Ambassador highlights Vietnam's consistent support for peaceful and safe use of nuclear energy

The session will focus on reviewing the Executive Secretary's reports on the implementation of the Treaty, the activities of the International Monitoring System (IMS), the Global Communications Infrastructure (GCI), and the International Data Centre (IDC); discussing budget, governance, and resources to ensure the CTBTO operates according to the planned roadmap.
The event was attended by CTBTO Executive Secretary Robert Floyd and representatives from 80 CTBTO member states. Ambassador Vu Le Thai Hoang, Head of the Vietnamese Delegation to the United Nations and international organizations in Vienna, led the Vietnamese delegation and delivered a speech at the session.
In his opening remarks, the Executive Secretary emphasized that the current complex geopolitical landscape and intense major power competition require the international community to reaffirm its commitment to preventing all nuclear tests and maintaining the CTBT's global monitoring system.
Besides security challenges, the session will discuss the CTBTO's 2026-2027 Program and Budget, which have been adjusted to increase efficiency, minimize costs, and prioritize resources to maintain the International Monitoring System (IMS) and enhance the data analysis capabilities of the International Data Centre (IDC).
Mr. Floyd warned that budget cuts and delayed investments could increase operational risks for the IMS, affecting data quality and future response capabilities. Therefore, he urged member states to contribute fully and on time to the CTBTO budget and consider using part of the 2022-2023 budget to support maintaining the IMS.

Speaking at the session, Ambassador Vu Le Thai Hoang affirmed Vietnam's strong support for the Comprehensive Nuclear-Test-Ban Treaty (CTBT), emphasizing that the CTBT is a crucial pillar of the global disarmament and nuclear non-proliferation system. He also highlighted Vietnam's consistent stance in supporting nations using nuclear energy for peaceful purposes while ensuring safety and compliance with International Atomic Energy Agency (IAEA) standards.
The Ambassador emphasized that Vietnam will assume the role of Chair of the 11th Nuclear Non-Proliferation Treaty Review Conference (NPT RevCon 2026) in New York and is committed to promoting balance, building consensus, and linking the NPT process with complementary mechanisms like the CTBT. The designated Chair from Vietnam will conduct consultations with regional groups in Vienna from November 24-25.
On this occasion, Ambassador Vu Le Thai Hoang informed about the visit of CTBTO Executive Secretary Robert Floyd to Vietnam and his participation in the East Asia Regional Workshop on the National Data Centre (NDC) organized by the Ministry of Science and Technology in August 2025.
The visit significantly contributes to enhancing Vietnam's technical capabilities and promoting regional cooperation in monitoring and verification as stipulated by the CTBT.
The Ambassador also emphasized that technical support programs, professional training, and capacity building will be directly affected if the CTBTO has to cut its budget. He called for ensuring that cost-saving measures do not impact CTBTO's overall support activities, especially for developing countries. He affirmed continued close cooperation with the CTBTO and member states to promote multilateralism, ensure geographical balance, and enhance the participation of women and youth in CTBTO activities, contributing to the common goal of a world free from nuclear weapon tests.
