Welcoming Mr. A. Volfovich and his delegation, General Secretary To Lam affirmed that Vietnam always values and seeks to continuously enhance its traditional friendship and multifaceted cooperation with Belarus. He recalled the positive impressions from his substantive and effective talks with President A. Lukashenko during his visit to Belarus last May. He requested Mr. A. Volfovich to convey sincere thanks to the Belarusian President for his messages of sympathy and condolences to the Vietnamese people affected by typhoons No. 10 and 14.
General Secretary To Lam emphasized that the relationship between the two countries has been tested over time, enduring many historical ups and downs, and is based on political trust, serving as a foundation for further multifaceted cooperation in the future.
The task of the relevant agencies in both countries is to actively implement high-level commitments and agreements, enriching the strategic partnership through specific cooperative projects in areas where both sides have potential, strengths, and needs, such as economy-trade, defense-security, science-technology, education-training, culture, tourism, people-to-people exchanges, as well as new fields like AI, blockchain, cybersecurity... for the benefit of the peoples of both countries, contributing to peace, cooperation, and development in the region and the world.
Regarding security cooperation, the General Secretary welcomed the efforts of the relevant agencies in both countries in promoting cooperation in this important field, in line with the agreements between the two sides, consistent with each country's laws and international law, effectively addressing both traditional and non-traditional security threats, and making practical contributions to the development of each country.
On bilateral relations in other fields, General Secretary To Lam expressed joy over the positive cooperation results in recent times, including the launch of the direct flight route Minsk - Phu Quoc on October 12, 2025, and the significant increase in trade turnover in the first nine months of the year compared to the same period in 2024.
The two sides cannot be satisfied with trade turnover at the level of hundreds of millions of USD but need to continue to leverage potential and opportunities, constantly promoting product introduction and import-export activities so that the people of both countries can know and use each other's famous products, thereby further increasing bilateral trade turnover.
The General Secretary appreciated the exchange of delegations between the two countries at various levels and channels in recent times, demonstrating the trustworthy and close cooperation between the two nations. Following the General Secretary's visit to Belarus, the Chairman of the House of Representatives of the Belarusian Parliament attended the 80th Anniversary of the August Revolution and National Day on September 2, and the Belarusian Minister of Internal Affairs attended the signing ceremony of the Hanoi Convention at the end of October.
The Belarus Security Council Secretary conveyed to General Secretary To Lam the sincere greetings and inquiries from President A. Lukashenko, reported on the results of discussions with the Minister of Public Security and other exchanges and meetings with various agencies and organizations, and expressed gratitude for the warm and respectful reception from the Vietnamese side.
Security Council Secretary A. Volfovich congratulated Vietnam under the leadership of the Communist Party of Vietnam, headed by General Secretary To Lam, on achieving many accomplishments in national construction and development, enhancing Vietnam's position on the international stage. He affirmed that the heroic, patriotic, diligent, and creative Vietnamese people will continue to overcome all difficulties and challenges, successfully achieving the set development goals, making Vietnam a prosperous and powerful country in the region and the world.
Mr. A. Volfovich thanked the General Secretary for his constant attention, guidance, and specific contributions to the bilateral relationship. He noted that establishing a Strategic Partnership during the General Secretary's visit to Belarus marks a significant development in bilateral relations, creating momentum and leverage for further cooperation in all fields. He affirmed that Belarus considers Vietnam one of its important and reliable partners in the Asia-Pacific and Southeast Asia regions and agreed to promote areas of cooperation where both sides have potential and strengths, as pointed out by General Secretary To Lam.
Mr. A. Volfovich confirmed that the Belarus Security Council will actively contribute to implementing the agreements between the high-level leaders of both countries, helping to deepen the Vietnam-Belarus Strategic Partnership and bring about practical benefits.
On this occasion, the General Secretary also requested Mr. A. Volfovich to convey greetings and inquiries to President A. Lukashenko and other Belarusian leaders, inviting the President to visit Vietnam at a suitable time.
