During the meeting, General Secretary congratulated Ambassador Marc Knapper on successfully completing his term in Vietnam and highly appreciated the Ambassador's significant contributions to the positive development of the Vietnam-U.S. Comprehensive Strategic Partnership. The General Secretary welcomed the outstanding achievements the two countries have made in various fields, from political-diplomatic, economic-trade, defense-security, war legacy resolution, to science-technology. He emphasized Vietnam's readiness to further deepen cooperation with the U.S., including the signing of a reciprocal, fair, and balanced trade agreement.
The General Secretary affirmed Vietnam's consistent foreign policy of independence, self-reliance, cooperation, and development, diversifying and multilateralizing foreign relations. He reiterated Vietnam's "four no's" defense policy. Vietnam always values its relationship with the U.S. and wishes to continue working closely with the U.S. government to further deepen bilateral relations based on mutual respect for independence, sovereignty, territorial integrity, and each other's political systems, contributing positively to peace, stability, cooperation, and development in the region and the world.
On this occasion, General Secretary To Lam was pleased to share with Ambassador Knapper some of Vietnam's outstanding achievements since the 13th Party Congress, especially the remarkable progress recognized globally, such as innovative policies and scientific-technological development. The upcoming 14th Congress will mark a new phase of development for peace, independence, democracy, and prosperity.

On regional and international issues of mutual concern, General Secretary To Lam emphasized the need to adhere to the United Nations Charter and international law, resolving disputes through dialogue and other peaceful means. Regarding regional situations, the General Secretary urged the U.S. to continue supporting the maintenance of peace, stability, security, safety, and freedom of navigation and overflight in the region in accordance with international law, particularly the United Nations Convention on the Law of the Sea (UNCLOS 1982). He stated that the activities of parties in the South China Sea should contribute to this common goal.
The General Secretary expressed confidence that, regardless of his future position, Ambassador Marc Knapper will continue to support the advancement of Vietnam-U.S. relations and contribute to achieving new milestones in the bilateral relationship.
For his part, Ambassador Marc Knapper sincerely thanked the Party, State leaders, and the people of Vietnam for their support, which enabled him to successfully complete his term. The Ambassador congratulated Vietnam on its outstanding achievements, including stable economic growth, improved living standards, and enhanced international standing and reputation.
Ambassador Knapper expressed pride in participating in major events in the bilateral relationship, notably the elevation of the relationship to a Comprehensive Strategic Partnership in September 2023, and the significant activities commemorating the 30th anniversary of Vietnam-U.S. diplomatic relations. The Ambassador affirmed that in any capacity, he will strive to foster the development of bilateral relations, contributing practically to peace, stability, cooperation, and prosperity in the region and the world.
