Attending the ceremony were Deputy Minister of Foreign Affairs Le Thi Thu Hang, representatives from various Vietnamese committees, ministries, and sectors; Ambassadors and representatives from Embassies in Hanoi; along with many Vietnamese who maintain a deep affection and connection with Belarus.
On behalf of the Government and Ministry of Foreign Affairs of Vietnam, Deputy Minister Le Thi Thu Hang extended the warmest congratulations and heartfelt wishes to the Ambassador and, through him, to the Government and people of Belarus.
The Deputy Minister affirmed that Vietnam always follows and notes with pleasure the tremendous successes that Belarus has achieved in recent times. Under the leadership of President Aleksandr Lukashenko and tireless efforts of the Belarusian people, Belarus has recorded major accomplishments in building a socially-oriented state, further strengthening its economy, improving the people's living standards, and expanding international cooperation.

After nearly seven decades since the visit of President Ho Chi Minh to Belarus in 1957, the close bond of affection between the two peoples has been constantly reinforced, overcoming all challenges to establish itself as an invaluable asset for both countries. The Vietnamese people always remember and cherish the precious support that the brotherly Belarusian people have given to Vietnam during the struggle for national defense in the past as well as in the current development process.
The Deputy Minister was pleased to note that since the establishment of the Strategic Partnership in May 2025 during General Secretary To Lam's visit to Belarus, bilateral cooperation has witnessed positive progress in politics, diplomacy, economic and trade ties, education and air transportation.
Both sides have agreed to further promote exchanges and contacts at all levels and across all channels, enhance the effectiveness of bilateral cooperation in economic, trade, industrial, and agricultural spheres; facilitate market access for each other’s key products, and implement the commitments and agreements made by the high-level leaders of the two countries.
The Agreement on Visa Exemption for citizens of both countries, effective from January 2025, and the opening of direct flights to Phu Quoc and Khanh Hoa recently have created very favourable conditions for businesses, tourists, and citizens of both countries to travel for market exploration, leisure and relaxation purposes, and other exchanges.
Cultural exchange activities have also been vibrant. More notably, in May, audience in Hanoi had the opportunity to enjoy the remarkable performances by talented artists from National Academic Bolshoi Opera and Ballet Theater of the Republic of Belarus, and on June 26, the Opening Ceremony of Belarusian Cinema Days in Vietnam will take place. These cultural exchanges constitute a thread of affection connecting the peoples of the two countries, laying the foundation to better advance cooperation plans,
According to the Deputy Minister, in the new phase of development for both countries, both sides need to harness the current potential and further complement each other, serve the development goals of each country, and contribute to the peace and prosperity in both regions and the world as a whole.
Deputy Minister Le Thi Thu Hang expressed confidence that with the existing friendship and cooperation foundation, the Vietnam-Belarus Strategic Partnership will continue to be strengthened and developed, thus bringing practical benefits to the people of both countries; wishing for the friendship, tradition, and Strategic Partnership between Vietnam and Belarus to continue to develop strongly, sustainably, and effectively.
Speaking at the ceremony, Belarusian Ambassador to Vietnam Uladzimir Baravikou emphasized the significance of July 3, the day Belarus honours the memory of the heroes who gave their lives for freedom and independence of their homeland, and saved the world from fascism.

Ambassador Baravikou reviewed Belarus's achievements over the past 35 years and shared that today, Belarus is a modern and dynamic country with great potential.
According to the Ambassador, Belarus is interested in further developing the mutually beneficial cooperation with brotherly Vietnam on the basis of friendship, trust, and mutual understanding within the framework of the Strategic Partnership, which marked its first anniversary on May 12, 2026.
Over the past year, the two countries and their peoples have grown even closer, with the launch of direct flights and an increase in political, diplomatic, economic, and people-to-people contacts. Belarusian Parliament leaders attended commemorative events in Ho Chi Minh City and Hanoi on the occasion of the 50th anniversary of the Liberation of Southern Vietnam and National Reunification, as well as the 80th anniversary of the independence of the Vietnamese State. The Belarusian Minister of Internal Affairs attended the signing ceremony for the United Nations Convention against Cybercrime in Hanoi. The State Secretary of the Security Council and the Chairman of the State Committee for Forensic Expertise of Belarus visited Vietnam.
The Ambassador affirmed that Belarus has always been ready to “lend a helping hand” and support the brotherly Vietnamese people in difficult times. This was true during Vietnam’s struggle for freedom and independence, during the formation and development of the independent Vietnamese State, as well as during natural disasters and the COVID-19 pandemic.
The Ambassador noted that on June 10, another humanitarian shipment from Belarus, which was sent by decision of President Aleksandr Grigoryevich Lukashenko, to assist the central regions of Vietnam, which had been hardest hit by the floods in November 2025.

Ambassador Uladzimir Baravikou believes that the potential for cooperation between the two countries and their peoples is inexhaustible. Through joint efforts, both sides can successfully overcome all difficulties and reach new heights in bilateral relations, hoping to achieve practical and effective results from joint cooperation this year.
