Quang Ninh joins the wave of innovation, providing efective and substantive long-term support to foreign investors

WVR - On the morning of November 24, within the framework of the Vietnam-Japan Local Cooperation Forum taking place from November 23-26, the People's Committee of Quang Ninh Province organized an investment promotion conference on the development of science and technology, innovation, and digital transformation under the theme 'Converging Potential - Innovation - Spreading Success', at the FLC Ha Long International Convention Centre.

The conference aims to implement Resolution No. 57-NQ/TW dated December 22, 2024, of the Politburo; Resolution No. 71/NQ-CP dated April 1, 2025, of the Government amending and updating the Government's Action Program to implement Resolution No. 57-NQ/TW of the Politburo; Action Plan No. 538-KH/TU dated May 19, 2025, of the Provincial Party Standing Committee to implement Resolution No. 57-NQ/TW of the Politburo; Work Program No. 02-CTr/BCĐ dated June 12, 2025, of the Steering Committee on the development of science, technology, innovation, and digital transformation in Quang Ninh Province.

The program was attended by Mr. Vu Hai Quan, Member of the Party Central Committee, Permanent Deputy Minister of Science and Technology; Mr. Bui Van Khang, Deputy Secretary of the Quang Ninh Provincial Party Committee, Chairman of the People's Committee of Quang Ninh Province; Mr. Pham Quang Hieu, Vietnamese Ambassador to Japan; Mr. Nguyen Quang Vinh, Vice President of the Vietnam Chamber of Commerce and Industry (VCCI); along with about 450 delegates from central agencies, Quang Ninh Province, embassies in Vietnam, many international organizations, leading domestic and international businesses, and media outlets.

The conference focused intensively on the fields of science, technology, innovation, and digital transformation, covering potential areas such as: Digital technology (AI, IoT, Blockchain, Big Data); high technology in manufacturing and supporting industries; renewable energy (offshore wind power, solar energy); smart aquaculture and fisheries; smart tourism; smart logistics and border gates...

This is an opportunity for Quang Ninh to enhance exchanges, meet and convey to agencies, organizations, businesses, and investors the image of the province as an attractive, safe, and friendly investment destination...

In his opening remarks, Mr. Bui Van Khang, Deputy Secretary of the Quang Ninh Provincial Party Committee, Chairman of the People's Committee of Quang Ninh Province, emphasized that the investment promotion conference on the development of science and technology, innovation, and digital transformation with the theme "Converging Potential - Innovation - Spreading Success" is a significant event. It aims to invite large technology corporations, businesses, and investors, as well as research organizations both domestically and internationally, to invest in digital technology, high technology in manufacturing, agriculture, tourism, logistics...

According to him, Quang Ninh is one of the leading localities in the country in terms of administrative reform quality and improving the investment and business environment. In recent years, Quang Ninh has consistently ranked among the top 5 provinces and cities with the best investment and business environment in the country.

The province has also mobilized many resources to develop a synchronized and modern transportation infrastructure, connecting inter-regionally and internationally; notably, the expressway system connecting Hanoi-Hai Phong-Ha Long-Van Don-Mong Cai stretches 176km, accounting for 1/10 of the total expressway kilometers in the country. The international seaport system and inland waterway ports have connected with airports to create development space, laying the foundation for regional, intra-regional, and international cooperation for the province.

Additionally, the Chairman of the People's Committee of Quang Ninh Province stated that since the beginning of 2025, the Politburo has issued many strategic resolutions such as: Resolution 57 on breakthroughs in the development of science, technology, innovation, and national digital transformation, Resolution 68 on private economic development. Implementing these resolutions, Quang Ninh has identified breakthroughs in science, technology, innovation, digital transformation, and private economic development as the main drivers for development. Therefore, the province has approved a plan to reorganize the development space for the period 2021-2030, with a vision to 2050 to become a large urban area of regional and international stature.

"Quang Ninh Province is committed to continuing to effectively and substantially accompany businesses and investors for the long term; creating the best favorable conditions for businesses to research, propose, and implement many projects applying science and technology, innovation, and digital transformation; creating high value-added products and services linked to the global value chain; promoting the development of a green economy, digital economy, sharing economy, circular economy...", Mr. Bui Van Khang affirmed.

For his part, Mr. Vu Hai Quan, Member of the Party Central Committee, Permanent Deputy Minister of Science and Technology, highly appreciated the conference, stating that it is a particularly significant event, reflecting the deep interest of the Provincial Party Committee and the People's Committee of the province in the fields of science, technology, innovation, and digital transformation.

Mr. Vu Hai Quan noted that in the past period, the Party, National Assembly, and Government have issued many important decisions reflecting a strategic vision for the development of science and technology. The Law on Science and Technology, Innovation 2025, for the first time, places "innovation" on par with "science and technology", completing the legal framework for finance, investment in the science and technology market, and promoting commercialization. Also, in this National Assembly session, the Ministry of Science and Technology is presenting 5 draft laws related to science and technology, innovation, and digital transformation, such as: the Digital Transformation Law, Digital Technology Law, Data Law...

The Permanent Deputy Minister of Science and Technology acknowledged that Quang Ninh is one of the leading localities in the country in allocating resources for science and technology activities. The province has proactively and vigorously implemented the transformation of the growth model, restructuring the economy from "brown" to "green", shifting to a depth based on knowledge, technology, and labor productivity.

