Attending the meeting were leaders from the Committees on National Defence, Security and Foreign Affairs; Culture and Society; Law and Justice; Science, Technology, and Environment; the Office of the National Assembly; and leaders from the Ministry of Foreign Affairs.
On the Russian side were Russian Ambassador to Vietnam G. Bezdetko; First Deputy Chairman of the Foreign Affairs Committee, Legislation, Constitution, and State Building; several Senators of the Federation Council representing localities; and representatives from Rosatom and Zarubezneft Corporations.
Warmly welcoming Mr. A. V. Yatskin on his return visit to Vietnam and co-chairing the meeting between the Vietnam-Russia Friendship Parliamentary Group and the Cooperation Group with the Vietnamese National Assembly of the Russian Federation Council, Vice Chairman of the National Assembly Nguyen Khac Dinh affirmed that the Party, State, and National Assembly of Vietnam always value the development of a comprehensive strategic partnership with Russia. He emphasised that Russia is a top priority in Vietnam's foreign policy, acknowledging the positive outcomes of the Vietnam-Russia comprehensive strategic partnership in recent times, with bilateral cooperation being strengthened across various fields. He assessed that Mr Yatskin's visit would create new momentum for deepening the relations between the two countries in general, and the cooperation between legislative bodies and localities of the two countries in particular, as well as between the peoples of both nations.
For his part, First Deputy Speaker of the Russian Federation Council A.V. Yatskin expressed his pleasure at returning to Vietnam and meeting Vice Chairman of the National Assembly Nguyen Khac Dinh. He thanked the Vietnamese side and the leadership of the Vietnamese National Assembly for their warm and thoughtful reception, stating that Russia highly values strengthening cooperation with Vietnam. He emphasised that parliamentary cooperation is a crucial pillar in the overall bilateral relationship, which is greatly supported and prioritised by the Russian high-level leadership.

On this occasion, First Deputy Speaker of the Russian Federation Council A.V. Yatskin conveyed condolences and inquiries from the Chairwoman of the Federation Council of the Russian Parliament, V. Matvienko, to the people of Vietnam and the families of the victims of the recent natural disasters and floods in Central Vietnam. He expressed confidence that Vietnam would soon overcome the aftermath and that the people would quickly stabilise their lives.
During the talks, both sides exchanged views on the cooperation situation between the two countries and their parliaments in recent times, as well as some international and regional issues of mutual concern. They acknowledged the continuous development of cooperation between the two parliaments at various levels and in many fields, from coordination at multilateral parliamentary forums to promoting cooperation in legislation, economic trade, science and technology, education and training, energy, oil and gas, culture and tourism, and exchanges between localities and peoples of the two countries. Parliamentary support and promotion have facilitated the implementation of numerous signed cooperation agreements, paving the way for new, effective cooperation directions that align with the interests of both countries.
Vice Chairman of the National Assembly Nguyen Khac Dinh and First Deputy Speaker of the Russian Federation Council A.V. Yatskin agreed that the signing of the Cooperation Agreement between the Vietnamese National Assembly and the Russian Federation Council in September 2024, along with the development of an Action Plan with specific themes and tasks until the end of 2025, has created a framework for promoting comprehensive parliamentary cooperation. This serves as an important legal and political basis for both sides to effectively implement cooperation activities with focus and priority.

The meeting of the Vietnam-Russia Friendship Parliamentary Group and the Cooperation Group with Vietnam of the Russian Federation Council this time marks a step towards implementing the signed documents. It is an opportunity for both sides to discuss and propose new initiatives for the next phase of cooperation, including preparations for high-level contacts between the parliamentary leaders of the two countries in the near future.
In a friendly and open atmosphere, the Vietnam-Russia Friendship Parliamentary Group and the Cooperation Group with Vietnam of the Russian Federation Council reviewed the implementation of the 2024-2025 Cooperation Plan and extensively discussed new directions for cooperation in the next phase.
Both sides agreed to closely coordinate in developing a specific cooperation plan for the activities of the parliaments and the two friendship parliamentary groups, thereby contributing to the support of the governments, ministries, and sectors of the two countries in implementing cooperation plans. They acknowledged the positive development and agreed to continue supporting localities to enhance exchanges, connections, and expand relations, jointly developing based on maximising the potential, strengths, and needs of both sides.
Earlier that day, the delegation visited the Mausoleum to pay respects to President Ho Chi Minh and the Ho Chi Minh Memorial, and also visited the Vietnam Military History Museum and the Pushkin Sub-Institute in Hanoi. Prior to that, the delegation had a working visit to Can Tho City.
