WVR - On the afternoon of May 12, in Hanoi, General Secretary, President To Lam received a visiting delegation from Laos' Vientiane capital, led by Athsaphangthong Siphandone, member of the Lao People’s Revolutionary Party Central Committee, Secretary of the Vientiane Party Committee and Chairman of the municipal People’s Council.

General Secretary, President To Lam highly appreciated the visit following the successful organization of significant political events by both Parties and countries, such as the Party Congresses, elections of National Assembly deputies, and People's Councils at all levels for the new term, and the completion of leadership appointments from central to local levels.

General Secretary, President To Lam extended warm regards to General Secretary, President Thongloun Sisoulith, Prime Minister Sonexay Siphandone, National Assembly Chairman Saysomphone Phomvihane, veteran revolutionaries, and former leaders of the Party and State of Laos. He congratulated the significant achievements of the Party, government, and people of Vientiane Capital in recent times. He affirmed that the Party and State of Vietnam consistently prioritize the unique and great friendship between Vietnam and Laos, strongly supporting Laos' renovation and international integration efforts, and are ready to provide maximum support to the Party, State, and people of Laos, sharing experiences to overcome difficulties and challenges together, and wished the delegation a successful visit.

Assessing the bilateral relations, General Secretary, President To Lam emphasized that cooperation between localities, especially between Hanoi and Vientiane, plays a crucial role as pioneering leaders in effectively implementing the Party's foreign policy, connecting politics with development, and aligning strategy with concrete actions.

In the context of complex and unpredictable global and regional developments, especially as 2026 marks the start of a new cooperation phase between the two countries, General Secretary, President To Lam stressed the need for both countries to elevate cooperation towards substantive, effective, and sustainable ties, closely linking political cooperation with socio-economic development, and fostering connections between the people of both countries and capitals.

On this basis, General Secretary, President To Lam proposed that, as the capitals of both countries, Hanoi and Vientiane should lead and set an example in local cooperation; deepen and enhance the effectiveness of bilateral cooperation. In the spirit of "comradeship and brotherhood", Hanoi should clearly define its responsibility to closely coordinate with Vientiane, enhance information exchange, share experiences, and support each other in all fields. The goal is mutual development, capacity enhancement, and further strengthening the special Vietnam-Laos relationship.

General Secretary, President emphasized that entering the new phase, both sides need to seriously and effectively implement the signed cooperation agreements. The agencies of the two capitals need to be more proactive and decisive; concretize with practical, focused programs and projects, with specific products. They should review, expedite, and resolve difficulties to accelerate the implementation of committed contents, focusing on practical fields such as: economy, science and technology, education and training, healthcare, poverty reduction... ensuring substantive and effective outcomes.

General Secretary, President To Lam is confident that with a solid foundation and high political determination, the Hanoi-Vientiane relationship will continue to develop strongly, contributing practically to the development of each locality, while further deepening the great friendship and special solidarity between Vietnam and Laos.

Speaking at the meeting, Secretary of the Party Committee, Chairman of the People's Council of Vientiane Capital Athsaphangthong Siphandone sincerely thanked General Secretary, President To Lam for taking the time to meet the delegation; expressed gratitude for the good wishes, attention, and support from General Secretary, President for the country and people of Laos in general, and the Party, government, and people of Vientiane Capital in particular.

He affirmed that the Vientiane Party Committee will continue to promote the good tradition, closely coordinate with Vietnamese localities in effectively implementing high-level agreements and signed memorandums of understanding, contributing to the ever-stronger development of the special Vietnam-Laos relationship.
