The ceremony was solemnly organized by the Central Committee of the Communist Party of Vietnam, the President, the National Assembly, the Government of the Socialist Republic of Vietnam, the Central Committee of the Vietnam Fatherland Front, and Hanoi City.
In his speech at the ceremony, President Luong Cuong recalled the significant historical milestones of the Lao Revolution, affirming that under the leadership of the Lao People's Revolutionary Party, the Lao people have united, persevered, and achieved many glorious victories. The establishment of the Lao Itxala Government in 1945 and the founding of the Lao People's Democratic Republic in 1975 marked the beginning of an era of independence and freedom for the Lao nation.
Over 50 years of development, Laos has achieved remarkable accomplishments: stable political and social conditions, strong national defense and security, continuously improving the people's living standards, a nearly 20-fold increase in per capita income over four decades, expanding foreign relations, and a steadily strengthening international position.

On behalf of the Party, State, and people of Vietnam, the President extended warm congratulations to the leaders and people of Laos for their historically significant achievements over the past 50 years. He expressed deep respect for President Kaysone Phomvihane – an outstanding leader, founder of the Lao People's Revolutionary Party, and a loyal friend of Vietnam. President Kaysone's life and ideology are considered a valuable legacy, guiding Laos' development in the new era.
The President emphasized that the special Vietnam-Laos, Laos-Vietnam relationship is an invaluable asset, built and nurtured by generations of leaders and people from both countries, with effort, intellect, and even blood. This is a relationship “unparalleled in world history”, a foundation for the present and future. He reiterated President Kaysone's words about preserving the Vietnam-Laos relationship as a “precious gem” – a crystallization of profound affection and sacrifices of the two nations.

Referring to President Ho Chi Minh, the President affirmed that his thoughts on the close-knit relationship between the two countries remain valuable. Vietnam is always proud of and cherishes the companionship and shared experiences with the Lao people throughout the struggle for independence and nation-building.
The President affirmed that Vietnam will continue to strongly and comprehensively support Laos' renewal and development efforts; he also pledged to do everything possible to strengthen the great friendship, special solidarity, and comprehensive cooperation between the two countries. Amidst global and regional changes, the close coordination between the two Parties and States continues to yield significant results, contributing to deepening Vietnam-Laos relations across all fields.

In his speech, Laos Ambassador to Vietnam Khamphao Ernthavan expressed profound gratitude for the loyal and steadfast affection that the leaders and people of Vietnam have extended to Laos throughout the struggle for independence and 50 years of nation-building. The Ambassador emphasized that this special bond is a testament to the rare solidarity between the two nations.
Recalling significant milestones in Lao revolutionary history, the Ambassador affirmed that the founding of the Indochinese Communist Party in 1930 and the Ai Lao Regional Committee in 1934 laid the foundation for the struggle movement. From the victory in 1945, to the Geneva Agreement in 1954, and the establishment of the Lao People's Revolutionary Party in 1955, the Lao people gradually asserted their autonomy. The establishment of the Lao People's Democratic Republic on December 2, 1975, marked the complete victory of the national democratic revolution and opened a new era for the country.
The Ambassador highlighted that in 50 years of nation-building, and especially 40 years of renewal, Laos has achieved significant accomplishments across all fields. The Party's leadership role continues to be strengthened; mass movements, poverty reduction, and rural development have thrived, enhancing national unity. The state apparatus has been consolidated, and laws have been perfected towards building a democratic people's rule of law state. Political and social stability is maintained; independence, sovereignty, and territorial integrity are ensured; national defense and security are increasingly robust. In foreign relations, Laos has expanded international cooperation and elevated relations with many strategic partners.

Speaking about Laos-Vietnam relations, the Ambassador affirmed that the great friendship, special solidarity, and comprehensive cooperation between the two countries, established by President Ho Chi Minh, President Kaysone Phomvihane, and President Souphanouvong, have always been preserved and promoted despite regional and global changes. This is an invaluable asset, a decisive factor for the success of each country's revolution. The Ambassador expressed sincere gratitude for the wholehearted, selfless support that Vietnam has provided to Laos.
Congratulating Vietnam on its development achievements after nearly 40 years of renewal, the Ambassador affirmed that Laos will continue to work with Vietnam to nurture the special relationship “forever green, eternally sustainable”.
