Bac Ninh becomes first in the country to complete program to eliminate makeshift and dilapidated housing

On the morning of June 22, Prime Minister Pham Minh Chinh chaired the 5th meeting of the Central Steering Committee on the nationwide program to eliminate makeshift and dilapidated housing; the 18th meeting of the State Steering Committee for Key National Projects and Transport Sector Projects; and the second conference on accelerating public investment disbursement in 2025.
At the Bac Ninh provincial meeting point, Mr. Vuong Quoc Tuan, Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, and Chairman of the Provincial People's Committee, chaired the session. Also in attendance were Ms. Nguyen Thi Ha, Member of the Provincial Party Standing Committee and Chairwoman of the Provincial Vietnam Fatherland Front Committee; and Mr. Ngo Tan Phuong, Vice Chairman of the Provincial People's Committee.
31 out of 63 localities complete the goal of eliminating makeshift and dilapidated housing
As of June 19, 2025, 31 out of 63 provinces and cities nationwide have completed the goal of eliminating makeshift and dilapidated housing for eligible groups, reaching 49.2% of the overall plan. By the end of June 2025, an additional 14 localities are expected to fulfill this target. To date, support has been provided for 262,843 out of 277,420 makeshift and dilapidated houses nationwide, achieving 94.7% of the plan.
Regarding the implementation of key national and transport sector projects, at the 17th meeting, the State Steering Committee assigned 34 tasks to relevant ministries, sectors, and localities. So far, 11 tasks have been completed on time and met the required standards; 19 are part of regular management and oversight; and 4 have not met the expected progress.
Currently, the country has 2,268 km of expressways. The Ministry of Construction and local authorities are implementing 25 projects or sub-projects with a total length of 941 km of expressway.
In terms of public investment disbursement, the National Assembly has approved over 829 trillion VND in public investment capital for 2025. Of this, nearly 826 trillion VND has already been allocated to ministries, central agencies, and localities; the remainder belongs to the three National Target Programs.
To date, nearly 265 trillion VND has been disbursed, reaching 32.06% of the plan assigned by the Prime Minister — higher than the same period in 2024.
In his concluding remarks at the conference, Prime Minister Pham Minh Chinh emphasized the determination to shorten the timeline for completing the national target of eliminating makeshift and dilapidated housing to before August 31, 2025. For transportation infrastructure development, he stressed the need to focus on completing around 800 km of expressways by the end of 2025, in order to reach the goal of having 3,000 km of expressways in operation, and to ensure continuous expressway connectivity from Cao Bang in the north to Ca Mau in the south — a milestone to celebrate Vietnam’s major national events.
Regarding the promotion of public investment, the Prime Minister requested that ministries, sectors, and localities identify and address existing bottlenecks and obstacles, develop mechanisms and policies to boost public investment, and draw lessons from past implementation.

In the time ahead, the Prime Minister emphasized that ministries, sectors, and localities must translate these directions into clear action plans with assigned responsibilities and strict inspection and supervision mechanisms. He also stressed that the transition to a two-tier local government system must not affect the progress of program and project implementation.
The Prime Minister expressed his belief that with strong determination, great effort, and a spirit of responsible and effective action, Vietnam will successfully achieve the goals of eliminating makeshift and dilapidated housing, accelerating public investment disbursement, and completing strategic infrastructure systems to serve national development.
Accelerating the implementation of National Key Projects
In Bac Ninh province, the program to eliminate makeshift and dilapidated housing has been completed earlier than any other locality nationwide, with a total of 220 houses handed over and put into use, helping residents improve their living conditions and stabilize their lives.
Regarding the implementation of national key transport projects, the province is urgently accelerating the construction of the Ring Road No. 4 – Hanoi Capital Region and the Lao Cai – Hanoi – Hai Phong railway project.
In terms of public investment disbursement, the Government has allocated Bac Ninh a total of VND 7.618 trillion in public investment capital for 2025. According to Report No. 265/BC-BTC by the Ministry of Finance, the province has disbursed 62.31% of the allocated capital as of now.

Speaking at the Bac Ninh meeting point, Chairman of the Provincial People’s Committee Vuong Quoc Tuan requested that all departments, sectors, and localities seriously implement the Prime Minister’s directives.
At the same time, he praised the active involvement of the entire political system and the unity and consensus of all social strata in implementing and promptly completing the program to eliminate makeshift and dilapidated housing across the province.
Regarding key transportation projects, specifically the Ring Road No. 4 – Hanoi Capital Region project section passing through Bac Ninh province, the Chairman of the Provincial People’s Committee requested that Thuan Thanh Town, Que Vo Town, and Bac Ninh City urgently complete site clearance and hand over the ground to the investor by June 30 to ensure the project is completed as soon as possible.
In terms of public investment disbursement, although there has been progress recently, the pace still needs to be accelerated across the province.
The Chairman assigned the Department of Home Affairs to advise on the establishment of regional Project Management Boards under the Bac Ninh Provincial Management Board for Transport and Agriculture Project and Management Board for the Civil and Urban Development Project, to ensure feasibility in disbursing public investment capital, meet the construction progress of projects, and strive to achieve the set goals.
