Phu Tho strives to enhance business environment on the Northern Investment Map

WVR - Amidst global economic fluctuations, Phu Tho is increasingly asserting its position on the northern investment map. This reflects the province's efforts to improve the investment environment, create favourable conditions for business development, and enhance public service quality, aiming for comprehensive and sustainable growth.

Aiming for the goal of “Service-Oriented - Innovative - Action-Oriented Government”, Phu Tho province has been striving to build an efficient and transparent government, centering on citizens and businesses. The province identifies the significant improvement of the business investment environment as a key factor to generate new growth momentum.

Removing obstacles for businesses

Phu Tho has proactively reviewed and proposed the elimination of numerous unnecessary business conditions and overlapping, outdated regulations. These are barriers and bottlenecks for the development of businesses operating in the province.

The province quickly issued an Implementation Plan for Resolution No. 68-NQ/TW of the Politburo on private economic development, with key targets to reduce administrative procedure processing time by at least 30%, legal compliance costs by 30%, and business conditions by 30%.

Additionally, the province has established special task forces focusing on various sectors, from land and construction to the environment, to identify difficulties and propose solutions. Land use plans are made public and transparent, facilitating businesses' access to land resources. Notably, the province commits to supporting enterprises in land clearance – one of the most challenging phases in project implementation.

Phu Tho has also developed a “Dialogue with Businesses” section on the province’s and departments' electronic portals. This section has become a channel for quickly and effectively addressing the concerns and recommendations of the business community. Management methods have been modernized, promoting remote and online inspections, minimizing inconvenience, and allowing businesses to focus on production and business activities.

The province is also witnessing a significant transformation in administrative reform. Following the merger of Phu Tho, Vinh Phuc, and Hoa Binh, the new Phu Tho focuses on building an efficient and transparent government through institutional improvement, streamlining the apparatus, promoting administrative reform, and digitizing the administrative system. Measures include establishing clear resource allocation mechanisms, arranging suitable civil servants, developing digital infrastructure, and enhancing state management capacity to better serve the public.

Evidence shows that the new model of administrative procedure information systems in Phu Tho has achieved outstanding efficiency. With 2,201 administrative procedures made public and transparent, the system has become an effective interaction channel between the government and citizens, businesses.

The rate of online application submissions reached 84.88%, placing Phu Tho 12th out of 34 provinces and cities, along with 100% of district and commune one-stop-shop units implementing digital file systems, clear indicators of the success of digital transformation in public administration.

Moreover, the province actively implements Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology, and national digital transformation.

The province issued Action Program No. 02-CTr/TU, reflecting its long-term vision towards a smart, interconnected, and synchronized administration, not only reducing procedural burdens for businesses but also providing data and information to support business decision-making processes.

The proactive, positive, and scientific implementation process has enabled Phu Tho's government at all levels to quickly adapt to new tasks, creating an important foundation for a stable, synchronized, and efficient operational apparatus.

An attractive, safe, and potential destination

The aforementioned efforts of Phu Tho's government have yielded significant achievements. In the first nine months of 2025, the province attracted USD 912.5 million in foreign direct investment (FDI), up 39% year-on-year, reaching 86.2% of the annual target. Phu Tho is becoming an attractive, safe, and potential destination for investors, especially in high-tech fields such as computer manufacturing and electronic components.

Domestic investment (DDI) has also surged into the province in the first nine months of this year, with an impressive growth of VND 62.3 trillion, nearly tripling compared to the same period in 2024, reaching 72.2% of the annual target. Major domestic enterprises and corporations have also turned their attention to Phu Tho and are ready to invest and develop in the province.

The significant improvement in the business investment environment has revitalized Phu Tho's private economic sector. In nine months, 3,800 new businesses were registered, up 62.5% year-on-year, raising the total number of businesses in the area to 40,900. Additionally, 820 businesses resumed operations – a highly positive signal, affirming market confidence and the vibrant vitality of the business community.

Building on this momentum, Phu Tho will continue to enhance the business environment, review and complete policy mechanisms, ensuring consistency and stability to achieve double-digit economic growth. The province will address resource bottlenecks, especially in land clearance, land rental pricing, construction material supply, and handling delayed urban projects.

Investment promotion activities will be implemented with focus and precision, targeting strategic partners from developed countries, prioritizing high-tech, foundational, and “green” technology projects. Accelerating public investment disbursement, developing high-quality human resources linked with innovation, and strengthening resource and environmental management are also prioritized by Phu Tho to ensure sustainable development.

Furthermore, Phu Tho continues to build an attractive investment environment, with the motto “considering business success as local success”, continuously innovating management thinking, shifting from “management” to “service”, and placing investor satisfaction as a measure of governance quality. Additionally, speeding up the digitization of procedures, applying an effective interconnected work resolution model, and proactively addressing investor difficulties from the initial site survey phase are emphasized.

With all the elements for a breakthrough, the land of the Hung Kings will rise to become an attractive investment destination in the northern region, where investors can fully trust and collaborate for sustainable development.
