Vietnamese intellectuals in Thailand contribute to the nation's development in the new era

The event was chaired by Vietnamese Ambassador to Thailand Pham Viet Hung, with the participation of over 30 delegates, including experts, intellectuals, and scientific researchers working across diverse fields such as computer science, artificial intelligence, biotechnology, and green energy.
This first meeting organized by the Embassy specifically for the community of Vietnamese intellectuals and scientific researchers in Thailand is part of efforts to implement the spirit of the Politburo's Resolution No. 57-NQ/TW dated December 22, 2024, on breakthroughs in the development of science, technology, innovation, and national digital transformation, which includes the task of attracting intellectual resources from overseas Vietnamese.

In his welcoming speech, Ambassador Hung affirmed that the Party and State recognize the overseas Vietnamese intellectual community as a particularly important resource in the process of bringing the country into a new era. Resolution No. 57 provides motivation to perfect institutions, build a favourable environment, and develop human resources so that overseas Vietnamese intellectuals can contribute to and advance science and technology in their homeland.
According to Ambassador Hung, the Vietnamese and Vietnamese-origin community in Thailand currently numbers around 100,000 people, having established a cohesive network of associations such as the Vietnam Association in Thailand and local chapters, the Thai-Vietnamese Business Association, the Overseas Vietnamese Women's Committee, and the Student Association.
The Ambassador expressed his joy in seeing that the Vietnamese community in Thailand shares a common bond of deep affection for their homeland and always looks towards the motherland with practical actions.
In the context of the two countries recently upgrading their relationship to a comprehensive strategic partnership, the Ambassador hopes the meeting will serve as an open forum for delegates to connect and exchange substantively, initially building a network of Vietnamese intellectuals in Thailand to share experiences, support each other in work and life, and contribute to promoting scientific and technological cooperation between the two countries and contributing to the development of the homeland.
In a cordial atmosphere, the delegates discussed and contributed ideas on the potential for scientific and technological cooperation between Vietnam and Thailand, measures to attract Vietnamese intellectual resources abroad, particularly in Thailand, and proposed ideas for connecting the network of Vietnamese intellectuals in Thailand as well as contributing to the draft documents of the 14th Party Congress.

Professor Nguyen Thi Kim Oanh from the Asian Institute of Technology (AIT) stated that Vietnam and Thailand share many major challenges such as traffic congestion, air pollution, water pollution, and urban flooding. These issues are closely related, thus requiring interdisciplinary and synchronized solutions. The two countries can share experiences in using science and technology to address these challenges.
According to Professor Oanh, one effective way of technology transfer is to build multinational research networks to share experiences and connect cooperation.
From a research perspective, Professor Phan Minh Dung, a leading expert in artificial intelligence (AI) at AIT, believes the ultimate goal of digital transformation and AI is to enhance labour productivity. He also suggests that the State should have policies to help universities immediately implement AI training programs to produce a large number of AI experts for businesses to recruit when needed.

With over 40 years of living and working in Thailand, Dr. Hoang Minh Tien affirmed that Vietnamese intellectuals are always ready to offer advice, seek opinions, or seek support from international colleagues and friends when the State calls for it.
Contributing to the draft Party Congress documents, the expert suggests prioritizing education, social, and cultural issues, while determining an appropriate budget allocation for these areas.
Associate Professor Dr. Dong Thanh Ha noted that overseas Vietnamese intellectual resources can contribute to foundational and breakthrough fields. The key is to develop a systematic mindset, quickly adaptable institutional models with good forecasting capabilities, high-quality human resources, and effective inter-sectoral coordination mechanisms.

Representing the younger generation, President of the Vietnamese Student Association in Thailand Pham Nguyen Nhu Quynh proposed building a database on the Vietnamese intellectual community in Thailand, updating information, articles, research projects, organizing regular scientific research forums, and having flexible support policies such as scholarships for young people with outstanding research projects or prominent ideas in the community.
Dr. Nguyen Viet Hung from Bangkok Hospital suggested that the State should have policies to attract talents to encourage Vietnamese intellectuals and scientific researchers abroad to return and contribute to the homeland. This could include considering support for converting international academic certificates and degrees to Vietnam, creating specialized information platforms to share domestic needs for teaching and scientific and technological cooperation, and establishing transnational funds to develop academic projects.
Recognizing the heartfelt contributions of the delegates, Ambassador Hung emphasized that this is a premise for the Embassy to build a network of Vietnamese intellectuals in Thailand, contributing to harnessing the collective strength of the overseas Vietnamese community in the development of the homeland in the new era.
