Revolutionary Hoang Quoc Viet: A shining example for the People’s Procuracy sector and a special bond with Bac Ninh province

On June 6, in Bac Ninh City, the Supreme People’s Procuracy, in coordination with the Bac Ninh Provincial Party Committee, organized the scientific conference titled “Comrade Hoang Quoc Viet and the People’s Procuracy Sector.”
A valuable spiritual legacy for the procuracy sector
In his opening remarks, Mr. Nguyen Huy Tien, Secretary of the Party Committee and Prosecutor General of the Supreme People’s Procuracy, emphasized that in the joyful atmosphere celebrating the 120th birthday of comrade Hoang Quoc Viet (May 28, 1905 – 2025) and the 65th anniversary of the establishment of the People’s Procuracy sector (July 26, 1960 – July 26, 2025), the Supreme People’s Procuracy, and the Party Committee and People’s Committee of Bac Ninh Province—his homeland—was honoured to solemnly hold this scientific conference.
Comrade Hoang Quoc Viet (birth name: Ha Ba Cang, 1905–1992) was an outstanding leader of the Vietnamese revolution. Born and raised in Bac Ninh, a land rich in patriotic tradition, he was quickly awakened to communist ideals and began engaging in revolutionary activities in the early 1920s.
Throughout a revolutionary journey marked by hardship and sacrifice, comrade Hoang Quoc Viet was arrested and imprisoned by colonial authorities in many times. However, with the unwavering determination of a communist, he remained loyal to the Party and the revolution.
Over the course of his career, he held many important positions within the Party and the State. These included: Member of the Provisional Central Executive Committee of the Communist Party of Vietnam in 1930; Secretary of the Tonkin Party Committee during the pre-revolutionary years; President of the Vietnam General Confederation of Labour; Member of the Politburo, in charge of mass mobilisation and the united front after the August Revolution. He also served as Chairman of the Central Committee of the Vietnam Fatherland Front and was a long-serving National Assembly deputy.

In every position he held, comrade Hoang Quoc Viet demonstrated the stature of an exemplary and dedicated leader, making significant contributions to the revolutionary cause of the Party and the nation.
Closely associated with the establishment and development of the People’s Procuracy of Vietnam, comrade Hoang Quoc Viet was the first Prosecutor General of the Supreme People’s Procuracy. In 1960, when the People’s Procuracy system was established under the 1959 Constitution, the Party and President Ho Chi Minh entrusted him with the important responsibility of leading the newly founded institution.
As the highest-ranking leader of the sector for 16 years (1960–1976), he laid a strong foundation for the formation and growth of the People’s Procuracy system in Vietnam.
Under his leadership, the People’s Procuracy quickly consolidated its organizational structure from the central to local levels in its early years. He also played a vital role in building a team of prosecutors and staff who were both ideologically committed loyal to the Party, dedicated to serving the people, and professionally competent.
Comrade Hoang Quoc Viet directly led the development of regulations and principles guiding prosecutorial work, clearly defining the functions and duties of the People’s Procuracy in accordance with the spirit of the Constitution. His efforts aimed to ensure the strict and effective implementation of the law, thereby contributing to the protection of socialist legality.
In the context of a country still at war, comrade Hoang Quoc Viet guided the People’s Procuracy to actively serve the mission of national liberation, while simultaneously building and reinforcing the legal system in the socialist North. These efforts laid a vital foundation for the Procuracy to expand its operations nationwide following national reunification in 1975.
Beyond his talent and intellect, comrade Hoang Quoc Viet also set a shining example of ethical integrity for prosecutorial officials. He consistently emphasized the importance of cultivating a team of prosecutors with moral clarity, strong political will, fairness, honesty, objectivity, prudence, and humility—deeply embodying President Ho Chi Minh’s teachings for those working in the field of justice.
Comrade Hoang Quoc Viet’s guiding principles, work ethics, and exemplary integrity have become a valuable spiritual legacy, laying the foundation for the legal culture and proud traditions of the People’s Procuracy sector.
Bac Ninh always follows the example of comrade Hoang Quoc Viet
At the seminar, Member of the Party Central Committee and Secretary of the Bac Ninh Provincial Party Committee Nguyen Anh Tuan recalled the great contributions of comrade Hoang Quoc Viet. He stated that, in recognition of the comrade Hoang Quoc Viet’s immense merits to both his homeland and the nation, the Party, authorities, and people of Bac Ninh have paid special attention to preserving sites associated with his revolutionary activities.

