On the afternoon of May 30, the Presidential Office, in coordination with the Ministry of Public Security, the Ministry of Foreign Affairs, the Supreme People's Court, and related agencies, held a press conference to announce the President's amnesty decision for 2026. At the press conference, Deputy Chief of the Presidential Office Can Dinh Tai announced the decision of General Secretary, President To Lam.

The amnesty decision specifies that 9,950 inmates serving prison sentences meet the conditions for amnesty. The decision takes effect from June 1, 2026.
The Prime Minister, the Chairman and members of the Amnesty Advisory Council, the Chief Justice of the Supreme People's Court, the Chief Prosecutor of the Supreme People's Procuracy, and the Chief of the Presidential Office are responsible for implementing the decision.
Deputy Chief of the Presidential Office Can Dinh Tai noted that this event holds profound political, legal, and humanitarian significance, reflecting the strictness of the law and the humanitarian tradition of the nation.
It is a vivid expression of the socialist rule of law state of Vietnam, which places humans at the center, firmly protecting legal order while creating opportunities for those who genuinely repent to reintegrate and contribute to society.
In recent years, the Party and the State have consistently maintained the viewpoint that all acts of law violation must be strictly handled. However, the ultimate goal of justice is not only punishment but also education, rehabilitation, and the restoration of human values.
The amnesty clearly demonstrates a policy of leniency and humanity, while also contributing to strengthening society's trust in the strictness and fairness of the law. It also reaffirms Vietnam's commitment to ensuring human rights and citizens' rights in a fair and equal manner.
Deputy Chief of the Presidential Office highlighted that practical experience over the years has shown that the amnesty policy has yielded positive results. Most of those granted amnesty have quickly stabilized their lives, actively engaged in production, adhered to the law, and become new citizens, thereby affirming the effectiveness of the education and rehabilitation of inmates and reinforcing social trust in the humanitarian values of Vietnamese law.
The year 2026 holds special significance as the country enters the phase of implementing the 14th Party Congress Resolution, laying new foundations for rapid and sustainable development, enhancing national governance quality, and consolidating the great national unity bloc.
In this context, the implementation of the 2026 amnesty continues to affirm the consistent message of the Party and the State: no one is left behind if they are truly determined to correct their mistakes and strive to rise through their own will.
Under the direct leadership and direction of the Party, the State, and the Amnesty Advisory Council, ministries, sectors, localities, and detention facilities have organized the implementation seriously, objectively, openly, transparently, and in accordance with the law.
All dossiers have been rigorously appraised to ensure accuracy and fairness. Based on the recommendation of the Amnesty Advisory Council, on May 26, General Secretary, President To Lam decided to grant amnesty to 9,950 inmates who meet the conditions as prescribed.
This is not only a joy for those granted amnesty and their families but also a testament to the effectiveness of the humane criminal policy and the persistent efforts of the forces involved in the management, education, and rehabilitation of inmates.
