During the meeting, the General Secretary and President welcomed Minister Rajnath Singh's visit, emphasizing that the visit concretizes the recently agreed-upon enhanced Comprehensive Strategic Partnership between the two countries. The General Secretary and President once again expressed gratitude to the Indian leaders and people for the warm and respectful reception during his recent state visit to India, expressing satisfaction with the substantial results achieved, which contribute to advancing the bilateral relationship into a new phase under the spirit of “shared vision, strategic convergence, and practical cooperation.”

General Secretary and President To Lam affirmed that Vietnam highly values India's role and contributions to the peace, stability, and development of the region; always considers India as one of its foremost important partners, supports India in continuing to play a larger role in the region and the world; supports and is ready to actively participate in India's global initiatives and act as a bridge to help India enhance cooperation with the region, thereby contributing to building a peaceful, stable environment that upholds international law.

The General Secretary and President emphasized that Vietnam and India have a traditional friendship and high political trust; the agreement to elevate their relationship to an enhanced Comprehensive Strategic Partnership is significant in strengthening political trust and opening up opportunities for extensive cooperation in various fields; suggested that both sides continue to enhance high-level and other exchanges, promote trade and investment cooperation; expand cooperation in science and technology, and strengthen connectivity and people-to-people exchanges between the two countries.

The General Secretary and President appreciated the outcomes of the discussions between Minister Rajnath Singh and Deputy Prime Minister, Defense Minister Phan Van Giang; as well as the practical cooperation results between the two Ministries of Defense in recent times; suggested that both sides continue to fully and effectively implement the signed cooperation documents, bringing defense cooperation between the two countries to greater depth.

Minister Rajnath Singh expressed his honour to visit Vietnam on the occasion of President Ho Chi Minh's birthday and his admiration for him; noted that the visit takes place right after the state visit to India by General Secretary and President To Lam, reflecting the strong desire and commitment of the Indian Government to implement high-level agreements and promote bilateral relations.

The Minister stated that India's senior leadership and public, as well as media, were very impressed with the outcomes of the General Secretary and President's visit; affirmed that the visit holds special significance, opening a new chapter of extensive, strategic cooperation in bilateral relations.

The Minister affirmed that Vietnam is one of the most important partners in India's "Act East" policy and its strategies for developing relations with the region; highly valued Vietnam's role, position, and proactive contributions in promoting regional cooperation; confirmed that India will continue to promote defense cooperation between the two countries, expand high-quality human resource training cooperation programs; committed to closely coordinating with Vietnam to complete ongoing cooperation projects within the framework of existing defense credit and support packages, and consider providing new support packages suitable to each side's needs and capabilities. The Minister also agreed to continue coordinating with relevant Indian ministries and sectors to further promote scientific and technological cooperation, and enhance aviation and maritime connectivity between the two countries.

General Secretary and President and the Indian Defense Minister emphasized that Vietnam and India share a common vision on global and regional issues; will continue to maintain delegation exchanges, promote dialogue mechanisms between the two countries, including the consultation mechanism between the two Ministries of Defense, enhance information sharing, coordinate positions on regional and international issues, and at multilateral forums, especially mechanisms led by ASEAN, such as the ASEAN Defense Ministers' Meeting Plus (ADMM ).

General Secretary and President To Lam expressed confidence that with the determination of the leaders of both countries, Vietnam-India relations will enter a new era, benefiting the people of both nations and contributing to peace, stability, cooperation, and development in the region and the world.
