Operational efficiency of Hanoi City authorities enhanced at all levels

Admission of 8,051 out of 9,810 Party members
According to the assessment of the Steering Committee of Program 01-CTr/TU of Hanoi municipal Party Committee, in the first 9 months of 2023, the leadership capacity of Executive Committees and the operational effectiveness and efficiency of Hanoi City authorities at all levels has been upgraded. The role of the Fatherland Front and socio-political organizations is increasingly being promoted and operating practically.
In addition, supervision work has been strengthened, creating quite clear and positive changes in the performance of professional tasks by agencies and units. Hanoi has determined that it is crucial to enhance administrative discipline for officials, civil servants, public employees, and workers at the city’s agencies and units. The city also focuses on improving the PAPI and SIPAS index and maintaining the PARINDEX index.
In particular, pursuant to the content of the Program, the Steering Committee assigned 11 agencies and units of the city to carry out the implementation of 34 themes and projects. Until now, 29 out of 34 contents have been completed and the remaining 5 contents are being actively completed by the relevant agencies and submitted to the competent authorities.
In the work of building and rectifying the Party, a deep review was suggested for the collective leadership of 29 agencies, units and relevant leaders and managers. 100% of Party Committees under the Hanoi municipal Party Committee completed the organization of mid-term preliminary conferences to implement Resolutions of Party Congresses at all levels ensuring quality and progress as planned.
The work of building and consolidating the Party’s grassroot organizations continues to be promoted by Executive Committees and achieved great results. By September 15, 2023, the entire Hanoi City Party Committee had admitted 8.051 out of 9.810 Party members (reaching 82,07%), including 88 Party members who are high school students. The Committee had also organized 90 out of 69 Party organizations (reaching 130,4%), with 578 out of 454 Party members (reaching 127,6%); socio-political organizations have established 366 out of 480 organizations, with 27.409 out of 24.3200 union members. In addition, the Committee has deployed the application of two software of the Hanoi municipal Party Committee, which are “Electronic Party Member Handbook” and “Party Member Operations Management”.
Regarding the innovation, arrangement, and completion of the Party’s organizational apparatus and the political system at all levels, up to now, examinations and appointments have been conducted for 6 positions; the administrative sector conducted the examination for 76 positions in 46 units, making selection for 67 out of 76 positions (accounting for 88%), among 198 candidates and 65 positions had successful candidates. The Standing Committee of the Hanoi municipal Party Committee assigned, rotated, appointed, and sent a recruiter introduction for 91 cases.
Regarding the work of supervision and enforcement of Party discipline, the Standing Committee of the Hanoi municipal Party Committee has implemented 3 inspections as planned for 72 Party organizations and 28 Party members in the work of leadership, direction, and implementing organization following the Conclusions of inspection, supervision, and audit of the Central and City. The Party’s Executive Committees inspected 960 Party organizations and 641 Party members and also supervised 638 Party organizations and 498 Party members.
The Committee inspected when there were violation signs of 96 Party organizations and 253 Party members. Through inspection, it was concluded that 10 Party organizations and 69 Party members had violated and 2 Party organizations and 44 Party members must be disciplined. The Committee also inspected 781 Party organizations in the implementation of inspection and supervision tasks and 417 Party organizations in disciplinary enforcement work. At the same time, the Committee inspected budget revenues and expenditures of 66 Party organizations, the payment and use of party fees of 770 Party organizations and conducted specialized supervision on 575 Party organizations and 698 Party members.

Promptly resolve pressing and emerging issues at the grassroots level
Regarding the tasks of the last 3 months of 2023, the Steering Committee of Program 01-CTr/TU of Hanoi municipal Party Committee determined to continue to consolidate and build a strong grassroots party organization and political system to meet the requirements. Especially, the leadership capacity and acting abiltity of commune, ward, town party committees, village cells, and residential groups needs to be improved.
Focusing on organizing the implementation of projects and tasks on Party building organization in the 2023 work program of Hanoi municipal Party Committee, the Standing Committee of the City Party Committee and the Central Organisation Commission ensure the progress, quality and effectiveness.
In addition, the act of monitoring and guiding agencies and units to implement 5 software for the Party building organization, focusing on 2 software, which are “Electronic Party Member Handbook” and “Party Member Operations Management” needs to ensure software’s security to meet practical requirements.
Proactively implement and direct Executive Committees, Party organizations and Inspection Committees to carry out tasks to ensure the 2023 work plan. In particular, the Standing Committee of the City Party Committee focuses on directing and completing 3 inspections when there are signs of violation. The City Party Committee’s Inspection Commission and all levels regularly evaluate the local situation and promptly advise the City Party Standing Committee to immediately resolve pressing and emerging issues at the grassroots level.
Agencies and units advise to ensure the maintenance of public security in some key areas with potential public security complications. They also need to direct and monitor the results of resolving and adjudicating economic and corruption cases assigned by the Central Steering Committee on Anti-Corruption and Neglect and the Standing Committee of the City Party Committee.
