On May 15, within the framework of the visit to DPRK to announce the results of the 14th National Congress of the Communist Party of Vietnam, the Special Envoy of General Secretary, President To Lam, Member of the Politburo, Foreign Minister Le Hoai Trung,, met with Jo Yong Won, Chairman of the Standing Committee of the Supreme People's Assembly and Chairman of the Supreme People's Assembly of the Democratic People's Republic of Korea.
Welcoming the Special Envoy of General Secretary, President To Lam and the Vietnamese delegation, the host said the visit takes place at a special time when the traditional friendship between the two countries has entered a new stage of development. It demonstrates the determination of both countries’ Party and State leaders to promote bilateral relations in line with the agreement reached by the countries’ high-ranking leaders in Pyongyang in October 2025.

Jo Yong Won congratulated the success of the 14th National Congress of the Communist Party of Vietnam; affirmed that election of To Lam being elected as Party General Secretary and President reflects the high trust of the Party, State, and People of Vietnam put in him; expressed confidence that under the leadership of the Communist Party of Vietnam, headed by General Secretary, President To Lam, Vietnam will successfully achieve the strategic goals set out at the 14th Party Congress.
Special Envoy Le Hoai Trung conveyed the message of General Secretary, President To Lam to General Secretary, Chairman of the State Affairs Commission Kim Jong Un, emphasizing that the 14th National Congress of the Communist Party of Vietnam has fulfilled its great historical responsibility, deeply summarizing the practical experience of Vietnam's revolution after 40 years of Doi Moi (renewal), setting forth major goals, directions, and strategic orientations for the future and destiny of the Vietnamese nation in the new era of development. The event stressed the determination to build a peaceful, independent, democratic, strong, prosperous, civilized, and happy Vietnam, that steadily advances towards socialism; as well as the steadfast and consistent implementation of the foreign policy of independence, self-reliance, self-strengthening, peace, friendship, cooperation and development, and multilateralisation and diversification of external relations.
Basing on the major orientations in the message from General Secretary and President Lam, he affirmed that the Party, State, and people of Vietnam always wish to unceasingly develop the Vietnam – DPRK relationship in a substantive and effective manner, in line with the shared aspirations of the two peoples, thereby contributing to peace, stability, cooperation, and development in the region and the world.

At the meeting, Jo Yong Won emphasized the steadfast position of the DPRK Party and State to expand and develop the traditional, long-standing friendly relations between the two countries in all fields of politics, economy, culture, etc., according to the spirit of the agreement reached by the high-level leaders of the two countries in Pyongyang in October 2025.
He voiced his hope that both sides will exert efforts to consolidate political trust, foster cooperation in all aspects, and sustainably develop bilateral ties.
Earlier, the Special Envoy of General Secretary, President To Lam, Member of the Politburo, Minister of Foreign Affairs, worked with Member of the Politburo, Secretary of the Central Committee, Head of the International Department of the Workers' Party of Korea Kim Song Nam and held talks with Member of the Politburo, Minister of Foreign Affairs of North Korea Choe Son Hui.
