Bac Ninh promotes green, sustainable agricultural and rural development

WVR - As sustainable development becomes an inevitable trend, farmers in Bac Ninh are gradually shifting from traditional production models to circular, green, and sustainable agriculture.

According to a report from Bac Ninh’s Department of Agriculture, the province currently has 8 fruit and vegetable production zones and 5 safe rice production areas meeting VietGAP standards, covering a total of 110 hectares. There are also 28 models of vegetable and flower cultivation in net houses and greenhouses, totaling around 23 hectares. Additionally, 72 high-tech livestock farms and enterprises are operating on a combined area of 161.65 hectares. Many facilities have adopted full automation in production processes and livestock management.

Furthermore, the province has developed 165 earthen-pond aquaculture areas (each 10 hectares or more), covering a total of 3,229 hectares. Among them, 11 aquaculture facilities have been certified with VietGAP, generating an average income of 250 million VND per hectare per year.

High-tech agriculture applications in Bac Ninh

In recent years, Bac Ninh Province has focused on leveraging its natural advantages and implementing high-tech agricultural models across the region.

Thanks to provincial policies and support, many high-tech agricultural farms have emerged and rapidly developed, leading to the formation of concentrated commodity production zones with high economic value.

One example is in Lac Ve Commune (Tien Du District), where Mr. Trinh Ba Bien has successfully applied a circular farming model combining cattle raising, grass cultivation, vermiculture (earthworm farming), and aquaculture. He uses cattle waste to raise earthworms, feeds the worms to fish and poultry, and uses the resulting vermicompost to fertilize grass—creating a closed-loop production cycle. This integrated system helps him reduce input costs by up to 80% and earn a stable annual profit of hundreds of millions of VND.

Circular economy models are not only being adopted by households but also by businesses. Ho Guom High-Tech Agriculture Co., Ltd., based in Luong Tai District, specializes in cultivating mushrooms and perilla for export.

After each mushroom crop, the by-products are processed into organic fertilizer for perilla plants. Perilla residues are further fermented into bio-fertilizer, completing a zero-waste production cycle. By applying microbiological technology and circular production principles, the company has significantly cut costs while increasing the sustainability of its agricultural system.

In recent years, Bac Ninh Province has implemented a variety of support policies to promote farm development. These include infrastructure investment—such as roads, electricity, water supply and drainage systems, waste treatment, and field renovation—for local households and farm owners through the new rural development program. The province also provides financial assistance for building product brands and developing marketable goods both locally and nationally under the “One Commune, One Product” (OCOP) initiative.

Developing modern, sustainable rural areas aligned with urbanization

Recently, Vice Chairman of the Bac Ninh Provincial People’s Committee Le Xuan Loi signed and issued Plan No. 341/KH-UBND, outlining solutions to promote green and sustainable agricultural and rural development through 2030.

According to the plan, the province aims to achieve an average annual GRDP growth rate of 0.8–1.0% for the agriculture, forestry, and fisheries sector by 2030. The share of these sectors in the overall economy is targeted to decline to 1.5%, while high-tech agriculture is expected to account for over 40% of agricultural production.

At the same time, Bac Ninh is committed to developing an environmentally friendly green agriculture sector that adapts to climate change and reduces rural pollution. The province will expand the application of key programs such as Integrated Plant Health Management (IPHM), Integrated Crop Management (ICM), Integrated Pest Management (IPM), Good Agricultural Practices (GAP), and organic farming. These efforts aim to improve product quality, increase added value, enhance competitiveness, and reduce greenhouse gas emissions in agriculture.

The province targets having approximately 65% of its communes meet advanced new-style rural standards and over 30% achieve model new-style rural status; recognize at least 100 exemplary rural residential areas; more than 200 OCOP items will be certified, with at least 50% of traditional craft villages producing OCOP products; 100% of OCOP producers participate in modern sales channels; develop at least three OCOP product value chains associated with community-based tourism.

To realize these objectives, the Provincial People’s Committee has directed all departments, sectors, and local governments—across districts, towns, and cities—to enhance communication and education efforts; increase awareness of the Party’s and State’s policies on green, sustainable agricultural and rural development; and highlight the importance of restructuring agriculture toward ecological practices, developing modern rural communities, and fostering a progressive, knowledgeable farming population at all administrative levels and among the people.

Bac Ninh is intensifying efforts to provide training on legal regulations, support policies, and the transfer of technical advances in agriculture. The province is focused on effective planning of concentrated agricultural production zones and developing safe crop cultivation models that incorporate mechanization and high-tech applications, based on specific crop types. Organic livestock farming techniques are being promoted alongside improved management and production practices to help reduce greenhouse gas emissions.

At the same time, Bac Ninh is integrating local socio-economic development programs to attract resources for building diverse economic organizations and cooperative linkages. These initiatives aim to form value chains that connect production, processing, and distribution while ensuring the interests of all stakeholders. In this context, cooperatives serve as vital bridges between businesses and farmers. The province also encourages and calls for enterprise investment in high-tech, circular, ecological, and smart agriculture.

Efforts are being made to ensure progress in building advanced and model new-style rural areas. These areas aim to offer green, clean, beautiful, and safe living environments that reflect the urbanizing character and cultural identity of Bac Ninh – Kinh Bac. The province is also promoting the development of cooperative and collective economic models and strengthening production-consumption linkages.

In addition, Bac Ninh is enhancing regional cooperation and trade promotion with neighboring provinces and cities to improve the production, branding, and consumption of agricultural products. This contributes to economic efficiency and income stability for local people. The province is also advancing digital transformation tools across the agricultural and rural development sectors to achieve long-term sustainability.
