On the afternoon of December 1, General Secretary To Lam met with Lao Prime Minister Sonexay Siphandone during his first official visit to Laos as General Secretary of the Central Committee of the Communist Party of Vietnam.

Lao Prime Minister Sonexay Siphandone was pleased to meet General Secretary To Lam again and highly appreciated the state visit of the General Secretary, his spouse, and the high-level Vietnamese delegation. He emphasized that the presence of General Secretary To Lam and the high-level delegation of the Party and State of Vietnam contributed significantly to the success of the 50th National Day of Laos.

The Lao Prime Minister congratulated the General Secretary on receiving the Gold Medal, a prestigious award from the Lao Party and State recognizing his contributions to the relations between the two Parties and countries. He also congratulated Vietnam on its achievements under the wise leadership of the Communist Party of Vietnam over the past 95 years, which serve as a great inspiration for Laos in its development process.

The Head of the Lao Government congratulated Vietnam on successfully organizing major multilateral foreign affairs activities in 2025, including the ASEAN Future Forum (AFF), the Partnering for Green Growth and the Global Goals (P4G) Summit, and the opening ceremony of the UN Cybercrime Convention.

Prime Minister Sonexay Siphandone expressed deep sympathy to the Party, State, and people of Vietnam for the losses in lives and property caused by recent storms and floods. He confidently believed that the affected people would soon overcome difficulties and stabilize their lives.

The Lao Prime Minister thanked General Secretary To Lam for his constant attention and close guidance to the Vietnamese Government in coordinating with Laos to implement high-level agreements, especially in economic cooperation. He affirmed that he would direct ministries, sectors, localities, and relevant agencies to actively address the issues faced by Vietnamese businesses, creating more favorable conditions for those investing in Laos, while also connecting and improving the investment environment to encourage major Vietnamese corporations to expand their investments in Laos.

General Secretary To Lam warmly congratulated the significant achievements in the socio-economic development of the Lao people and country. He expressed confidence that under the wise leadership of the Lao People's Revolutionary Party and the decisive governance of the Government, along with the spirit of solidarity and close coordination at all levels, Laos would overcome difficulties, develop strongly, successfully organize the 12th National Congress of the Lao People's Revolutionary Party, and build a peaceful, independent, democratic, unified, and prosperous Laos.

The General Secretary affirmed that Vietnam always prioritizes strengthening the great friendship, special solidarity, and comprehensive cooperation with Laos. The efforts to consolidate political trust, resolve outstanding projects, and find new directions for each cooperation field, focusing on the people's interests, and closely coordinating to ensure security, safety, and political and social stability in each country reflect the profound common understanding from central leadership to ministries, sectors, and localities about the unique relationship between Laos and Vietnam.

Both sides need to promote more practical and effective economic cooperation, becoming a true pillar in the comprehensive cooperation between Vietnam and Laos.

The General Secretary shared with the Lao Prime Minister the results of his talks with General Secretary and President Thongloun Sisoulith, agreeing on very important contents for the bilateral relationship in the new development era, including strategic linkage. He suggested that the two Prime Ministers continue to direct their countries' agencies to closely coordinate and actively implement the commitments and agreements of the high-level leaders of both countries.

Both sides appreciated the efforts of the relevant ministries and sectors of both countries in coordinating and promoting the completion of several significant projects during this visit, such as the inauguration of the Vietnam-Laos Friendship Park in Vientiane and the inauguration of the Friendship Hospital in Houaphan Province.

The General Secretary proposed that the two countries continue to consolidate political trust, maintain high-level exchanges and contacts across all channels, and organize the 48th session of the Vietnam-Laos Intergovernmental Committee immediately after the high-level meeting of the two Parties on December 2 to implement the results of the high-level talks and agreements between the two countries. This includes strategic linkage, development vision linkage, spatial and infrastructure linkage, economic corridors, logistics, energy, and green transition.

Both sides need to promote more practical and effective economic cooperation, becoming a true pillar in the comprehensive cooperation between Vietnam and Laos. They should continue to implement key cooperation projects, ensure progress, and promote connectivity projects, especially in transportation and energy, striving to achieve a trade growth target of 5 billion USD, aiming for 10 billion USD in the coming years.

With defense-security cooperation as a pillar field, rooted in the natural factors of the neighboring countries with shared mountains and rivers and common goals and interests in building a peaceful and stable country, the General Secretary suggested that both sides strengthen this pillar cooperation, maintain political-social stability, and effectively manage border affairs.

The General Secretary affirmed that Vietnam always values supporting Laos in improving the quality of its human resources and will continue to prioritize training cadres, especially strategic-level leaders and key managers at all levels, to form a team of cadres with full capacity and deep understanding of the special Vietnam-Laos solidarity relationship.

The head of the Communist Party of Vietnam suggested that both sides coordinate to enhance the promotion and education of the traditional special solidarity relationship between Vietnam and Laos, especially for the younger generation. They should also strengthen cooperation between localities, especially key provinces in security and economic matters with both countries, and border localities.

On this occasion, General Secretary To Lam proposed that both sides enhance information sharing, closely coordinate, and support each other at international and regional forums and sub-regional mechanisms. They should deepen the cooperation and integration process of the ASEAN Community, strengthen ASEAN's solidarity and central role, and maintain a common ASEAN voice on strategic regional issues.
