Kuwaiti Prime Minister Sheikh Ahmad Abdullah Al-Ahmad Al Sabah welcomed Prime Minister Pham Minh Chinh and invited the head of the Vietnamese Government to the place of honour. The military band played the national anthems of both countries. After the ceremony, the two Prime Ministers moved into the building at Bayan Palace, where they introduced officials to each other.

The two Prime Ministers will hold talks after Prime Minister Pham Minh Chinh meets with Kuwaiti Emir Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah and Crown Prince Sheikh Sabah Khaled Al-Hamad Al-Sabah. They are expected to witness the signing of cooperation documents. The Vietnamese Prime Minister will also attend an official banquet hosted by the Kuwaiti Prime Minister.

This is the first visit to Kuwait by a high-ranking Vietnamese leader in 16 years, coinciding with the preparations for the 50th anniversary of diplomatic relations between the two countries in January 2026.

Prime Minister Pham Minh Chinh's visit to Kuwait holds significant importance, not only for the bilateral relationship between Vietnam and Kuwait but also in affirming Vietnam's policy of developing relations with the region.

Kuwait was the first country in the Gulf Cooperation Council to establish diplomatic relations with Vietnam (January 10, 1976).

After 50 years of diplomatic relations, both countries are witnessing vast opportunities to develop in potential areas such as energy security, food security, investment in financial centers and technology infrastructure, and tourism cooperation.

Vietnam and Kuwait actively coordinate and support each other at multilateral forums, maintaining good cooperative relations in areas such as defense, security, agriculture, and biodiversity conservation, with frequent bilateral exchanges at various levels.

Kuwait is the Middle Eastern country with the largest total investment in Vietnam, most notably the Nghi Son Refinery and Petrochemical Complex project. Over the years, the Kuwait Fund for Arab Economic Development has supported essential infrastructure projects in Vietnam, with a total value reaching 182 million USD through 15 projects across various provinces and cities.
