A jubilant atmosphere pervades the streets, with citizens looking forward to the Congress with faith and aspirations for the nation to enter a new era of growth.
In the early days of 2026, Hanoi's streets are adorned with the red colors of the Party flag, the national flag, and banners celebrating the 14th National Congress of the Party. A representative from the Hanoi Urban Infrastructure Management Centre (Hanoi Department of Construction) shared that the decoration of flowers, greenery, and miniatures was carried out from December 20, 2025, through the Lunar New Year of Bính Ngọ 2026.
The decoration spans a wide area, from the Ba Đình Political Center, the National Convention Center, to major roads, large intersections, parks, flower gardens, and public areas of the city...
Along with the decorations at Ba Dinh Square, the roads surrounding the National Convention Center—where the 14th National Congress of the Party will take place—Hoan Kiem Lake and gateway roads are being decorated by the city's authorities and residents.
A representative from the Hanoi Department of Culture and Sports stated that since late December 2025, the department has issued a plan to organize decoration, visual promotion, and cultural and artistic activities to celebrate the Party Congress in conjunction with the New Year and Lunar New Year of Binh Ngo (Horse) 2026.
Besides city activities, wards and communes have set up nearly 1,800 clusters of panels and 17,000 banners to welcome the Party Congress, along with thousands of panels and banners celebrating the New Year 2026 and the 96th anniversary of the Party's founding.
The meticulous preparation in decoration and promotion reflects the responsibility of the Party, government, and people of the capital towards the 14th Party Congress. Nguyen Huu Tri, Secretary of the Party Cell of Residential Group 11, Viet Hung Ward, shared: “Everyone is delighted and has high hopes for the new era of the country. Many families voluntarily hang flags and participate in decorating to celebrate the Party and the Spring, even before being notified by the residential group.”
The Hanoi Urban Environment Company Limited (Urenco Hanoi) has mobilized all staff and workers to conduct a comprehensive environmental sanitation, beautifying the city for the 14th Party Congress, maintaining cleanliness at parks, squares, and public places.
At the National Convention Center, environmental sanitation is required to be maintained 24/7. Units have increased manpower and modern mechanical equipment to ensure timely waste collection, preventing accumulation; organizing street sweeping and washing on main roads and around delegates' accommodations.
Nguyen Manh Quyen, Vice Chairman of the Hanoi People's Committee, emphasized that ensuring environmental sanitation for the Congress is a particularly important political task at a time when the nation and international friends are focusing on Hanoi. Therefore, the city's departments, sectors, and localities have proactively ensured a clean and beautiful environment at the Congress venues, delegates' accommodations, and key roads.
Many wards and communes in Hanoi, such as Tay Ho and Son Tay, have launched peak campaigns to ensure urban order, environmental sanitation, and food safety to welcome the 14th Party Congress.
Nguyen Dinh Khuyen, Secretary of the Tay Ho Ward Party Committee, stressed that the peak campaign is an important political requirement, demanding real coordination, clear responsibilities, and alignment with local tasks; linked to improving residents' quality of life and enhancing the city's urban appearance.
In Dong Da Ward, Party Committee Secretary Nguyen Ngoc Viet stated that the authorities are focusing on strictly handling violations of illegal parking; business activities encroaching on roads and sidewalks, obstructing traffic, and affecting urban aesthetics on O Cho Dua - Xa Dan, Lang, Lang Ha roads... Residential groups are mobilizing residents to beautify the city, hang national flags, and decorate lighting systems at heritage sites and on main roads.
Alongside communication campaign and urban beautification to celebrate the Party Congress, ensuring political security, social order, and absolute safety before, during, and after the 14th National Party Congress is identified by the Hanoi Police as a particularly important task, with a commitment to excel in its execution.

The Hanoi Police have developed and implemented a comprehensive plan, mobilizing combined strength to maintain political security and social order, ensuring absolute safety for the grand event of the entire Party and nation.
The plan is systematically and scientifically constructed, closely following the directives of the Ministry of Public Security, the Hanoi Party Committee, and the People's Committee, ensuring comprehensive coverage, with specific and clear task assignments for each unit and force; maximizing the mobilization of officers, soldiers, and technical equipment, with the highest goal of ensuring absolute security and safety before, during, and after the Congress.
Units focus on ensuring traffic safety, preventing and combating crime; managing residency, especially for foreigners; ensuring fire safety; protecting cybersecurity, and decisively addressing acts that exploit technology and artificial intelligence to distort, oppose the Party and State, and cause public panic...
Units are required to ensure the highest level of security and safety without affecting the normal activities of residents; enhancing coordination and close collaboration between forces, preventing even the smallest complex situations from arising.
At the Conference on the Implementation of the Comprehensive Security and Order Plan for the 14th National Congress of the Party, Lieutenant General Nguyen Thanh Tung, Director of the Hanoi Police, emphasized: This is a particularly important time for national security assurance, so the consistent requirement in ensuring security and order for the 14th Party Congress is to maintain stability, strictly adhering to the motto “normal on the outside, tight on the inside”.
On every street in the capital these days, residents can clearly feel the harmonious coordination between forces. From traffic flow management and scientific convoy guidance by the Traffic Police on main roads, to anti-terrorism and hostage rescue plans by the Mobile Police.
At checkpoints, there are security forces, mobile units, ward police, and local security forces ready to form a multi-layered, multi-tiered protection network.
In key areas where many delegates' accommodations are concentrated, as well as venues for activities within the Congress framework, the capital's police have proactively surveyed and developed plans suitable to the actual situation.
Ward police focus on propagating and mobilizing citizens to enhance legal awareness, actively participate in the All-People Movement to Protect National Security, and report crimes. The management of foreigners, review of accommodation facilities, and resolution of “bottlenecks” in urban order are being intensified and decisively implemented.
These efforts not only serve the Congress but also create a neat, clean, and peaceful image of the capital in the eyes of international friends.
At the Launching Ceremony and rehearsal of security and order plans for the 14th National Congress of the Party, on behalf of all officers and soldiers, Colonel Nguyen Tien Dat, Deputy Director of the Hanoi Police, expressed his emotion and pride, stating: Every officer and soldier of the capital's police will uphold the highest sense of responsibility and political determination, strictly following the directives of the Party, State, and Ministry of Public Security in performing their duties.
With the spirit of the “Three Best” emulation, the capital's police strive and are determined to excellently complete the task of ensuring absolute security and safety for the 14th National Party Congress, worthy of the heroic tradition and the trust entrusted by the Party and the people.
