Vietnam submits instrument of Ratification for Hanoi Convention against Cybercrime at the United Nations

WVR - On the afternoon of April 17 (local time), at the United Nations Headquarters in New York, USA, Ambassador Do Hung Viet, Head of the Permanent Mission of Vietnam to the United Nations (UN), submitted the Instrument of Ratification for the Hanoi Convention against Cybercrime at the UN Office of Legal Affairs (OLA).

The submission procedure was conducted following the decision by General Secretary and President To Lam to ratify the Convention on April 7, 2026, making Vietnam the first country in Southeast Asia and the third in the world to ratify this Convention.

At the ceremony, representatives from the UN Office of Legal Affairs received Vietnam's Instrument of Ratification in the presence of the Head of the UN Office on Drugs and Crime (UNODC) in New York.

During the submission, Ambassador Do Hung Viet emphasized that hosting the Signing Ceremony in Hanoi and being among the first three countries to ratify the Convention reflects Vietnam's proactive and substantial contribution to the process of bringing the UN Cybercrime Convention into effect and implementation, thereby enhancing international dialogue and cooperation in combating cybercrime and strengthening global cybersecurity.

The Ambassador and Head of the Vietnamese delegation expressed hope that the Hanoi Convention will be swiftly ratified by many countries, transforming commitments into actions. Through this legal framework, it aims to further promote cooperation among nations in addressing the challenges of cybercrime, for stability, sustainable development, and the protection and promotion of common prosperity for all people.

Previously, in October 2025, as the host country, Vietnam successfully coordinated with the UN to organize the Signing Ceremony of the Convention and a high-level conference in Hanoi under the theme “Combating Cybercrime – Sharing Responsibility – Looking to the Future”, attracting participation from state leaders, government officials, and high-level representatives from over 110 countries and international organizations.

The event was a significant success, marking a new milestone in international cooperation on cybersecurity, while affirming Vietnam's position and prestige on the international stage.

The Hanoi Convention against Cybercrime is the first international legal document adopted by the UN to create a global, unified, and legally binding framework for the prevention, investigation, and handling of cybercrime.

The Convention includes provisions on the criminalization of cyberattacks, protection of critical information infrastructure, mechanisms for data sharing and electronic evidence, extradition, judicial assistance, and technical cooperation. Additionally, the document emphasizes the need to balance cybersecurity with the protection of human rights, privacy, and national sovereignty.
