Action Program for ASEAN Socio-Cultural Community Strategic Plan: Strengthening Vietnam's role in regional cultural and social cooperation

WVR - The Ministry of Culture, Sports and Tourism (MCST) has recently issued Decision No. 1541/QD-BVHTTDL on the Action Plan for the 2026-2030 period to implement the Action Program for the ASEAN Socio-Cultural Community Strategic Plan in Vietnam for the 2026-2035 period.

Specifically, the Plan is issued to synchronously and effectively implement the ASEAN Socio-Cultural Action Program for the 2026-2035 period in areas under the state management of the Ministry of Culture, Sports and Tourism.

It also affirms and enhances the role of the Ministry as the focal agency for specialized cooperation in the fields of culture, family, sports, and information.

Realizing the strategic objectives and measures related to the ASEAN Socio-Cultural Community Strategic Plan by 2030, contributing to building a cohesive, resilient, and sustainable community.

The Ministry of Culture, Sports and Tourism requires the implementation of the plan with a proactive and responsible spirit, maximizing the role of the focal agency for specialized cooperation in the responsible fields, actively integrating and participating in activities of related specialized channels.

Connectivity and Synchronization: Ensuring an information mechanism, close and continuous coordination between the MCST with localities and related organizations in implementing strategic goals for the 2026-2030 period.

Specific and Effective: Clearly defining the responsibilities of the leading and coordinating units; ensuring progress and quality of work; simultaneously integrating and mobilizing maximum international resources to support the cooperation and integration process.

Inheritance and Development: Activities are implemented in line with ASEAN's roadmap, suitable to Vietnam's practical conditions.

Regarding tasks in the cultural field, the Ministry of Culture, Sports and Tourism sets the task of organizing communication activities to affirm ASEAN identity through efforts to promote the common image of ASEAN such as ASEAN Day, ASEAN flag, ASEAN anthem, and ASEAN emblem.

Organizing or participating in competitions, exhibitions, film weeks, and art festivals to promote the image of Vietnam and ASEAN.

Implementing programs and activities to promote the image and role of ASEAN globally through cultural, artistic, film festivals, exhibitions, etc.; coordinating to promote ASEAN's unified voice at international forums.

Organizing communication and promoting cooperation on the role and value of cultural heritage in developing the ASEAN Community; promoting ASEAN's role in cultural heritage cooperation with international partners; coordinating to implement international conventions that ASEAN countries are members of, including building multinational cultural heritage dossiers.

Implementing initiatives to develop the ASEAN Creative Economy (ACE); promoting the development of cultural and creative industries (CCI); organizing activities to enhance capacity and develop cultural and creative human resources.

In the field of information and communication: Organizing communication activities to raise awareness about the ASEAN Community and common ASEAN identity through cooperation to enhance people-to-people connectivity, develop a preventive culture, and promote cultural values.

Strengthening communication about ASEAN cultural identity, common values, and the benefits of the Community through popular digital platforms and social media in Vietnam, enhancing digital interaction to reach the public, especially the youth.

Increasing the duration and quality of specialized pages, sections, news articles on ASEAN cultural, family, sports, and information cooperation on mass media and digital platforms.

Organizing training courses, seminars, forums, dialogues for reporters, editors, and media agencies about the ASEAN Community.

Coordinating with the Ministry of Foreign Affairs and the Ministry of Home Affairs to maintain and update content for the ASEAN Vietnam Information Portal (https://aseanvietnam.vn); promoting ASEAN communication through media agencies under the Ministry of Culture, Sports and Tourism and popular digital platforms.

In the field of sports, implementing solutions to promote comprehensive sports access, expanding community participation, especially for vulnerable groups.

Supporting the development of high-performance sports through technological innovation, scientific application, and enhancing management efficiency; promoting public participation in physical exercise and sports across all ages.

Strengthening the preservation and promotion of traditional sports and games; promoting the role of sports in fostering peace, improving public health, and building a healthy lifestyle.

Promoting culture, sports, and contributing to socio-economic development, common prosperity, as well as realizing common aspirations.

Regarding the family sector, implementing communication activities about national values, cultural values, family values, and Vietnamese human standards to spread good values, nurture patriotism, kindness, tolerance, solidarity, responsibility; respecting cultural diversity; contributing to building comprehensive, responsible Vietnamese people for family, community, society, and the country.

Promoting the role of the family in education, raising awareness, and promoting digital understanding; enhancing communication about the rights of vulnerable groups in the family, while creating opportunities and ensuring inclusive social welfare.

Regarding policy integration, evaluation, and reporting: Reviewing programs, strategies, standards, and commitments that Vietnam participates in based on the goals of the ASEAN Socio-Cultural Community Strategic Plan 2026-2035. Selecting appropriate measures to integrate into action programs, long-term and annual plans of the Ministry for implementation.

Building evaluation reports, regularly updating information on ASEAN cooperation in the fields of culture, information, family, and sports.

Proposing the implementation of declarations, decisions of specialized Ministerial Conferences on culture, sports, and information.

Regarding resource mobilization and capacity building, resource mobilization: Mobilizing resources from ASEAN Funds, domestic and international organizations, and ASEAN partners. Enhancing socialization of art performances, cultural events, exhibitions.

Strengthening specialized human resources for ASEAN cooperation. Enhancing training, fostering, updating professional knowledge, and foreign languages for staff engaged in international cooperation; sending specialized staff to participate in ASEAN-themed conferences and seminars.
