NA Chairman Tran Thanh Man, Russian State Duma Chairman co-chaired the 4th session of the Inter-Parliamentary Cooperation Committee
WVR - On the afternoon of September 28, in Hanoi, immediately following the talks, National Assembly Chairman Tran Thanh Man and Chairman of the State Duma of the Russian Federation Vyacheslav Volodin co-chaired the fourth session of the Inter-Parliamentary Cooperation Committee between Vietnam and Russia.

In their opening remarks, the two Chairmen emphasized that the session takes place as Vietnam and the Russian Federation are coordinating to commemorate the 75th anniversary of diplomatic relations between the two countries in 2025, with many significant activities.
The two sides agreed that the inter-parliamentary cooperation mechanism has become an effective channel, contributing to the completion of the legal framework and promoting key areas of cooperation, aligning with the interests of both countries. They affirmed that the organization of the Inter-Parliamentary Cooperation Committee sessions on an annual rotational basis demonstrates the determination of the legislative bodies of both countries to strengthen, promote, and deepen the Comprehensive Strategic Partnership between the two nations.

During the session, delegates from both countries listened to a general report on the cooperation status between the two nations and the implementation of the conclusions from the third session of the Inter-Parliamentary Cooperation Committee, held in Russia in September 2024.
Delegates focused on discussing five key topics: legislative support for the development of bilateral economic and trade relations, improving the business and investment environment; legislation and oversight to promote cooperation in the energy sector; the role of legislative bodies in strengthening multilateralism, adhering to the United Nations Charter and fundamental principles of international law; legislation and oversight to promote cooperation in science and technology; and parliamentary support for enhancing humanitarian cooperation, including education, culture, and tourism.

The session took place in an atmosphere of trust, frankness, and constructiveness. From the legislators' perspective, parliamentarians from both countries shared experiences in institutional and legal development, proposing various solutions to promote bilateral cooperation in multiple fields, especially those of mutual interest. This includes enhancing parliamentary cooperation, coordinating oversight of bilateral agreements, promoting exchanges between specialized agencies, and closely coordinating at international parliamentary forums where both sides participate.
At the conclusion of the session, both sides agreed to adopt a Joint Communiqué on the outcomes of the fourth session of the Inter-Parliamentary Cooperation Committee between the National Assembly of Vietnam and the State Duma of the Russian Federation, clearly defining the direction of inter-parliamentary cooperation between the two countries in the future, in line with the nature of bilateral relations and the demands of both sides in the new context.
The fifth session of the Inter-Parliamentary Cooperation Committee between the National Assembly of Vietnam and the State Duma of the Russian Federation will be held on a rotational basis in Russia in 2026.
