Workshop: Ministry of Foreign Affairs guides Electronic Identification Registration and Database Utilization for foreign NGOs

WVR - On the afternoon of February 11, the Department for External Relations and Cultural Diplomacy, under Ministry of Foreign Affairs, organized a conference to guide the registration of electronic identification and database utilization for foreign non-governmental organizations (NGOs). The event aimed to promote digital transformation and administrative reform.

The conference focused on disseminating legal regulations and guiding the eID registration process for foreign NGOs operating in Vietnam. This helps organizations understand procedures and operate effectively in the electronic environment. The event was held both in-person and online, with over 200 foreign NGOs participating virtually.

In her opening remarks, Ms. Trinh Thi Mai Phuong, Deputy Director of the Department for External Relations and Cultural Diplomacy, stated that as Vietnam identifies the development of science, technology, innovation, and digital transformation as key drivers for breakthroughs in the new era, the Government is accelerating digital transformation, administrative reform, and building national databases. A key focus of this strategy is developing and perfecting the electronic identification and authentication system, laying the foundation for e-government, the digital economy, and digital society.

The Government's issuance of Decree No. 69/2024/ND-CP on September 25, 2024, regulating electronic identification and authentication, is considered a significant step forward in the digitalization of administrative procedures in Vietnam.

According to the regulations, all foreign organizations and individuals residing or operating in Vietnam must be issued an electronic identification (eID) to perform administrative procedures in the electronic environment. This regulation not only enhances state management efficiency but also facilitates foreign organizations and individuals in their work and activities in Vietnam.

For foreign NGOs – important partners in supporting socio-economic development, environmental protection, healthcare, education, and humanitarian fields in Vietnam – having an eID is mandatory to use online public services and ensure the effective implementation of their activities in Vietnam.

In 2025, the Ministry of Foreign Affairs completed the database on foreign NGOs and integrated online public services on the National Public Service Portal. From March 2026, comprehensive online public services are expected to be operational. At that time, all foreign NGOs will need an eID to access and perform procedures such as registration, renewal, registration adjustment, annual report submission, and many other administrative procedures.

Preliminary surveys show that many organizations still face obstacles in the eID registration process, from document preparation and information authentication to integration with the national data system.

"We hope today's conference will help you better understand the process, how to utilize the database, and effectively implement administrative procedures in the electronic environment," emphasized Ms. Trinh Thi Mai Phuong.

At the conference, representatives from the Department of Administrative Management on Social Order (Ministry of Public Security) provided specific and detailed guidance on the electronic identification registration process according to Decree 69. The Q&A session was candid and lively, with many practical questions from NGOs.

The Department for External Relations and Cultural Diplomacy also provided an overview of the NGO database, the online public services expected to be fully operational from March 2026, and the specific benefits of integrating eID into the public service system. Through exchanges, organizations gained more information, proactivity, and confidence in the eID registration process, and recognized the role of the database in enhancing transparency and operational efficiency in Vietnam. This is seen as a practical outcome that the organizers aim for.

Ms. Mai Phuong emphasized: "Today's conference opens a new phase of cooperation. We hope organizations will soon complete their electronic identification registration, proactively utilize the database and online public services, thereby ensuring increasingly convenient, efficient operations and full compliance with Vietnamese law."

In the future, the Department for External Relations and Cultural Diplomacy will compile all questions and develop an official Q&A document to send to foreign NGOs. Additionally, the Department will coordinate with the Department of Administrative Management on Social Order to consider organizing more direct support sessions in key localities.