The contribution rate of total factor productivity (TFP) to the province's GRDP growth increased from 43.48% in 2021 to 50.64% in 2023. In 2024, it continues to maintain a figure above 50%. The local innovation index (PII) in 2023 rose to third place nationwide. Notably, administrative reform linked with digital transformation has shown clear effectiveness by reducing administrative procedure resolution time by 30-40% for citizens and businesses.

"In the recent digital transformation day organized by the Ministry of Science and Technology, our province also ranked very high on the DTI (digital transformation index) ranking. Especially, Ha Long City was honored by the Ministry of Science and Technology for the people's movement in digital transformation," Mr. Vu Hai Quan emphasized.

On this basis, he proposed several solutions for Quang Ninh Province to enhance science and technology activities such as: First, continue to improve mechanisms and realize the goals of Resolution 52, focusing on digital economic development, promoting public-private partnership mechanisms to mobilize investment resources for science and technology, innovation, and digital transformation.

Second, have outstanding policies to attract talent, develop universities in the province, considering human resources as one of the most important factors to attract investment.

Third, strengthen the capacity to connect financial technology and develop a modern science and technology, innovation market.

Fourth, promote the development of an innovation ecosystem, digital transformation, and digital economy, focusing on areas: Developing the Quang Ninh Innovation Center towards national and international connectivity; researching the formation of a high-tech zone in Quang Ninh associated with the production of high-tech products, marine technology, green energy, biotechnology, semiconductor technology, new material technology; accelerating the completion of the digital technology zone in Tuan Chau, integrating data centers, AI centers, government, business, and community areas.

And fifth, promote comprehensive digital transformation, applying AI in production, services, urban management.

Additionally, Vietnamese Ambassador to Japan Pham Quang Hieu affirmed that today's conference is a strategically significant forum, demonstrating the vision and strong determination of Quang Ninh Province in promoting science and technology, innovation, and digital transformation - important pillars in the province's growth and socio-economic development model specifically, as well as Vietnam's in general.

According to him, it can be affirmed that Vietnam-Japan relations are at their best development stage in over 50 years, with high political trust. Japan continues to be a leading economic partner of Vietnam: ranking first in ODA, second in labor, third in investment, and fourth in trade and tourism for Vietnam. Cooperation in science and technology, innovation, and digital transformation are new drivers in the bilateral relationship. The two countries identified in November 2023 to upgrade their relationship to a Comprehensive Strategic Partnership for peace and prosperity in Asia and the world.

Currently, Japan is making strategic moves, strongly promoting science and technology, increasingly investing in Vietnam in high-quality technology, semiconductors, AI, clean energy, smart cities... Meanwhile, Vietnamese businesses are also actively and increasingly expanding their business activities to Japan. In the context that both countries recognize science and technology, digital transformation as an inevitable trend and one of the key drivers for the prosperous development of both nations, the two sides are truly complementary partners for each other.

Ambassador Pham Quang Hieu stated that, on another aspect, two years after the two countries upgraded to a Comprehensive Strategic Partnership, cooperation between localities of the two countries is becoming a highlight, a practical and effective cooperation channel that is of interest to leaders at all levels. Currently, more than 110 cooperation documents have been signed between the localities of the two countries. This number reflects the close ties and special interest of the localities. Additionally, currently, local cooperation between the two countries is also expanding into many contemporary fields such as digital transformation, green economy, renewable energy, technology, innovation...

"I believe that Japan is a partner with much experience and superior technology, a leading reliable partner, and very suitable for Quang Ninh Province to cooperate with in the long term. In fact, I also highly appreciate Quang Ninh Province for establishing and expanding practical cooperation with many Japanese localities such as Hokkaido, Shiga, Tottori - localities with strengths in high-tech agriculture, environmental management, modern tourism that our province can take advantage of," the Ambassador pointed out.

Therefore, in the context of Vietnam promoting science and technology, Japan restructuring supply chains, Ambassador Pham Quang Hieu proposed several cooperation directions such as:

First, continue to attract high-tech investment from Japan, focusing on areas where Japan has strengths and Quang Ninh has significant demand such as semiconductors, electronic circuits, AI, Big Data, automotive industry, environmental industry, seaports, clean energy...

Second, promote the construction of a Quang Ninh-Japan cooperation model on digital transformation, focusing on smart governance solutions, developing smart cities, digital infrastructure, digital transformation in tourism, e-commerce of OCOP products, especially connecting universities and research institutes in Japan.

Third, connect Quang Ninh businesses with Japanese businesses in the field of information technology. Currently, the Vietnamese Embassy in Japan is also accompanying, supporting, and promoting the association of Vietnamese information technology businesses in Japan. This is a significant resource to support the digital transformation efforts of domestic agencies, including Quang Ninh Province.

Also within the framework of the conference, there was a session for granting investment approval certificates, investment registration certificates, and Memorandums of Understanding (MOUs) for investment cooperation projects between Quang Ninh and domestic and international partner enterprises.

The conference took place in a professional, quality, substantial, and effective atmosphere, conveying the potentials, strengths, investment and business environment, investment attraction orientation, and investment incentive policies of Quang Ninh Province to businesses and investors. At the same time, it is an opportunity to promote cooperation, connect knowledge, share experiences, technology, and resources in the development of science and technology, innovation, digital transformation, and sustainable growth.
