During the meeting, President Luong Cuong expressed his pleasure at meeting Russian State Duma Chairman Volodin, affirming that the visit marks an important milestone, contributing to creating new momentum for the strong and effective relationship between the two countries, which has been built and nurtured over the past 75 years.
The President requested that the Russian State Duma and Government continue to facilitate favourable conditions for the Vietnamese community to work and live, contributing to Russia's development and bilateral relations. Additionally, the President expressed his desire for Russia to make it easier for Vietnamese tourists to visit the beautiful country by waiving visas and simplifying visa procedures.
Emphasizing that the Party, State, and people of Vietnam always remember and are grateful for the support and assistance from the Soviet people, including the Russian Federation, during Vietnam's struggle for national defense and current nation-building efforts, the President affirmed that without the October Revolution, the victory over fascism, and the sincere support from the Soviet Union for Vietnam's resistance and reconstruction efforts, there would be no Vietnam today. Vietnam always values and wishes to continuously strengthen and develop the traditional friendship and comprehensive strategic partnership with Russia.

Congratulating the achievements of the Russian Federation under President Putin's leadership, the President highly appreciated the role of the State Duma in law-making, contributing to Russia's stability and sustainable development.
The President requested Chairman Volodin and the Vietnamese National Assembly to support and promote the implementation of agreements reached between the high-level leaders of the two countries, especially between General Secretary To Lam and President Putin (May 2025) and between the President and President Putin on September 3, as well as to expedite and create favorable legal frameworks to overcome obstacles and elevate Vietnam-Russia relations to a new, substantive, and effective level across all fields.
Confident that the traditional friendship and comprehensive cooperation between Vietnam and Russia will be increasingly consolidated and developed for the benefit of both nations and for peace, stability, and cooperation in the region and the world, President Luong Cuong requested Chairman Volodin to convey his gratitude and greetings to President Putin and other Russian leaders.
Thanking the Vietnamese leadership and people for their warm reception, Chairman Volodin affirmed that the Russian Parliament always values the traditional friendship and comprehensive strategic partnership with Vietnam; he appreciated Vietnam's socio-economic development achievements. He also emphasized that Russian agencies and political parties are united in their support for promoting relations with Vietnam, wishing to continuously strengthen friendship and multifaceted cooperation between the two countries for the benefit of both nations.

Chairman Volodin also suggested enhancing the role of the Inter-Parliamentary Cooperation Committee and friendship parliamentary groups, promoting delegation exchanges, sharing legislative experiences, oversight, and improving the legal system, thereby deepening and effectively implementing bilateral parliamentary cooperation. He affirmed that the Russian State Duma will continue to support and encourage ministries, sectors, and enterprises of both countries to effectively implement high-level agreements, especially those between General Secretary To Lam and President Luong Cuong with President Putin on promoting cooperation in economic-trade, energy-oil and gas, and education-training fields and other areas where both sides have potential, strengths, and cooperative experience.
On this occasion, State Duma Chairman Volodin conveyed President Putin's sincere greetings and regards to President Luong Cuong.
In discussions, both sides agreed to continue enhancing political trust, boosting cooperation through Party, State, National Assembly, and local channels; promoting the implementation of specific cooperative measures and projects across all fields; while also enhancing people-to-people, cultural, sports, and tourism exchanges. They are confident that with efforts from both sides, Vietnam and the Russian Federation will find effective mechanisms and solutions to overcome obstacles, address difficulties, and promote strong bilateral relations.
The two leaders agreed to intensify the exchange of positions and closely coordinate at international organizations and multilateral forums, contributing to ensuring peace, cooperation, and development in the region and the world.
President Luong Cuong requested that Russia continue to support Vietnam and ASEAN's stance regarding the East Sea, particularly in resolving disputes and disagreements through peaceful means, based on adherence to international law, the United Nations Charter, and the United Nations Convention on the Law of the Sea 1982 (UNCLOS 1982).
