Bac Ninh builds a high-quality OCOP system to affirm its market value

WVR - Bac Ninh province consistently prioritizes ensuring the quality of “One Commune, One Product” (OCOP) products by leveraging local advantages, thereby building a system of high-quality products that affirm their value in the market.

As of the end of 2024, Bac Ninh had 302 products under OCOP program, including 94 products rated 4 stars and more than 200 rated 3 stars.

Most products fall into the categories of food, beverages, souvenirs, and decorative items. Outstanding examples include: minced pork with fermented shrimp paste by PTK 879 Vietnam Co., Ltd. (Lim town, Tien Du district); “Ba Ly” garlic by Gia An Tourism, Trade, Service and Education Co., Ltd. (An Thinh commune, Luong Tai district); traditional sweet potato and five-coloured cakes by Ms. Nguyen Thi Nhung’s household (Thi Cau ward, Bac Ninh city); Bui Tuan Lien spring rolls (Ninh Xa ward, Thuan Thanh town); Minh Thu "phu the" (husband and wife) cakes (Dinh Bang ward, Tu Son city); and Yen Phu sticky rice (Yen Phong district), among others.

The OCOP program in Bac Ninh has gradually contributed to changing the awareness and mindset of participating producers, leading to the creation of products that meet quality and food safety standards, with diverse, eco-friendly packaging and designs, which are well-received by the market.

Focus on product quality

To achieve these results, Bac Ninh has consistently focused on ensuring the quality of OCOP products in alignment with local strengths. This approach has helped build a robust system of high-quality products that affirm their market value and make a significant contribution to the province’s socio-economic development.

The province has also implemented incentives to support OCOP and traditional craft village products. It has actively promoted trade, developed markets, and advertised products—creating favourable conditions for economic organizations and production households to market and distribute OCOP products at trade fairs both within and outside the province, as well as through e-commerce platforms, product display points, and linkages with local tourist destinations.

Alongside these efforts, Bac Ninh’s agricultural sector, in coordination with relevant units, localities, and OCOP producers, is promoting the application of technology and digital transformation to bring OCOP products to consumers via e-commerce platforms and social media.

Notably, the province has developed software to manage the implementation of the OCOP program, featuring functions for managing product data, digitizing the process of application submission, scoring, and product rating; connecting product distribution to e-commerce platforms and allowing customer feedback to be sent directly to both the product producers and provincial-level OCOP management authorities.

Many OCOP products from the province have been sold on online marketplaces such as Sendo, Lazada, and Voso, providing customers with a convenient, safe, and fast online shopping experience.

Continuing to expand market presence

For the 2022–2025 period, Bac Ninh province aims to have at least 200 OCOP products rated three stars or higher, including a minimum of two products achieving five-star certification. Additionally, the province targets having OCOP products in at least 30% of its craft villages, and 40% of OCOP producers participating in modern distribution channels

The province is also focusing on developing three pilot models of OCOP products linked to community-based tourism and establishing OCOP product value chains.

To further enhance the impact of the OCOP Program, Bac Ninh will continue to intensify comprehensive communication efforts targeting businesses, cooperatives, and households, aiming to raise awareness of the benefits of participating in the Program—particularly regarding the province’s incentive and support policies for OCOP products."

The province is actively proposing special policies for traditional products and local strengths to improve quality, build product brands, and expand markets toward sustainable production.

OCOP producers are encouraged and guided to create differentiation, increase product value, and diversify sizes and packaging designs to meet consumer preferences and demands; ensure stable raw material areas and high quality inputs, product traceability, and compliance with food safety certification requirements, including barcodes, and regular safety testing.

Localities and professional units are required to guide and support OCOP entities in actively connecting with supermarkets, restaurants, hotels, rest stops, and tourist sites both within and outside the province; encouraging to participate in OCOP fairs and trade fairs nationwide to promote OCOP product brands, expand markets, and strengthen effective and sustainable product distribution chains.

Relevant departments, sectors, and units continue to support OCOP producers in accessing policies, production and business capital, scientific and technological investment, and market expansion through trade promotion; application of science and technology, innovation, and the improvement of small- and medium-scale processing procedures, especially for OCOP products that have already been recognized; promoting technology transfer and digital transformation in production, market connectivity, and product traceability.

In addition, the sector will actively advise the province on implementing specific policies for traditional products and local strengths, with a particular focus on developing OCOP products linked to community-based tourism; preserve and promote traditional cultural values, boost rural economic development, and contribute to building new-style rural areas.
