Vietnam urges early signing and ratification of Hanoi Convention

During this session, the Committee focused on discussing the draft regulations for the Conference of State Parties to the Hanoi Convention, preparing for the effective implementation of the Convention once it comes into force.
The Vietnamese inter-agency delegation, led by Ambassador Vu Le Thai Hoang, Ambassador and Head of the Permanent Mission of Vietnam to the United Nations and international organizations in Vienna, actively participated and contributed to the Committee's discussions.
Speaking at the meeting, Ambassador Vu Le Thai Hoang affirmed that Vietnam always values cooperation and consensus in the process of building and implementing the Convention. The Ambassador emphasized that a clear, rigorous, and consensus-based operational regulation is essential for ensuring the Conference of State Parties operates effectively, transparently, and reliably when the Convention takes effect.

The Ambassador urged participating delegations to engage in discussions with a constructive and flexible spirit to swiftly approve the operational regulations, thereby laying a solid foundation for the Convention's implementation in the near future. Vietnam also called on countries that have not yet signed or ratified to complete the necessary procedures promptly so that the Convention can quickly come into effect and provide tangible benefits to the international community in combating cybercrime. Vietnam is actively completing domestic procedures and is committed to ratifying the Convention at the earliest possible time.
On January 26, within the framework of the session, Vietnam, along with the Inter-Parliamentary Union (IPU), the International Criminal Police Organization (INTERPOL), and the United Nations Office on Drugs and Crime (UNODC), co-hosted a seminar titled "Promoting the Universalization and Effective Implementation of the United Nations Convention against Cybercrime".

In his opening remarks, Ambassador Vu Le Thai Hoang emphasized that following the signing of the Convention in Hanoi in October 2025, the current focus is on ensuring the Convention becomes an effective tool in practice. The Ambassador stressed that the key is not only signing and ratifying but also how to implement the Convention practically through improving national legislation, enhancing institutional capacity, and regular international cooperation.
Vietnam highly appreciates the complementary roles of organizations and agencies like IPU, INTERPOL, and UNODC, from legislative support to law enforcement cooperation, international coordination, and capacity building. The Ambassador also reaffirmed Vietnam's commitment to actively contributing to the international community's joint efforts to promote the universalization and effective implementation of the Convention, particularly through initiatives to enhance technical support and capacity building for developing countries.
The seminar attracted a large number of delegates from various countries, including law enforcement, judicial agencies, and related partners, creating an open exchange space, strengthening connections, and promoting multilateral cooperation. This contributes to making the United Nations Convention on Cybercrime an effective global tool in combating cybercrime.
