees, ministries, and sectors to summarize the implementation of Resolution 36-NQ/TW from 2004 and directives from the Politburo and the Secretariat on work related to Overseas Vietnamese over the past 20 years. This aims to comprehensively evaluate achievements, identify limitations and causes, and promptly propose suitable policies and strategies for the new phase.
Resolution 36-NQ/TW is the first comprehensive strategic document of the Party regarding work related to Overseas Vietnamese during the period of intensified international integration.
Over more than two decades of implementation, the Resolution has become a "guiding principle" for the Party, State, committees, ministries, sectors, and localities' policies and activities. It affirms the consistent view that Overseas Vietnamese are an inseparable part and a resource of the Vietnamese national community, playing a crucial role in strengthening cooperative and friendly relations between Vietnam and other countries.
Deputy Minister Le Thi Thu Hang emphasized that the process of summarizing Resolution 36 is conducted seriously and methodically, with wide participation from ministries, sectors, localities, and the system of Vietnamese representative agencies abroad.
To date, the State Committee for Overseas Vietnamese has received 60 summary reports, 20 thematic presentations with 180 proposals and recommendations from committees, ministries, sectors, and localities (including key press agencies).
The Committee has also compiled reports and recommendations from 98 Vietnamese representative agencies abroad and organized five seminars and thematic workshops to comprehensively review work related to Overseas Vietnamese, serving as a basis for advising major directions in the coming period.
According to the Deputy Minister, after more than 20 years of implementing Resolution 36, the Overseas Vietnamese community has developed strongly in terms of scale, quality, and level of integration.
From approximately 2.7 million people in nearly 90 countries and territories in 2004, there are now nearly 6.5 million Overseas Vietnamese living in over 130 countries and territories, with about 80% residing in developed countries.
The community's role and position are increasingly affirmed and highly valued in host countries and on international forums. The bond between the Party, State, and people in the country with our compatriots abroad is increasingly strengthened and more substantial.
The conference is expected to consist of two parts: a closed morning session discussing national unity and mobilizing Overseas Vietnamese resources (limited participants, no online connection, no press attendance); and an afternoon plenary session with the participation and directive speech of the Prime Minister, broadcast live to 98 Vietnamese representative agencies abroad.
On the sidelines of the conference, there will be an exhibition space showcasing products from 10 businesses, including 7 overseas Vietnamese businesses and 3 domestic businesses, contributing to spreading cultural and creative values and enhancing connections between overseas Vietnamese and the homeland.
The conference focuses on reviewing and unifying assessments of key contents, including the situation of the Overseas Vietnamese community in terms of scale, distribution, development trends, and notable contributions; results of implementing Resolution 36-NQ/TW, Directive 45-CT/TW, and Conclusion 12-KL/TW; limitations, existing issues, and causes; lessons learned; and determining goals by 2030, vision to 2045, along with tasks, solutions, and breakthroughs in work related to Overseas Vietnamese.

The conference's outcomes will be a crucial basis for the Ministry of Foreign Affairs to coordinate with relevant agencies to compile contributions from Overseas Vietnamese, committees, ministries, sectors, and localities, research, and advise on supplementing and perfecting policies, including drafting a new resolution for the period 2025–2030, with a vision to 2045, to replace Resolution 36-NQ/TW from 2004; and to compile recommendations from Overseas Vietnamese contributing to the cause of national construction and defense.
| Sharing with representatives of press agencies, the Organizing Committee stated that the conference will be held on December 25 at the Ministry of Foreign Affairs (No. 2 Le Quang Dao, Hanoi), with approximately 320 delegates expected to attend, including representatives of the Party, State, National Assembly, Vietnam Fatherland Front leadership; leaders of central ministries, committees, and sectors; local leaders; veteran officials in work related to Overseas Vietnamese; representatives of associations and the Overseas Vietnamese community, including 20 overseas Vietnamese delegates attending the National Patriotic Emulation Congress (held from December 26–27). The Organizing Committee has invited 12 ministries, sectors, agencies, and localities to present at the conference, covering key areas of work related to Overseas Vietnamese, from propaganda, mobilization, security-defense, belief, religion to law, economy, science-technology, culture, and education. |
