National Assembly President Tran Thanh Man's visits to Republic of Korea and Mongolia achieve substantial results: Permanent Deputy FM

Could the Deputy Minister highlight the notable outcomes of the official visits to the Republic of Korea and Mongolia?

The official visits by Presidentof the National Assembly Tran Thanh Man, his spouse, and the high-level Vietnamese delegation to the Republic of Korea and Mongolia were highly successful, achieving substantial results. These visits transformed the positively developing political relations into more specific and practical cooperation directions. Three notable outcomes can be highlighted as follows:

Firstly, the visits deepened political relations and enhanced the effectiveness of parliamentary diplomacy with both the Republic of Korea and Mongolia. Through nearly 30 high-level and specialized activities, the parties comprehensively reviewed the implementation of agreements, resolved obstacles, and clearly identified the next steps in various cooperation fields. National Assembly President Tran Thanh Man's discussions revealed that these countries highly value Vietnam's role, position, potential, and development prospects, appreciating the recent vision and reform measures of our Party and State.

The legislatures of these countries and their political parties wish to accompany Vietnam in its development process, further strengthening the Comprehensive Strategic Partnership between Vietnam and the Republic of Korea and the Comprehensive Partnership between Vietnam and Mongolia. The newly signed cooperation agreement between the National Assembly and the Office of the National Assembly of Vietnam and Mongolian Parliament, as well as the Memorandum of Cooperation between the National Assembly of Vietnam and the National Assembly of the Republic of Korea signed last year, will continue to be important catalysts for promoting cooperation between the parties.

Secondly, the visits affirmed the role of each country's legislative body and parliamentary diplomacy in creating new momentum for cooperation fields between the two countries, especially in economy, trade, investment, and science and technology.

The National Assembly of Vietnam and other countries have committed to close coordination, not only enhancing the legislative role and creating a favorable legal environment for business and investment activities of enterprises from these countries but also actively participating in overseeing the implementation of signed agreements.

With the Republic of Korea, both sides focused on resolving obstacles, attracting high-quality Korean investment into priority areas, and aiming to increase bilateral trade turnover to 150 billion USD by 2030. Korean leaders affirmed they would facilitate Vietnamese enterprises' participation in the implementation of three mega projects on semiconductors, artificial intelligence, and data centers.

With Mongolia, both sides are determined to raise bilateral trade turnover to 200 million USD. Mongolia affirmed it would facilitate Vietnamese enterprises' participation in major projects, especially in strategic minerals, renewable energy, and areas where Mongolia has advantages such as agriculture, wool, and leather products, to jointly produce and access third markets. On this basis, both sides also agreed to soon sign a new Agreement on Investment Promotion and Protection.

Thirdly, the visits contributed to solidifying the social foundation of the relationships. Korean leaders always express special affection for Vietnam, considering Vietnamese–Korean multicultural families as important bridges for bilateral friendship, committing to protect the legitimate rights of the Vietnamese community in the Republic of Korea, and expanding the sectors for receiving Vietnamese labor.

Mongolia wishes to continue promoting cooperation in education, tourism, sports, and people-to-people exchanges. Mongolian leaders also affirmed they would further facilitate the Vietnamese community's expansion of business, living, and studying in the host country.

Vietnam and the two countries also agreed to continue close cooperation in regional and international forums, supporting each other in multilateral parliamentary forums. The Republic of Korea will share its experience in organizing APEC 2025 to support Vietnam's preparation for APEC 2027. Mongolia trusts that Vietnam will successfully organize APEC 2027 and requests Vietnam's support for Mongolia's early accession to APEC.

Could the Deputy Minister outline the directions for implementing the outcomes of the recent official visits?

Based on the achieved results, the most important task in the upcoming phase is to translate the agreements and cooperation commitments into reality, bringing tangible benefits to the people and businesses of both countries. I believe we should focus on four main areas:

Firstly, maintain high-level delegation exchanges and further enhance the role of each country's National Assembly in perfecting the legal framework, overseeing the implementation of achieved agreements, and resolving obstacles for citizens and businesses. In the immediate future, there are practical issues that need to be addressed promptly, such as the issue of entry into the Republic of Korea for Vietnamese citizens, especially priority groups like Vietnamese individuals in multicultural Vietnamese–Korean families, startup businesses, technology, and innovation; resolving transportation and trade difficulties between Vietnam and Mongolia, both by rail and air.

Secondly, with the “6 clear” spirit, it is necessary to clearly identify tasks, responsible agencies, and timelines for each agreement. Ministries, sectors, and localities should proactively transform agreements into specific programs, plans, and projects with clear objectives, timelines, and responsibilities, promptly addressing arising obstacles. Vietnamese Representative Missions in Mongolia and the Republic of Korea should continue to play their bridging role in turning good cooperative relations into practical results.

Thirdly, promote economic linkage in a balanced, sustainable, and mutually beneficial manner, thereby achieving trade turnover targets with both countries soon. The focus is on establishing and enhancing the position of Vietnamese enterprises in the Republic of Korea's supply chain and attracting high-tech investment from the Republic of Korea into Vietnam. With Mongolia, it is necessary to soon complete the investment protection frameworks between the two countries, facilitating businesses from both countries to access each other's markets and exploit areas with much potential.

Fourthly, enhance people-to-people exchanges, expand cooperation in human resources, culture, education, sports, tourism, and local connections, especially further promoting the bridging role of the Vietnamese community in the host countries in bilateral relations in the spirit of Resolution No. 23-NQ/TW dated August 2, 2026, of the Politburo on the work of overseas Vietnamese.

In the immediate future, continue to advocate for the National Assembly of the Republic of Korea to facilitate the Vietnamese community's living, studying, and working in the Republic of Korea, simplify visa procedures for relatives of Vietnamese–Korean multicultural families; encourage Vietnamese people to travel, do business, and invest in Mongolia, enhancing mutual understanding between the peoples of the two countries.

Through these official visits to the two countries, we can be confident that, with a solid foundation of good relations, high political determination, and specific cooperation directions that have been agreed upon, the relations between Vietnam and the Republic of Korea and Vietnam and Mongolia will continue to develop in a more substantive and effective manner, bringing tangible benefits to the people of the three countries, and contributing positively to peace, stability, cooperation, and development in the region.
