Promoting technical, scientific, and technological education cooperation between Vietnam and the Russian Federation
WVR - On September 23, at the Russian Science and Culture Centre in Hanoi, the Vietnam-Russian Federation Forum themed “Technical, Scientific, and Technological Education for Industrial Development” was held, attended by representatives from diplomatic missions, universities, scientific research organizations, industrial enterprises, and specialized agencies of both countries.

The forum was organized by the Russian Federation Embassy in Vietnam, the Russian Federation Trade Representative Office in Vietnam, the Russian Federal Cooperation Agency (Rossotrudnichestvo) in Vietnam, and the Alliance of Russian-Vietnamese Technical Universities, aiming to discuss practical mechanisms to promote cooperation between Russia and Vietnam in the fields of technical, scientific, and technological education.
The forum included two plenary sessions, focusing on building long-term cooperation models between educational and scientific organizations with the industry, based on the developmental needs of the two countries' economies; training technical human resources, developing scientific research, and implementing joint projects in science and technology.
The first session: “Educational Solutions for the Human Resource Needs of Russian and Vietnamese Industries” focused on the prospective demands of the two countries' industries for engineering and technical personnel in the next 3-5 years, high-demand specialties and competencies in the market, developing practice-oriented training, and the requirements of employers for modern educational programs.
Representatives from universities considered the potential for developing joint training programs (linked programs) at the bachelor's, master's, and doctoral levels, language training, and teacher training; organizing production internships and professional internships; establishing training centres and laboratories for teaching purposes.
The discussions emphasised training high-quality human resources, practical experts, organizing industrial practice and internships, training in operation, maintenance, and the development of Russian and Vietnamese technology and equipment.
The second plenary session “Joint Science, Technology, and Applied Research” focused on identifying promising areas of scientific and technological cooperation between Russia and Vietnam. Delegates considered the potential for implementing joint research and development (R&D), establishing Russian-Vietnamese research groups, and creating joint laboratories and research centres.

Representatives from leading Russian educational institutions, including Bauman Moscow State Technical University, Moscow Aviation Institute, Nizhny Novgorod State University named after N.I. Lobachevsky, Pacific National University, St. Petersburg Mining University named after Empress Ekatherina II, Sechenov First Moscow State Medical University (Sechenov University), representatives of some state corporations and Russian industrial enterprises, presented at the forum.
On the Vietnamese side, representatives from Vietnam National University, Hanoi, introduced the university's potential in science, technology, and innovation. The Institute of Industrial and Trade Policy and Strategy Research, Ministry of Industry and Trade, presented on applied research cooperation between the two countries in the fields of industry and commerce. Additionally, representatives from several research centres, specialized agencies, and Vietnamese enterprises discussed areas such as smart grid networks, new materials, biotechnology, artificial intelligence, robotics, and intelligent autonomous devices, etc...
Transition from “exchange” to “joint implementation”
Speaking at the Forum, Russian Ambassador to Vietnam Gennady Stepanovich Bezdetko emphasised that developing cooperation in education, science, and technology is one of the important areas of the comprehensive strategic partnership between Russia and Vietnam.
According to the Ambassador, the current task is to concretize the agreements reached at the highest level with practical projects. The State visit by General Secretary, President To Lam to the Russian Federation and the negotiations in Moscow affirmed the interest of both countries in further expanding practical cooperation.
The Ambassador also highlighted the special role of the Russian-Vietnamese Technical Universities Alliance, with activities encompassing high-potential and high-demand areas such as aircraft manufacturing, nuclear energy and hydrogen energy, renewable energy sources, information technology, electricity, and electrical engineering...

Speaking at the Forum, Deputy Minister of Science and Technology of Vietnam Assoc. Prof. Dr. Tran Trung Tinh appreciated the initiative to organize activities with practical content, directly contributing to the implementation of scientific and technological cooperation directions between the two countries in the new phase.
The Deputy Minister suggested that the Russian-Vietnamese Technical Universities Alliance should promote its role as a bridge between universities, research institutes, and enterprises, so that training and research activities are closely linked to the practical needs of strategic industrial and technological sectors.
The message emphasised by Deputy Minister Tran Trung Tinh is the need to strongly transition from “exchange” to “joint implementation, co-creation”: jointly training engineers and technology experts; building research groups; implementing scientific and technological tasks; exploiting research infrastructure, aiming for results that can be applied, transferred, and commercialized.
On behalf of the Ministry of Science and Technology of Vietnam, the Deputy Minister affirmed that the Ministry is ready to coordinate with relevant agencies of the Russian Federation to support the connection of scientific and technological organizations, universities, and enterprises; promote joint research, innovation, technology transfer, and commercialization.
The challenge of joint training
Trade Representative of the Russian Federation in Vietnam Vyacheslav Nikolaevich Kharinov stressed that economic-industrial cooperation between Russia and Vietnam is developing in many areas, in which the continued expansion of cooperation significantly depends on the availability of qualified human resources and technological capabilities.
According to Vyacheslav Nikolaevich Kharinov, this is also why the Forum holds significant practical importance. At the Forum, representatives from universities, scientific organizations, and industries of both countries had the opportunity to discuss human resource needs, the professional competencies that Russian and Vietnamese businesses require in the coming years, as well as the ability to adjust training programs to better meet the practical needs of the two countries' economies.
Director of the Russian Science and Culture Centre in Hanoi Vladimir Vladimirovich Murashkin affirmed that education, science, and human resource training are foundational areas for long-term cooperation between Russia and Vietnam. Promoting direct cooperation between universities, scientific organizations, and industry representatives of the two countries is particularly important. He confirmed that Rossotrudnichestvo, along with the Russian Science and Culture Centre in Hanoi, is ready to continue supporting these initiatives.

The two plenary sessions of the Forum focused on two closely related topics: training technical human resources to meet industrial needs and promoting scientific and technological cooperation towards applied research.
Delegates identified potential areas, partners, and mechanisms for implementing joint initiatives in education, science, and technology. Both sides particularly emphasised forming sustainable relationships between universities, scientific organizations, and industrial enterprises; establishing joint research groups and laboratories; developing academic exchanges and training technical personnel to meet the long-term needs of the two countries' industries.

The Forum “Technical, Scientific, and Technological Education for Industrial Development” continues a series of thematic activities in 2026 – the year chosen by the leaders of the two countries as the Year of Cooperation in Science and Education. The forum has contributed to promoting bilateral cooperation, laying the foundation for the implementation of joint educational, research, and technological projects, aiming to train high-level technical personnel and develop the technological potential of both countries.
