The 14th National Party Congress sets major orientations for the new development phase of the country. For Cao Bang, what are the core perspectives and goals that the province is determined to concretize to create clear changes in growth speed, quality, and sustainability?
The 14th National Party Congress has established strategic orientations for the country's new development phase. For growth, the consistent requirement is to strongly innovate the growth model, enhance productivity, quality, efficiency, and competitiveness of the economy based on rapid and sustainable development. Deeply understanding this spirit, the Cao Bang Provincial Party Committee has identified the development perspectives and goals for the upcoming period as: Mobilizing and maximizing all resources, effectively exploiting the province's potential and comparative advantages, creating breakthroughs in infrastructure, institutions, and human resources, striving for an average GRDP growth rate of about 10% per year, developing rapidly and sustainably, ensuring solid national defense and security, and improving the people's living standards.

This development perspective is concretized into five major orientations:
First, developing strategic infrastructure and regional connectivity as a growth lever, focusing on completing key transport routes such as the Dong Dang - Tra Linh expressway, Bac Kan - Cao Bang expressway, border gate infrastructure, logistics, and urban infrastructure, to expand development space and deeply connect Cao Bang with the Northern Midland and Mountainous Region, the Red River Delta, the Chinese market, and further to ASEAN countries.
Second, strongly restructuring the economy towards green and sustainable growth with key growth drivers including: Developing tourism linked with the UNESCO Global Geopark, cross-border tourism, and local historical-cultural heritage; developing border gate economy, gradually turning Cao Bang into a hub for goods transit, logistics services, and international trade on the Vietnam-China border; developing forest economy, specialty products, building raw material areas associated with deep processing and consumption markets; developing controlled mining industry, deep processing of agricultural and forestry products.
Third, making breakthroughs in improving the investment and business environment, developing the private economic sector, considering enterprises and people as the center and main drivers of growth; promoting administrative reform, removing bottlenecks in land, administrative procedures, and resource access; boosting investment promotion, seeking and attracting strategic investors, implementing large projects to create strong spillover effects.
Fourth, developing human resources associated with digital transformation and innovation, enhancing the quality of the workforce, technical labour, linking training with market demand and the province's key economic sectors.
Fifth, ensuring harmony between economic growth and social progress, equity, and environmental protection, improving people's living standards, especially in ethnic minority areas, so that everyone can participate in and benefit from development achievements, creating a solid social foundation for rapid and sustainable development.
With these orientations, Cao Bang is determined to create clear changes in growth speed, quality, and sustainability, making a practical contribution to the country's overall development goals in the new phase.
Based on the development realities of a mountainous, border province facing many difficulties, what are the key breakthroughs identified to help Cao Bang rise to become a dynamic locality, effectively exploiting its potential and advantages while ensuring national defense, security, and social welfare?
Cao Bang is a mountainous, border province with a particularly important strategic position in terms of national defense, security, and foreign affairs. However, the province's socio-economic starting point is low, with complex, fragmented terrain; weak infrastructure, especially in transportation, urban areas, and the environment; investment resources and human resource quality not meeting development requirements. The business sector is mainly small and micro, with low competitiveness. These limitations increase production and circulation costs, narrow development space, and directly affect the effective exploitation of the province's potential and advantages in border gate economy, tourism, resources, and regional connectivity.
From this reality, the 20th Cao Bang Provincial Party Congress has identified three strategic breakthroughs, crucial for creating fundamental changes in the province's development:
First, enhancing the quality of the cadre and high-quality human resources with the goal of: Focusing on building a leadership and management team at all levels, especially at the strategic level, to meet the requirements of tasks in the new development phase. Training and fostering high-quality human resources, skilled and technical workforce to meet the development needs of the province's key economic sectors.
Second, making breakthroughs in developing transportation, urban, and environmental infrastructure, focusing on completing expressways: Dong Dang - Tra Linh, Bac Kan - Cao Bang, connecting routes to international border gates, and tourist areas; simultaneously, developing a synchronized, green, clean, and modern urban system.
Third, promoting science and technology, innovation, and digital transformation: Enhancing the application of science and technology in production, business, and management; promoting entrepreneurship and innovation. Developing a synchronized digital government, digital citizens, and digital economy.
These three strategic breakthroughs are identified as both urgent and long-term, serving as important "levers" to help Cao Bằng overcome bottlenecks, effectively exploit potential and advantages, create momentum for rapid and sustainable development, while ensuring solid national defense, security, and social welfare, and improving people's living standards.

In light of the requirement to build Cao Bang into a dynamic, rapidly developing, and sustainable province, what message would you like to convey to the cadre, party members, and people of the province to inspire the development aspiration, strengthen trust, and create social consensus in the new phase?
In the face of new development requirements and opportunities, our province stands before great opportunities intertwined with challenges. To realize the goal of "building Cao Bang into a dynamic, rapidly developing, and sustainable province", I wish to call upon the entire Party Committee, people, military, and political system to promote the revolutionary tradition of our homeland, the spirit of solidarity, self-reliance, and aspiration to rise, to unite and transform potential into real development momentum, turning aspirations into concrete, effective actions.
Every cadre and party member, especially leaders, must be clearly aware of their responsibilities to the Party Committee and the people; regularly cultivate political bravery, public service ethics, and enhance professional capacity; be truly exemplary; continuously innovate thinking; be close to the people; dare to think, dare to do, dare to take responsibility for the common good; measure work effectiveness and people's satisfaction as evaluation criteria, contributing to building an honest, creative, and action-oriented government for the province's development. I hope each citizen will be a shining example of sustainable poverty alleviation and legitimate wealth creation on their homeland.
With high political determination, I believe that Cao Bang will rise dynamically in the new phase, laying a solid foundation for rapid and sustainable development, worthy of the trust of the Central Government and the expectations of the people.