Specifically, in 1990, the Bovo beef shop—where he once established a revolutionary base—was restored and designated as a commemorative site. In 2004, a Memorial Stele House was built on the grounds of his family home, respectfully honouring his legacy.
In 2005, marking the 100th anniversary of his birth, the Standing Committee of the Bac Ninh Provincial Party Committee compiled and published the book “Hoang Quoc Viet: A Resolute and Exemplary Communist” and constructed a park and statue of the comrade in Vu Ninh Ward, Bac Ninh City.
In 2015 and 2020, to commemorate the 110th and 115th anniversaries of his birth, the Bac Ninh Provincial Party Committee coordinated with the Supreme People's Procuracy to organize scientific seminars on “Comrade Hoang Quoc Viet with the Vietnamese Revolution, Bac Ninh Homeland, and the People’s Procuracy Sector.”
In 2019, Bac Ninh City completed the renovation and enhancement of the Exhibition House dedicated to the life and career of Comrade Hoang Quoc Viet, transforming it into a center for collecting and disseminating information and materials about him. That same year, the province also launched a scholarship and talent development fund named after Hoang Quoc Viet.
Secretary of the Bac Ninh Provincial Party Committee Nguyen Anh Tuan said that following the example of comrade Hoang Quoc Viet and upholding the revolutionary tradition of the homeland, the Party, authorities, and people of the province have always maintained unity and mobilized all social strata to participate in fulfilling political tasks, contributed significantly to the nation's victories in the two great resistance wars and in the current cause of national renewal, construction, and defense.
Notably, more than 28 years after the re-establishment of the province, Bac Ninh’s Party, authority and people have united, overcome challenges, and strived in labour and production, achieving significant outcomes: the economy has maintained rapid growth, with many socio-economic indicators placing Bac Ninh among the leading provinces and cities in the country.
"Commemorating the 120th birth anniversary of comrade Hoang Quoc Viet is an opportunity for every cadre, Party member, and citizen of Bac Ninh to remember his immense contributions and vow to follow his revolutionary moral example—steadfastly advancing on the path of building a prosperous, civilized, and beautiful homeland and nation," shared Secretary Nguyen Anh Tuan.
At the workshop, participants viewed the documentary film “The Priceless Legacy of Comrade Hoang Quoc Viet to the People's Procuracy Sector” produced by the *Bao ve phap luat* (Law Protection) Newspaper.
The film highlights that throughout the 65-year history of the People’s Procuracy of Vietnam, the legacy of its first leader — an outstanding revolutionary figure and a loyal, exemplary student of President Ho Chi Minh — Comrade Hoang Quoc Viet, remains deeply imprinted.
During his 16 years serving as the Chief Procurator of the Supreme People’s Procuracy, the ideological and spiritual legacies left by comrade Hoang Quoc Viet have retained their enduring value. These are being upheld and inherited by successive generations in the sector, contributing to the continuous development and strength of the People's Procuracy and its important role in the cause of nation-building and safeguarding.
The conference featured presentations on several key topics, including: The Party and people of Bac Ninh learning from and following the example of Comrade Hoang Quoc Viet — a distinguished son of the province; Comrade Hoang Quoc Viet as a steadfast, exemplary communist fighter and a shining model of revolutionary ethics; His role in establishing and defining the structure, position, function, and mission of the People’s Procuracy within the state apparatus; how Ho Chi Minh City People’s Procuracy is studying and following the thoughts and moral example of the late Chief Procurator Hoang Quoc Viet.
Participants also listened to questions from students of the University of Procuracy directed to the workshop’s panel, focusing on the leadership legacy of Comrade Hoang Quoc Viet, the role and position of the Procuracy, and strategic directions for its future development, in line with the teachings and ethical model of Comrade Hoang Quoc Viet.
